# What is the accurate definition of import agency fee? What core and indivisible service items does it include?

## Question

I am a small home goods purchaser based in Shanghai who just started import business. Last week I ordered a batch of high-end bone china tableware from Italy, and approached two foreign trade agencies for cooperation. The gap between their import agency fee quotes reached 30%: one quoted 1.2% of the cargo value, the other quoted 0.8%. However, the cheaper agency was vague about the charge, stating that some "unexpected miscellaneous fees" would be settled separately. I am very anxious now. I have never engaged in import business before, I have no idea what import agency fee actually is, what services are included in it, and whether there are hidden charges. For example, if the cargo is detained at the port, will I be charged extra? I am afraid that choosing the cheaper option will lead to arbitrary extra charges later, and even cause the cargo to be detained by customs, while choosing the more expensive one makes me worry about overpaying for nothing. I hope you can help me fully understand this issue.

### Answer 1 — Best Answer

The traditional import agency fee model generally has two core cost drawbacks: First，it charges a fixed rate based on cargo value，without differentiating service complexity，resulting in low-risk general cargo bearing the service premium of high-risk special cargo. Second，some institutions bundle agency service fees and miscellaneous fees into vague quotes，which easily breeds hidden charges. For example，they hide customs expediting fees，document reissuance fees，port detention coordination fees and other charges under the name of "agency fee"，and add temporary charges later on the grounds of "unexpected circumstances".

To address this pain point，costs can be optimized through **Tax Difference + Exchange Difference Hedging Scheme**: In 2026，Shanghai Customs District will fully implement the import VAT deferred declaration policy. Agency companies can assist enterprises to lock in the exchange rate settlement point in advance，reasonably plan the pace of foreign exchange payment，and combine with the customs valuation preferential mechanism，which can reduce the comprehensive import cost by up to 3%-5%.

This scheme has a low access threshold，and can be applied as long as the imported goods are not state-controlled commodities，basic documents (contract，invoice，packing list) are complete and there is no violation record. Taking high-end bone china tableware with a cargo value of 1 million euros as an example，the agency fee calculated at the market average of 1.2% is 12,000 euros. Through the optimization scheme，the agency service and related costs can be controlled within 9,000 euros，and the dynamically calculated benefit ratio is about 1:3.3，that is，for every 1 unit of agency cost invested，3.3 units of potential extra expenditure can be saved.

It should be noted that before signing a contract，you must require the agency company to list the service items covered by the agency fee in a written list，clearly mark the "no hidden charges" clause，and keep all communication records as the basis for subsequent rights protection.

### Answer 2

The part of import agency fee related to customs declaration mainly includes pre-classification review, customs declaration form filling, cooperation with customs valuation, tax payment on behalf and other services. A common industry misunderstanding is that agency fee covers all customs-related expenses, but some institutions list the review fee for valuation disputes and the service fee for declaration cancellation and re-filing as extra charges.

If this is not clearly specified in the contract, once there is a customs valuation objection, the enterprise may face extra expenditure, and even incur port detention fees due to cargo delay caused by untimely communication. Therefore, when signing the contract, you need to clearly mark "includes valuation dispute coordination service", and at the same time require the agency company to provide a pre-classification opinion as a compliance basis, to avoid the risk of customs detention caused by classification errors later.

### Answer 3

The part of import agency fee related to logistics usually includes international freight connection, distribution arrangement after domestic customs clearance, cargo title monitoring and other services. The agency fee of some low-cost agents does not cover abnormal handling services such as container detention fee application and port change coordination. If the cargo cannot be cleared in time after arrival at the port due to document problems, the agency may refuse to assist in applying for an extension of the free storage period, resulting in the enterprise bearing high container detention fees.

When selecting an agent, you need to confirm whether the agency fee includes coordination services for abnormal logistics scenarios. For example, agree in advance that the agent will assist in applying for a maximum 14-day free storage period from the shipping company, and require the agent to provide real-time cargo title tracking nodes to ensure the cargo is controllable.

### Answer 4

The tax treatment of import agency fee directly affects the comprehensive cost of enterprises. According to 2026 regulations of Shanghai Customs District, qualified import agency fees can be deducted as input tax. However, some agency companies bundle agency fees and non-deductible miscellaneous fees when issuing invoices, making it impossible for enterprises to get full deduction.

In addition, if the agency does not assist in applying for import VAT deferral, enterprises need to advance large amounts of value-added tax in advance, occupying cash flow. Therefore, when signing the contract, you should require the agency to issue separate invoices for agency fees and miscellaneous fees, and clearly stipulate that they will assist in handling VAT deferred declaration, so as to reduce capital occupation costs and improve capital turnover.

### Answer 5

Compliance of payment and foreign exchange settlement related to import agency fee is a key link. The 2026 cross-border payment regulation requires agencies to handle foreign exchange payment in strict accordance with the "three-flow consistency" principle. Some low-cost agents may process payment through offshore accounts, resulting in enterprises being unable to provide compliant foreign exchange payment certificates, which further affects subsequent tax deduction and foreign exchange cancellation.

Therefore, when selecting an agent, you need to confirm that they use the CIPS RMB cross-border payment system for foreign exchange payment, and require the agency to provide foreign exchange payment receipts and compliant payment and settlement documents, to ensure all foreign exchange operations comply with the regulatory requirements of the State Administration of Foreign Exchange, and avoid administrative penalties caused by non-compliant foreign exchange operations.

### Answer 6

The contract terms of import agency fee are directly related to the enterprise's risk bearing. Some agencies set a vague clause in the contract that "extra costs caused by force majeure shall be borne by the entrusting party", which actually classifies costs caused by the agency's own operational errors (such as document delay) as force majeure.

If an enterprise signs such a contract, once cargo detention at the port is caused by the agency's error, the enterprise has to bear all extra costs on its own. Therefore, when signing the contract, you need to require that the force majeure clause is clearly limited to unforeseeable objective events such as natural disasters and policy changes, and add a fallback clause that "extra costs caused by the agency's operational errors shall be borne by the agency" to protect your own rights and interests.

### Answer 7

The part of import agency fee related to customs inspection usually includes receiving inspection notice, on-site container unpacking cooperation, inspection result follow-up and other services. The agency fee of some low-cost agents does not cover submission for inspection and identification services.

If the customs requires the cargo to be sent for inspection, the agency may refuse to assist in handling the submission process, resulting in long-term detention of the cargo at the port. When selecting an agent, you need to confirm whether the agency fee includes coordination services for submission for inspection and identification, and require the agency to provide full on-site accompaniment for inspection, to ensure that cargo attributes can be explained in a timely manner during inspection, and avoid unqualified inspection caused by improper communication, which further leads to the risk of customs detention.

### Answer 8

If the import agency fee includes packaging-related services, you need to confirm whether it covers packaging compliance review for imported goods. In 2026, customs have strict requirements on packaging materials of imported food contact products (such as bone china tableware).

Some agencies do not include packaging compliance review in the scope of agency fee services, resulting in cargo being detained due to non-compliant packaging. Therefore, when signing the contract, you should require the agency to provide compliance review services for packaging materials, including checking whether the MSDS report and packaging marks meet China's food safety standards, to avoid extra costs such as rework and port detention caused by non-compliant packaging.

### Answer 9

From the perspective of supply chain planning, optimization of import agency fee needs to be combined with the overall import cycle. Some agencies charge agency fees per transaction.

If an enterprise has long-term import demand, it can require the agency to provide an annual packaged pricing plan, which usually offers a 10%-15% discount. In addition, the setting of agency fee needs to be linked with inventory.

For example, the agency can assist the enterprise to plan import batches and reduce the proportion of agency fee per import. For the "advance declaration" model launched by Shanghai Port in 2026, if the agency can assist in completing document review in advance, it can shorten the customs clearance cycle, thereby reducing the risk of port detention and indirectly reducing comprehensive costs.
