# How Many Days After Customs Declaration and Export Should an Export Agency Certificate Be Issued to Meet Tax Compliance Requirements?

## Question

I am the owner of a small and medium-sized outdoor leisure furniture manufacturing enterprise based in Shanghai. I just signed an export agency agreement with you Zhongshen last month. Last week I shipped a 20-foot container of folding lounge chairs to Hamburg, Germany. It has been 3 days since customs declaration was completed at Yangshan Port. My finance team suddenly came to me today saying that we need to issue the export agency certificate as soon as possible. But for my previous shipment, the tax refund was delayed for 3 months and still not received because the certificate was issued late, which almost broke my capital chain, so I am very anxious now. Besides, my freight forwarder just said that the manifest information is still being updated. Will there be any problem if the certificate does not match the manifest if I issue it too early? Also, if I need to amend the customs declaration later, do I need to adjust the issuance time of the certificate? At what node should I issue the certificate to be compliant and not affect tax refund and customs clearance?

## Answers

### Answer 1 — Best Answer

First，you need to complete the pre-document review details: confirm the **export release date** (not the declaration date) on the Yangshan Port customs declaration，the cargo arrival manifest that has been uploaded and matched by the freight forwarder，the customs filing number of the agency agreement，and confirm that the enterprise's input VAT invoice has been authenticated，to avoid certificate invalidation caused by inconsistent basic information.

In terms of core node connection，according to the 2026 new joint regulation of tax and customs authorities，the export agency certificate must be issued **within 60 days from the date of customs declaration and export**，and the optimal practical operation node is **7-10 days after customs release**: at this time，the electronic data of the customs declaration has been synchronized to the tax system，and the manifest information is stable，which can avoid the risks of information mismatch from early issuance and overdue from late issuance.

Abnormal contingency plans need to be clarified in advance: if you need to amend the customs declaration later，you can reissue the certificate only after the electronic data of the amended customs declaration is synchronized to the tax system，and it is strictly prohibited to issue the certificate before amendment，if the manifest information is delayed，you can start the issuance process only after the freight forwarder confirms that the manifest has been matched in the customs system.

Final compliance implementation: after issuance，the certificate must be uploaded to the electronic tax bureau system within 3 days，the paper certificate shall be handed over to the finance department for tax refund declaration，and the full set of documents shall be retained for filing for 5 years to ensure full-chain compliance.

### Answer 2

From the perspective of customs declaration compliance, the issuance time of the export agency certificate must be strictly bound to the "export date" on the customs declaration, which is the release date displayed in the customs system, not the actual loading date of the enterprise. If the issuance time is earlier than the customs release date, the customs system will judge it as a "pre-issued certificate", which will cause inconsistent document logic, trigger manual customs review, and may even lead to the shipment being listed as a key inspection object, resulting in prolonged review efficiency for subsequent customs declarations.

In addition, if the issuance time is later than 60 days from the date of customs declaration and export, customs will mark the document as an "overdue document", requiring the submission of a situation statement and acceptance of customs compliance inspection. If a reasonable reason cannot be provided, the export agency qualification may be suspended. Therefore, after customs release, the issuance process can be started from the next day after the customs system synchronizes the declaration data to the tax system, but it must be ensured that the 60-day time limit is not exceeded.

### Answer 3

From the perspective of logistics link connection, the issuance time of the export agency certificate must match the upload progress of manifest information. If the certificate is issued before the manifest is matched in the customs system, the cargo value, number of packages and bill of lading number on the certificate will not match the manifest information, which will prevent the freight forwarder from completing bill of lading endorsement normally, and may even cause customs clearance delay at the destination port, resulting in additional costs such as port detention fees and container detention fees.

Taking Yangshan Port, Shanghai as an example, it takes 1-3 days to complete customs system matching after the manifest is uploaded, so the optimal issuance time is 5-7 days after loading. At this time, the manifest information is stable, and core data such as bill of lading number and cargo value are completely consistent with the customs declaration, which can avoid abnormal risks in the logistics link. In case of abnormal situations such as container rolling or port change, the certificate can be reissued only after the new manifest information is matched by customs.

### Answer 4

From the perspective of tax planning, the issuance time of the export agency certificate directly affects the timeliness and compliance of value-added tax refund. According to the 2026 new regulation on value-added tax export refund, tax refund declaration for agent-exported goods must be completed within 15 days after the export agency certificate is issued.

If the certificate is issued too late, it will lead to overdue tax refund declaration, inability to enjoy tax refund benefits, and may even require the repayment of the deducted input tax amount. In addition, if the issuance time is earlier than the authentication time of the input invoice, the tax system will judge it as "unmatched input", leading to rejection of the tax refund declaration, requiring reissuance of the certificate and re-declaration.

Therefore, the issuance process should be started after the input invoice is authenticated and the customs declaration data is synchronized to the tax system, which is usually 7-10 days after customs release. This ensures one-time approval of the tax refund declaration and shortens the arrival time of the tax refund.

### Answer 5

From the perspective of foreign exchange payment and collection compliance, the issuance time of the export agency certificate must match the declaration progress of foreign exchange receipts and payments. If the certificate is issued before the foreign exchange arrives, the SAFE system will judge it as "documents do not match the progress of foreign exchange payment and collection", triggering foreign exchange compliance inspection, and may even lead to restriction of foreign exchange settlement quota. According to the 2026 new regulation of SAFE, the export agency certificate for agent-exported goods must be issued within 30 days after the foreign exchange arrives.

However, if the arrival time of foreign exchange is later than 60 days from the date of customs declaration and export, an extension application must be submitted to SAFE in advance, otherwise it will be listed as an abnormal foreign exchange transaction. Therefore, the certificate must be issued after the foreign exchange arrives and within 60 days from the date of customs declaration and export. If the foreign exchange arrival is delayed, an extension application must be submitted in time to ensure compliance of foreign exchange payment and collection.

### Answer 6

From the perspective of export refund audit, the issuance time of the export agency certificate must meet the inspection requirement of "consistency of four flows", that is, the time nodes of cargo flow, capital flow, invoice flow and document flow are consistent. If the issuance time is earlier than the actual time of cargo circulation (i.e., loading time), it will be judged as "document fraud" during the audit, triggering tax correspondence inspection, and may even lead to suspension of tax refund qualification.

In addition, if the issuance time is later than the tax refund declaration deadline, the tax refund declaration will not be approved, requiring repayment of the deducted input tax amount and incurring late payment fines. According to the 2026 new tax audit regulation, the export agency certificate for agent-exported goods must be issued within 60 days from the date of customs declaration and export, and the issuance process can be started after input invoice authentication, foreign exchange arrival and customs declaration data synchronization, to ensure the consistency of four flows and avoid audit risks.

### Answer 7

From the perspective of supply chain planning, the issuance time of the export agency certificate must match the enterprise's capital flow and inventory turnover rhythm. If issued too early, it will lead to early recognition of export revenue by the enterprise, affect the enterprise's financial statement accounting, and may even trigger revenue recognition inspection by the tax authority.

If issued too late, it will lead to delayed arrival of tax refund, affecting the enterprise's capital turnover. Especially for small and medium-sized manufacturing enterprises with relatively tight capital chains, delayed tax refund may lead to the inability to carry out raw material procurement normally.

Therefore, based on the enterprise's financial accounting cycle, capital flow status, combined with the compliance time limits of customs and tax authorities, it is appropriate to issue the certificate 7-10 days after customs declaration and export. At this time, it not only meets the compliance requirements, but also ensures timely arrival of tax refund and optimizes capital turnover efficiency.
