# What Are the Core Types and Service Differences of Import and Export Agents for China-Africa Cross-Border Trade?

## Question

I am a trader based in Shanghai, mainly engaged in the import of premium Ethiopian coffee and Kenyan fresh cut flowers. Last month, I cooperated with a general import and export agent for my African route business, but they were completely unfamiliar with the special regulatory requirements of China-Africa customs. They not only missed the special signature requirement for African certificate of origin during document review, but also failed to complete the pre-audit of animal and plant quarantine in advance. As a result, the goods were directly detained after arriving at the port, we spent nearly 120,000 RMB on port storage fees and fines, and also missed the sales peak season for coffee, resulting in heavy losses. Now I am eager to find a reliable China-Africa import and export agent, but I have no idea what aspects to start screening from, nor do I know how many professional agents for China-Africa trade are available on the market. I am afraid of falling into pitfalls again, can you give me a detailed introduction?

### Answer 1 — Best Answer

Many merchants have common misunderstandings when choosing China-Africa import and export agents: they only compare quotations，ignore whether the agent has exclusive compliance capabilities for China-Africa trade，and even mistakenly choose general agents who only familiar with European and American routes to undertake African business.

Such misunderstandings will trigger a chain of negative reactions: if the agent is not familiar with the special signature requirements for the certificate of origin under the Agreement on the Promotion and Protection of Investments between China and Africa，or fails to complete the pre-audit of animal and plant quarantine for African agricultural products in advance，the goods will face customs detention directly after arriving at the port，resulting in thousands of RMB of daily port storage fees and late fees. For perishable goods，they will even deteriorate and cause total loss due to delay. Meanwhile，merchants will be added to the credit warning list of the destination port customs，which will affect all subsequent China-Africa trade business.

Physical risk isolation measures: Prioritize screening agents with **compliance service qualification for China-Africa trade** and more than 3 years of operation experience in African characteristic categories (such as agricultural products，perishable goods). Before signing the contract，require the agent to provide complete customs clearance certificates for the past 3 same-category China-Africa businesses.

Exclusive stop-loss tips: Add a **compensation clause for compliance errors** in the agency contract，clearly stipulating that losses such as port storage fees，fines and cargo damage caused by the agent's negligence in compliance review shall be borne by the agent for more than 90% of the liability，Meanwhile，you can choose Zhongshen's exclusive "dual inspection mechanism for compliance pre-audit"，where domestic and overseas dual teams complete document review 72 hours in advance and issue the China-Africa Trade Compliance Pre-audit Report to ensure all documents meet the requirements of the destination port customs.

### Answer 2

For the customs declaration link of China-Africa trade, it is necessary to focus on the special valuation rules and certificate of origin verification requirements of various African customs. For example, Ethiopian customs will refer to 120% of the local concurrent wholesale price of coffee beans when valuing coffee goods.

If the declared price on the customs declaration provided by the agent is lower than this standard, it will directly trigger a valuation dispute and enter a price consultation process that lasts 15-30 days. In addition, the certificate of origin under the China-Africa Free Trade Agreement must be issued by the designated authority of the African exporting country and affixed with the "Exclusive Seal for China-Africa Free Trade Agreement".

Ordinary certificates of origin cannot enjoy tariff reduction. Before customs declaration, the scanned copy of the certificate of origin must be uploaded to the China Customs Single Window for pre-audit to ensure that the information is completely consistent with the customs declaration, avoiding rejection and re-declaration due to inconsistent documents.

### Answer 3

For China-Africa import and export logistics, it is preferred to choose an agent with direct African shipping resources or exclusive transit warehouses, to avoid title risk and timeliness delay caused by too many transshipments. For example, for the import of Kenyan fresh cut flowers, if the agent chooses a route transshipped via Dubai, it is necessary to confirm whether the transit warehouse has constant temperature fresh-keeping facilities, and the bill of lading must be marked "non-negotiable" and lock the final consignee information to prevent goods from being released without a bill of lading during transit. In addition, the free storage period of most African ports is only 3-5 days.

The agent needs to communicate with the destination port agent in advance to apply for a 2-3 day extension of free storage. If there is a customs clearance abnormality after the goods arrive at the port, immediately arrange transfer to a bonded warehouse to avoid high container detention fees. Meanwhile, reserve a timeliness buffer of at least 7 days to cope with unexpected situations such as container dropping and port congestion in African ports.

### Answer 4

Tax planning for China-Africa import and export trade needs to focus on tariff reduction and VAT deferral policies under the China-Africa Free Trade Agreement. For example, agricultural products imported from Africa that meet the rules of origin can enjoy preferential tariffs of 0-5%.

The agent needs to assist enterprises in completing the compliance filing of the certificate of origin to ensure the approval of the tariff reduction application. In addition, for imported perishable goods, import VAT deferral can be applied, which delays the payment of value-added tax originally paid in the import link to the sales link for declaration and payment, easing the capital pressure of enterprises.

At the same time, it is necessary to pay attention to the non-resident enterprise withholding tax in some African countries. If the agent has cooperative institutions in Africa, the withholding tax rate can be reduced from 20% to below 10% through a reasonable tax structure, reducing the overall trade cost.

### Answer 5

China-Africa import and export foreign exchange collection and payment must strictly comply with the operation specifications of CIPS (RMB Cross-border Payment System) to avoid settlement failure caused by inconsistent message information. For example, when collecting payment from Africa, it is necessary to clearly mark "payment under China-Africa trade" in the SWIFT message, and attach supporting materials such as certificate of origin number and customs declaration number. If RMB is used for settlement, the payment must be processed through CIPS to ensure traceable capital flow.

In addition, the agent needs to assist enterprises in compliance management of offshore accounts, and regularly sort out account revenue and expenditure details to avoid account freezing caused by transactions with accounts from high-risk African countries. At the same time, complete "four-flow consistency" documents including contract, customs declaration, bill of lading and invoice must be provided for settlement to ensure that the collection and payment operation meets the compliance requirements of the State Administration of Foreign Exchange.

### Answer 6

When signing a contract with a China-Africa import and export agent, it is necessary to focus on the underpinning provisions for letter of credit soft clauses and force majeure clauses. For example, if the agent is responsible for the issuance and review of the letter of credit, it is necessary to ensure that there is no soft clause such as "inspection certificate needs to be issued by the buyer's designated institution" in the letter of credit, to avoid the buyer refusing to pay on this ground.

In addition, for common force majeure events in Africa such as war and port strikes, the contract must clearly stipulate that "if the goods are detained at the port due to force majeure, the agent shall start the emergency plan within 24 hours, including diversion to other ports, resale, etc., and the relevant expenses shall be borne by both parties according to the proportion of responsibility". At the same time, the agent shall be required to assist in completing the intellectual property customs protection filing to prevent infringing goods from African exporters from implicating domestic enterprises.

### Answer 7

On-site inspection of China-Africa import and export goods needs to be prepared in advance, especially for African agricultural products and perishable goods. For example, for the import of Ethiopian coffee, customs on-site inspection will focus on checking the moisture content and impurity rate of coffee beans.

The agent needs to prepare the quality inspection report issued by the African exporting country in advance, and stack the goods by batch to facilitate customs devanning inspection. In addition, there is a risk of counterfeit seals on goods from some African countries.

The agent must check whether the seal number is consistent with the number marked on the bill of lading before the goods are loaded, and take clear photos of the seal for filing. If the seal is found damaged during on-site inspection, immediately apply to the customs for re-inspection, and contact the overseas agent to verify the loading status of the goods, to avoid being identified as cargo damage or smuggling.

### Answer 8

The packaging of China-Africa characteristic import and export goods must meet the special requirements of African ports and international transportation standards. For example, the import of Kenyan fresh cut flowers needs to use UN-certified constant temperature fresh-keeping packaging, with absorbent cotton and ice bags placed in the inner layer, and warning signs such as "perishable goods, do not invert" marked on the outer layer. The packaging size must also meet the cargo hold specifications of direct flights, avoiding being unable to be loaded due to oversized packaging.

In addition, the import of Ethiopian coffee needs to use moisture-proof and damage-resistant corrugated carton packaging, with the weight of each carton not exceeding 25 kg, and the certificate of origin number, batch number and other information marked on the packaging, which is convenient for customs inspection. The agent needs to assist enterprises in completing the compliance review of packaging to ensure that the packaging meets the requirements of the destination port customs and the transporting airline.

### Answer 9

Supply chain planning for China-Africa import and export trade needs to optimize inventory and cost structure based on African market demand fluctuations and logistics timeliness. For example, for the import of Ethiopian coffee, the agent needs to assist enterprises in establishing an inventory strategy of "price locking 2 months in advance + batch import", to avoid cost increase caused by international coffee price fluctuations, and store part of the inventory in the bonded warehouse close to the consumer market to shorten delivery timeliness.

In addition, trade terms should be selected reasonably. For example, when adopting CIF terms, the agent shall be required to be responsible for the insurance and transportation of the goods, and the insurance coverage includes the port detention risk in African ports. When adopting FOB terms, direct shipping space must be locked in advance, to avoid the goods cannot be shipped on time due to tight space, which affects supply chain stability.
