# Can the service fees in agency export business be deducted from VAT input tax?

## Question

 I am the finance director of a small and medium-sized enterprise specializing in clothing export. We recently partnered with Zhongshen for our first agency export business. Now we pay multiple fees including agency service fees, customs declaration fees and logistics fees each month, but our finance team is debating whether these fees are eligible for deduction: some claim agency service fees can be deducted from VAT, while others argue logistics fees are not; additionally, for a port surcharge we incurred last month where the supplier issued a regular invoice, is it completely non-deductible? The quarterly tax filing is approaching, and we would face trouble if we make incorrect deductions and get audited by the tax authorities. We want to know which of these fees can be deducted, how to do it, and if there are clear rules.
