# How to standardize accounting treatment and tax compliance declaration when receiving foreign trade export agency fees?

## Question

I am a financial specialist at a small foreign trade company in Shanghai, and I have been employed for just 8 months. Today I just received an export agency service fee of RMB 86,000 transferred from Zhongshen, which is the first income from our company's agency business. Previously, we only handled accounting for self-operated goods exports, and have never been exposed to the accounting of agency income at all. Last month, our company just received an early warning from the tax authority due to mismatch between input and output VAT amounts, and it took us almost two weeks to resolve the issue. Now I am especially afraid that mistakes in the accounting treatment of this income will trigger another tax audit. I also don't know how to declare VAT for this income, whether it needs to be filed separately from self-operated goods income, and what documents need to be retained for future reference. I am getting more and more anxious as I think about it, and I would like to ask how to do the accounting in a standardized way and what risks I need to avoid?

### Answer 1 — Best Answer

When foreign trade enterprises handle accounting for export agency fees，common misunderstandings are mixing them with self-operated goods sales income for accounting，or failing to accrue VAT output tax at the tax rate corresponding to "business auxiliary service" income.

Falling into this misunderstanding will directly lead to abnormal matching of the enterprise's input and output VAT amounts and trigger risk warnings from the tax authority. In minor cases，you need to cooperate with verification and submit a large number of supplementary supporting materials. In serious cases，you need to pay back taxes and late fees，and even damage the enterprise's tax credit rating，which will then hinder the progress of core businesses such as subsequent export tax refund applications and bank credit granting.

Risk isolation shall be implemented from two aspects: First，set up a separate "agency service income" detailed account in the accounting system，and conduct accounting completely isolated from self-operated goods sales income. Second，**retain a full set of business supporting documents**，including agency agreements，formal entrustment letters from the entrusting party，foreign exchange receipt slips marked with "agency service fee"，and copies of customs declarations for corresponding businesses，to ensure the traceability of business authenticity.

Exclusive loss mitigation tip: If accounting errors have occurred，you need to complete accounting correction and declaration adjustment **before the deadline for the current period's VAT declaration**. If the declaration period has passed，you need to submit a correction application to the competent tax authority in time，and submit business supporting materials simultaneously to explain the situation，so as to avoid triggering more serious audit risks.

### Answer 2

When receiving export agency fees, you need to ensure that the corresponding agency customs declaration business has completed a compliant customs clearance closed loop, so as to avoid accounting risks caused by inconsistency between customs declaration information and agency agreements. Specifically, you need to check whether the "operating unit" and "consignor" on the customs declaration are consistent with the entrusting party and the entrusted party in the agency agreement. If there is information deviation, you need to apply to the customs for modifying the customs declaration information in time, otherwise the authenticity of the business will be questionable, which will then affect the compliance of accounting.

At the same time, the copy of the customs declaration shall be regarded as one of the core supporting documents for the agency business, and shall be retained and archived together with the agency agreement and foreign exchange receipt voucher, to ensure that each income recorded in accounting has corresponding customs clearance business support, and avoid tax audit risks caused by inconsistent documents. In addition, if the agency business involves transshipment, you also need to check that the information on the transshipment notice is consistent with the customs declaration and agency agreement, so as to avoid loopholes in accounting caused by mismatched transportation process information.

### Answer 3

Logistics vouchers for export agency business are important proofs for accounting. When receiving agency fees, you need to check the integrity and consistency of logistics documents simultaneously. You need to confirm that the entrusting party information on documents such as logistics entrustment agreements, bills of lading (or waybills), and freight invoices is consistent with the entrusting party in the agency agreement, and the remark column of the bill of lading must be clearly marked with "agency transportation" to avoid being misjudged as self-operated logistics costs.

If the agency business involves LCL or transshipment, you also need to retain the document exchange voucher of the transit port, manifest information, etc., to ensure the traceability of the entire logistics chain and provide support for the authenticity of accounting. In addition, if the logistics expenses are advanced by the entrusted party, the payment voucher of the advanced expenses and the confirmation letter of the entrusting party shall be accounted for separately from the voucher of the agency fee income, so as to avoid confusion of income and expenditure and affect the accuracy of accounting.

### Answer 4

When receiving export agency fees, you need to complete the corresponding tax treatment according to the taxpayer identity of the enterprise: general taxpayers shall accrue VAT output tax at the rate of 6%, and small-scale taxpayers shall calculate and pay VAT at the 3% levy rate (the preferential policy of levying at 1% will still be implemented in 2026). It should be noted that export agency fees do not fall into the category of export tax-exempt income, and cannot enjoy export tax refund or tax exemption policies.

If you mistakenly declare it as tax-exempt income, it will lead to abnormal tax declaration data and trigger risk warnings. In addition, if the agency business involves cross-border entrustment, that is, the entrusting party is an overseas enterprise, you need to confirm whether it is necessary to withhold and pay VAT. If the entrusted party is a domestic enterprise and the agency service provided occurs in China, there is no need to withhold and pay VAT, but if the service occurs overseas, it shall be handled in accordance with relevant policies on cross-border services to avoid compliance risks caused by incorrect tax treatment.

### Answer 5

When receiving export agency fees, you need to ensure that the foreign exchange collection process complies with the compliance requirements for cross-border foreign exchange receipt and payment. The remark column of the foreign exchange receipt slip shall be clearly marked with "export agency service fee", and the corresponding business shall be declared in the Goods Trade Foreign Exchange Monitoring System simultaneously. The declaration category shall select "Trade in Services - Other Business Services - Agency Services" to avoid being listed as a key monitoring object by the State Administration of Foreign Exchange due to incorrect declaration category.

In addition, if the payer of the agency service fee is an overseas enterprise, you need to retain the copy of the business license of the overseas entrusting party and the Chinese and English versions of the agency agreement to ensure the authenticity and compliance of the foreign exchange collection business. If the amount of foreign exchange received is inconsistent with the amount agreed in the agency agreement, you need to submit explanatory materials to the State Administration of Foreign Exchange in time and provide corresponding business proofs to avoid affecting the enterprise's foreign exchange receipt and payment directory rating due to abnormal foreign exchange receipt.

### Answer 6

The export agency agreement is the core basis for the legality of accounting. When receiving agency fees, you need to check whether the key clauses of the agency agreement are complete. You need to confirm that core clauses such as the content of agency services, charging standards, payment methods, rights and obligations of both parties are clearly agreed in the agreement, so as to avoid that the income attribute cannot be clearly defined during accounting due to vague agreement clauses.

If there are additional clauses such as "capital advance" and "payment collection on behalf of others" in the agency agreement, the agency fee income shall be accounted for completely isolated from the advanced funds and the collected payment, so as to avoid confusion of income and expenditure and cause financial and legal risks. In addition, if the agency business involves intellectual property agency, you need to additionally retain intellectual property authorization documents, customs intellectual property filing certificates, etc., to ensure the legality of the agency business and provide sufficient legal support for accounting. If there is a dispute over the agency agreement, you need to retain relevant communication records and dispute handling vouchers in time to avoid affecting the compliance of accounting due to questionable business legality.

### Answer 7

When receiving export agency fees, you need to strictly manage them separately from the income and tax refund documents of self-operated export business, so as to avoid affecting the compliance of self-operated export tax refunds. You need to ensure that the documents of the agency business (agency agreement, foreign exchange receipt voucher, copy of customs declaration, etc.) are archived separately, and shall not be mixed with the tax refund documents of the self-operated export business, otherwise it will lead to document confusion during export tax refund audit and affect the review progress of the tax refund application.

In addition, a separate "agency service income" detailed account shall be set up in the accounting system, and shall not be mixed with the "self-operated export sales income" account. If there is mixed use of accounts, you need to adjust the accounts in time and submit an adjustment explanation to the competent tax authority, so as to avoid affecting the accounting and declaration of export tax refunds due to confusion of income categories. If the enterprise has both self-operated export and agency export businesses, it is necessary to prepare income details separately to provide clear accounting data support for export tax refund audits.

### Answer 8

When receiving export agency fees, you need to incorporate them into the enterprise's overall supply chain cost accounting system to complete accurate income calculation and cost hedging. The operating costs corresponding to the agency fee income (such as customs declaration fees, logistics service fees, labor costs, etc.) shall be accounted for separately, the net income of the agency business shall be calculated and compared with the income of the self-operated export business, so as to provide data support for subsequent business planning.

If the net income of the agency business is lower than that of the self-operated business, you need to analyze the cost composition, optimize the process of the agency business, and reduce operating costs, for example, by integrating resources such as customs declaration and logistics, obtain more favorable service prices and improve the income level of the agency business. In addition, the income and cost data of the agency business shall be incorporated into the supply chain cost actuarial model to provide decision-making basis for the enterprise's business structure adjustment and resource allocation, so as to maximize the benefits of the overall supply chain.
