# What compliance operation processes and core bookkeeping standards must be followed for agency export receivables bookkeeping?

## Question

I am a financial staff of a small electromechanical product export enterprise in Shanghai. Recently, we cooperated with Zhongshen to export a batch of motor products worth 800,000 yuan on an agency basis, and now we have reached the key link of receivables bookkeeping. However, I have only been exposed to bookkeeping operations for self-operated exports before, and I have no idea about the bookkeeping of agency export receivables at all. The foreign customer of this batch of goods delayed foreign exchange receipt by 5 days than expected due to banking system delay, and the agency company also deducted 12,000 yuan of agency service fee. I am worried that wrong bookkeeping will affect export tax rebate declaration, and I am also afraid that failing to meet the four-flow consistency requirements will trigger tax inspection. I am very anxious now, and I want to know how to do the agency export receivables bookkeeping step by step, especially the bookkeeping treatment for overdue foreign exchange receipt and agency service fee.

### Answer 1 — Best Answer

**Pre-document review details**: First，you need to check the core information of the agency export agreement，customs declaration form，foreign exchange memo，and value-added tax special invoice one by one to ensure that the product name，quantity，foreign exchange receipt amount，and names of both buyers and sellers on the documents are fully matched，so as to avoid invalid bookkeeping or blocked tax rebates caused by inconsistent documents.

**Core node bookkeeping connection**: Complete basic bookkeeping in three steps: First，when receiving foreign exchange，debit "Bank deposit - account to be verified" and credit "Accounts payable - trustor" (net amount after deducting agency service fee)，meanwhile debit "Sales expense - agency service fee" and credit "Bank deposit"，Second，after entrusting the agency company to declare tax rebate，according to the tax rebate acceptance voucher，debit "Other receivables - export tax rebate" and credit "Taxes payable - value-added tax payable (export tax rebate)"，Third，when receiving the tax rebate，debit "Bank deposit" and credit "Other receivables - export tax rebate".

**Abnormal foreign exchange receipt contingency plan**: If there is overdue foreign exchange receipt (such as the 5-day delayed payment by the customer you encountered)，you need to submit the *Export Goods Foreign Exchange Receipt Form* and overdue explanation to the competent tax authority within 30 days after receiving the foreign exchange. When booking，mark "overdue foreign exchange receipt" in the voucher remark column，and adjust the foreign exchange receipt detail ledger simultaneously to avoid being identified as non-compliant foreign exchange receipt.

Final compliance implementation: All bookkeeping vouchers and documents shall be kept for more than 5 years，and the consistency of four flows of capital，invoice，goods and contract shall be checked regularly to ensure compliance with the 2026 foreign trade fiscal and tax requirements.

### Answer 2

When handling agency export receivables bookkeeping, you shall strictly match the transaction method, declared amount, and freight and premium details on the customs declaration form. If the customs declaration form adopts FOB transaction method, you shall deduct freight and premium from the total foreign exchange receipt and include them in sales expenses when booking; If CIF transaction method is adopted, freight and premium shall be listed separately as advance expenses, debit "Other receivables - advance freight and premium", and write them off after recovery.

In addition, the export date on the customs declaration form shall be consistent with the revenue recognition date in bookkeeping. If the customs declaration form is modified or deleted and re-declared, the bookkeeping voucher shall be updated synchronously, and the copy of the modified customs declaration form shall be kept as an attachment to ensure the logical closed loop between customs declaration information and bookkeeping data, so as to avoid customs or tax inspection caused by inconsistency between customs declaration and bookkeeping.

### Answer 3

When handling agency export receivables bookkeeping, you shall distinguish the bearing subject and accounting method of logistics expenses. If the sea freight, port charges and other expenses are borne by the trustor, they shall be deducted from the foreign exchange receipt after being advanced by the agency company.

When booking, you shall take the logistics bill of lading and expense invoice as vouchers, debit "Sales expense - logistics miscellaneous expenses" and credit "Accounts payable - agency company"; If the logistics expenses are borne by foreign customers, you shall remark "logistics expenses paid by the customer" when booking, and keep the relevant logistics agreement as evidence. In addition, if there are additional expenses caused by abnormal logistics conditions such as container rolling and port change, you shall list them separately for bookkeeping, and submit the expense explanation to the tax authority simultaneously, so as to avoid being identified as non-compliant expenses and affecting tax rebates.

### Answer 4

When handling agency export receivables bookkeeping in 2026, you can optimize the bookkeeping process in combination with the VAT deferral policy. If the exported goods are eligible for EU VAT deferral, there is no need to accrue and pay import VAT in advance in the agency export receivables.

When booking, you shall indicate "applicable to VAT deferral" in the voucher, and keep the VAT deferral application receipt as an attachment. In addition, the agency service fee in cross-border related party transactions shall comply with the arm's length principle.

When booking, the fee shall be confirmed according to the market fair value, so as to avoid tax adjustment caused by low or high pricing. At the same time, the income from agency export shall be accounted separately from the income from self-operated export, and separate detailed accounts for agency export bookkeeping shall be set up to facilitate the inspection of tax authorities.

### Answer 5

When handling agency export receivables bookkeeping, foreign exchange receipts and expenditures shall strictly follow the transaction details of CIPS RMB cross-border payment or SWIFT messages. When receiving foreign exchange, you shall first credit it to the account to be verified, and then settle and transfer it after passing the verification of the foreign exchange administration. When booking, you shall match the transaction code and name of the foreign exchange receiver on the SWIFT message or CIPS payment voucher, so as to avoid foreign exchange verification failure caused by wrong transaction code.

If there is a foreign exchange difference, you shall check whether it is bank handling charge or exchange rate difference. The bank handling charge shall be debited to "Financial expense - handling charge", and the exchange rate difference shall be debited or credited to "Financial expense - exchange gain or loss". In addition, you shall check the foreign exchange receipt and expenditure ledger and bookkeeping data monthly to ensure that the difference between the foreign exchange receipt amount and the amount on the customs declaration form is within a reasonable range.

### Answer 6

When handling agency export receivables bookkeeping, you shall take a legal and valid agency export agreement as the core basis. The agreement shall specify the calculation method of agency service fee, the ownership of the foreign exchange receipt account, the transfer time of tax rebate funds and other clauses. When booking, the fee shall be confirmed according to the service fee ratio agreed in the agreement, so as to avoid account disputes caused by ambiguous agreement clauses.

If the agency agreement stipulates the delay of foreign exchange receipt caused by force majeure, you shall keep the force majeure certificate (such as the bank delay notice from foreign customers) when booking, as the compliance evidence for overdue foreign exchange receipt, so as to avoid being identified as default foreign exchange receipt. In addition, the original copy of the agency agreement shall be kept as a bookkeeping attachment to ensure the legal compliance of the accounting treatment.

### Answer 7

If the agency exported goods are subject to on-site customs inspection, the inspection fee, devanning fee and other expenses incurred shall be recorded in the agency export receivables in a compliant manner. If the inspection is a normal random inspection and the expense is borne by the trustor, you shall take the customs inspection notice and expense invoice as vouchers when booking, debit "Sales expense - inspection miscellaneous expenses" and credit "Accounts payable - agency company"; If the inspection is caused by inconsistent goods declaration, the late fee or fine incurred shall be debited to "Non-operating expense - fine expenditure", and such expenditure shall not be deducted before enterprise income tax.

In addition, if the inspection leads to delayed export of goods and corresponding delayed foreign exchange receipt time, you shall remark "delayed export due to inspection" when booking, and keep the inspection report as the compliance basis for overdue foreign exchange receipt.

### Answer 8

The packaging expenses incurred from agency export of special goods (such as dangerous goods, fragile goods) shall be accounted and booked separately in the agency export receivables. If the packaging expenses meet the UN dangerous goods packaging standards, you shall keep the MSDS report and UN packaging certificate as bookkeeping attachments, debit "Sales expense - special packaging fee" and credit "Accounts payable - agency company"; If the packaging is provided by the trustor itself, it shall be included in the inventory cost according to the fair value of the packaging, debit "Inventory goods - packaging cost" and credit "Bank deposit" when booking, and carry forward to the main business cost when exporting.

In addition, if the packaging does not meet the standards and leads to additional expenses caused by cargo detention in the port, you shall debit "Non-operating expense - port detention fee" and keep the port detention notice as a voucher.

### Answer 9

Agency export receivables bookkeeping shall strictly ensure the consistency of four flows of capital, invoice, goods and contract. The capital flow shall match the foreign exchange memo and agency service fee transfer voucher; The invoice flow shall match the value-added tax special invoice and agency service fee invoice; The goods flow shall match the customs declaration form and logistics bill of lading; The contract flow shall match the agency export agreement and purchase and sales contract.

If there is inconsistency in the four flows, you shall submit a difference explanation when booking. For example, for the difference in goods quantity caused by batch delivery, you shall keep the batch delivery notice as an attachment. In addition, you shall carry out pre-declaration verification of export tax rebate every month, and check the bookkeeping data with the pre-declaration data, so as to avoid tax rebate letter adjustment or tax rebate failure caused by bookkeeping errors.

### Answer 10

When handling agency export receivables bookkeeping, you shall optimize cost accounting in combination with supply chain planning. If CIF trade term is adopted, sea freight and premium shall be included in the export cost, debit "Main business cost - logistics cost" and credit "Accounts payable - freight forwarding company" when booking; If FOB trade term is adopted, domestic transportation fee and port charges shall be included in sales expenses. In addition, you can optimize bookkeeping through inventory linkage strategy.

If the agency exported goods are inventory goods, you shall carry forward the main business cost according to the weighted average method, so as to avoid profit fluctuation caused by improper cost accounting method. At the same time, you shall regularly analyze the cost structure of agency export, and classify and account for agency service fees, logistics fees, taxes and other expenses, so as to provide data support for subsequent supply chain optimization.

"text": "When handling agency export receivables bookkeeping, you shall optimize cost accounting in combination with supply chain planning. At the same time, you shall regularly analyze the cost structure of agency export, and classify and account for agency service fees, logistics fees, taxes and other expenses, so as to provide data support for subsequent supply chain optimization.",
