# What Core Documents Are Required for 2026 Foreign Trade Export Tax Refund

## Question

I am the head of a small and medium-sized enterprise that has just entered foreign trade export. Recently, I need to apply for tax refund for our first clothing order, but I have no idea how to proceed. I heard from peers that the tax refund process is complicated, and a little carelessness will lead to application rejection due to incomplete documents or incorrect information, which may even affect subsequent orders. Our goods are shipped to the EU by sea, we have already obtained the bill of lading, but not all VAT invoices have been issued, and the commodity code on the customs declaration has a slight difference from that provided by the factory. I am worried that this will block our tax refund. I am very anxious now and want to know how to operate specifically to get the tax refund smoothly and avoid those common pitfalls?

### Answer 1 — Best Answer

In 2026，foreign trade export tax refund must follow a full-link compliance process. First，complete the review and preparation of pre-requisite documents. Core documents include customs declaration (export tax refund copy)，special VAT invoice (deduction copy)，foreign exchange collection certificate，bill of lading copy and export contract. It should be noted that the commodity code，product name and quantity on the customs declaration must be fully consistent with those on the VAT invoice. If there is any discrepancy，you must apply to the customs for modification in time to avoid failed audit.

For connection of core nodes，enterprises shall first conduct export tax refund pre-declaration. Upload document information through the electronic tax bureau，and the system will automatically verify data consistency. Correct immediately if an early warning is triggered. After pre-declaration is approved，submit formal declaration. Paper documents must be submitted to the competent tax authority within 90 days after the export date,**you will not be able to enjoy the tax refund benefit if overdue**.

Handling of abnormal situations: If account suspension occurs after declaration，immediately check whether the four flows (contract flow，goods flow，capital flow，invoice flow) are consistent. If the capital flow does not match，provide bank foreign exchange collection receipt and settlement certificate，if there is an invoice problem，contact the factory to reissue a compliant VAT invoice.

Final compliance implementation: After declaration is completed，all documents must be filed for at least 5 years for future inspection. It is recommended to conduct regular internal audit of the tax refund process to ensure operations comply with the latest policies,**avoid tax refund delay caused by negligence**.

### Answer 2

Customs declaration is the foundation of tax refund, you must ensure the information on the customs declaration is accurate. In 2026, the integrated customs clearance system has stricter data verification, commodity codes must fully match the HS database, and a classification description must be provided if there is any discrepancy.

The trade mode on the customs declaration must be selected as "General Trade", otherwise tax refund is not available. Errors must be corrected by canceling and re-declaring within 30 days after export, no modification is allowed after overdue.

### Answer 3

In the logistics link, the bill of lading must be consistent with the customs declaration, any modification to the bill of lading must be stamped with the official seal of the shipping company.

The free detention period and container detention charge for sea cargo should be controlled, apply for a delay certificate if export is postponed. Overdue export date will affect tax refund declaration, so you should plan the logistics route in advance.

### Answer 4

Eligible enterprises can apply for VAT deferral, which allows temporary exemption of VAT payment at export, and deduction after tax refund.

Requirements: general taxpayer, goods included in the tax refund catalog, and completed foreign exchange collection. VAT deferral eases capital pressure, but requires complete documents to prevent risks.

### Answer 5

Foreign exchange collection must be completed within 180 days after export, a delay certificate is required if overdue.

For CIPS RMB payment, you need to retain certificates and SWIFT messages, the settlement amount must be consistent with the customs declaration. You can optimize exchange rate income but compliance should be prioritized.

### Answer 6

Export contracts must clearly stipulate tax refund clauses: invoice issuance time, commodity code confirmation, foreign exchange collection deadline. Liability for breach of contract shall be agreed if the factory delays issuing invoices, soft clauses in letters of credit such as non-official inspection certificates will affect foreign exchange collection and tax refund.

### Answer 7

Goods under inspection must be consistent with the customs declaration, provide description and samples. Correct commodity code errors in time, and file the inspection release note. Failed inspection will delay export and affect tax refund declaration.

### Answer 8

Packaging of special commodities must be compliant, dangerous goods must provide MSDS and UN certificates, packaging information must be consistent with the customs declaration. Non-compliant packaging will lead to goods detention, delay export date and tax refund.

### Answer 9

Tax refund audit requires consistency of the four flows, provide explanation and supporting documents if there is any discrepancy. Conduct regular internal audit of document filing and process compliance to avoid tax refund delay or cancellation caused by minor problems.
