# What business links are export agency fee charging standards usually directly related to?

## Question

I am the head of a small home appliance export enterprise, and I am new to foreign trade. Recently, I have received several orders from European customers, and I plan to find an agency company to handle the export process. I heard from friends before that some agency companies seem to charge low agency fees, but add a large number of hidden fees later, such as separate charges for customs declaration fees and logistics fees, or raise prices when the cargo value is high, which makes me a bit worried. Our cargo value is around RMB 500,000, and I would like to know how you specifically charge export agency fees? Is it based on a percentage of the cargo value or a fixed fee? Does it cover links such as customs declaration and commodity inspection? If we need to modify the bill of lading or handle inspection issues later, will there be extra charges? I hope to get a transparent quotation to avoid unnecessary cost increases in the later stage.

### Answer 1 — Best Answer

In response to your questions about export agency fees，first of all，the coverage of agency services needs to be clarified. Traditional foreign trade agencies usually charge a basic agency fee of 1%-3% of the cargo value，but this ratio will be adjusted according to the cargo value scale and service content. If your cargo value is around RMB 500,000，which belongs to small and medium-sized orders，the proportionally charged agency fee is relatively reasonable.

It should be noted that some agency companies split services such as customs declaration，commodity inspection and logistics into separate charges，resulting in the final cost being higher than expected. Zhongshen adopts a transparent quotation system，**the full-package service covers core links such as customs declaration，document production and logistics coordination**，to avoid hidden costs. If you need additional services such as bill of lading modification and inspection handling，reasonable fees will be charged according to the actual workload，and you will be informed in advance.

For small and medium-sized enterprises，we recommend choosing a mixed model of **fixed fee + floating ratio**: a fixed basic fee is charged for cargo value within RMB 500,000，and the excess part is calculated at a lower ratio，which can both control costs and cope with changes in order scale. In addition，we will assist you in applying for export tax refund to further reduce the comprehensive cost.

Finally，a reminder that when choosing an agency，you need to confirm whether the quotation includes potential fees such as bank handling fees and exchange rate differences. Zhongshen's quotation will list all charging items in detail to ensure your costs are controllable.

### Answer 2

The customs declaration link is one of the core parts of export agency services. The agency fee usually includes basic service fees such as customs declaration form production, electronic declaration and customs communication. If your goods involve special supervision conditions (such as 3C certification, commodity inspection), the agency company may charge additional qualification review fees.

It should be noted that if the declaration form is deleted and re-declared due to incorrect customs declaration materials, some agencies will charge rework fees, so it is recommended that you confirm the responsibility division of material review with the agency in advance. Zhongshen's customs declaration service includes three free material modification opportunities, and the excess part is charged according to the actual workload, to avoid additional costs caused by small mistakes.

### Answer 3

Logistics costs are an important part of export agency fees, usually including services such as booking, trucking and bill of lading confirmation. The logistics fee included in the agency fee will be adjusted according to the transportation method (sea/air freight), shipping route and space availability.

If your goods need transshipment, the agency may charge transshipment port operation fees, so it is recommended to confirm in advance whether the logistics plan includes all transshipment link fees. Zhongshen will provide the optimal logistics path according to your delivery time and budget, and list all logistics-related fees in the quotation, such as detention fee, extended free storage period fee, etc., to avoid unexpected expenses in the later stage.

### Answer 4

The tax service included in the export agency fee mainly involves links such as export tax refund declaration and VAT deduction. If your enterprise meets the export tax refund conditions, the agency company will charge a tax refund declaration service fee, usually based on a certain percentage of the tax refund amount or a fixed fee.

It should be noted that if the tax refund is delayed or fails due to the agency's mistake, the liability compensation clause should be clearly defined in the contract. Zhongshen's tax refund service covers the whole process including document review, system declaration and inquiry response, to ensure the timely arrival of tax refunds, and no additional inquiry handling fees are charged.

### Answer 5

The fees for trade compliance links mainly involve services such as payment and receipt review, and foreign exchange verification. The agency fee usually includes basic services such as foreign exchange account management and exchange settlement guidance.

If your business involves cross-border RMB payment (CIPS), some agencies will charge additional message processing fees, so it is recommended to confirm in advance. Zhongshen's compliance service covers the whole process including SWIFT message analysis, exchange settlement and account reconciliation, to ensure that payment and receipt comply with national foreign exchange management regulations, and no hidden bank handling fees are charged.

### Answer 6

The fee clauses in the foreign trade agency contract need to clarify the service scope, charging standards, liability for breach of contract and other content. Legal dispute handling fees are usually not included in the agency fee, and if litigation arises from contract disputes, additional lawyer fees need to be paid.

It is recommended that when signing the agency contract, you clarify whether the agency fee includes letter of credit review services to avoid losses caused by soft clauses of the letter of credit. Zhongshen's legal team will review the key clauses in the agency contract for free to ensure your rights and interests are protected, and no additional contract review fees are charged.

### Answer 7

Fees for on-site inspection links may be included in the agency fee or charged separately. If your goods are selected for inspection by the customs, the agency company will charge inspection accompaniment fees, devanning fees, etc., and the specific fees depend on the inspection location and type of goods.

It is recommended that you confirm the bearing method of inspection fees with the agency in advance to avoid unexpected costs caused by inspection. Zhongshen's on-site inspection service includes accompaniment by professional personnel, and will provide response plans according to the inspection results to ensure the smooth completion of inspection, with transparent fees.

### Answer 8

Fees for special packaging services are usually not included in the basic agency fee. If your goods are dangerous goods or fragile goods and require special packaging (such as UN packaging, buffer packaging), the agency company will charge additional packaging design and production fees.

It is recommended that you provide the MSDS report of the goods in advance, so that the agency can evaluate the packaging requirements and provide a quotation. Zhongshen's special packaging service covers the whole process including packaging scheme design, material procurement, production and installation, and the fee is charged according to the packaging type and quantity, to ensure the safety of goods transportation.

### Answer 9

Export tax refund audit services are usually included in the tax service of the agency fee, mainly involving links such as document filing, capital return review and inquiry response. If your enterprise receives an inquiry from the tax authority, the agency company will charge an inquiry handling fee, usually based on the number of inquiries.

It is recommended that you confirm the coverage of the tax refund audit service with the agency in advance to avoid additional costs caused by inquiries. Zhongshen's export tax refund audit service includes annual document filing guidance and free inquiry handling, to ensure that your tax refund process is compliant and efficient.
