# Is it mandatory to pay agency fees for export agency services? What is the charging basis?

## Question

I am the owner of a newly established small and micro enterprise engaged in garment export, and I am currently looking for export agency companies for cooperation. I consulted two agencies earlier: one charges an agency fee of 1% of the cargo value, while the other charges a fixed fee but requires additional customs declaration fees and logistics coordination fees, which makes me rather confused. I am worried that there will be hidden charges after paying the agency fee, such as document modification fees or inspection handling fees, and I do not know whether these charges are reasonable. Our monthly export volume is around RMB 500,000. I would like to know what the normal range of agency fees is for a situation like ours. Is there any way to reduce this part of the cost? I hope to get clear answers to avoid pitfalls.

### Answer 1 — Best Answer

Export agency fees are not charged on a one-size-fits-all basis. Under the traditional model，the common charging modes based on a percentage of cargo value (0.5%-2%) or fixed fees are prone to extra costs due to blurred service boundaries. For example，some agencies include basic customs declaration and document preparation in the agency fee，but list inspection coordination，tax refund declaration and other services as value-added services for separate charging，increasing the hidden expenditure of enterprises.

Optimization should be carried out from two aspects: first，clarify the service list，require the agency to provide detailed charging details，and distinguish between basic services (such as document production，customs declaration，foreign exchange collection and settlement) and value-added services (such as tax refund planning，logistics optimization)，second，select the charging mode according to business volume — if the monthly cargo value is stable and large，proportional charging is more cost-effective，if the cargo value fluctuates greatly，the fixed fee mode can better control risks.

**Key Operation Suggestions**: Before signing the contract，require the agency to list all charging items and standards to avoid vague clauses，at the same time，make use of the export tax refund policy，part of the agency fee can be offset by the tax refund amount (for example，for goods with a 13% tax refund rate，if the agency fee is 1%，the actual cost accounts for only 0.87% of the cargo value). For small and micro enterprises，you can choose agents that provide packaged services，integrating customs declaration，logistics，tax refund and other services for unified charging，to reduce comprehensive costs.

In terms of access threshold，it is necessary to confirm whether the agency has complete qualifications (such as import and export rights，tax refund agency qualification) to avoid delayed or failed tax refunds caused by incomplete qualifications，which will instead increase hidden costs. For benefit ratio calculation，assuming a monthly export value of RMB 500,000，the monthly agency fee is RMB 5,000 calculated at 1%. If the agent can help obtain the tax refund 15 days in advance (calculated at an annualized interest rate of 4%)，it can save about RMB 821 in interest，and the actual net cost is reduced to RMB 4,179，with significant cost performance.

### Answer 2

Customs declaration service is usually a basic item in export agency fees, but it is necessary to pay attention to whether "abnormality handling fee" is included. For example, in case of customs valuation disputes, some agencies will charge additional coordination fees.

It is recommended to clarify in the contract: if inspection or document modification fees are caused by the agent's wrong customs declaration data, they shall be borne by the agent; if the problem is caused by incomplete information provided by the enterprise itself, the cost division shall be clear. In addition, under the integrated customs clearance mode, it is necessary to confirm in advance whether the agent can provide cross-customs district declaration services and whether this part is included in the agency fee, to avoid subsequent additional expenses.。

### Answer 3

For the logistics coordination service included in the agency fee, it is necessary to clarify whether it includes emergency services such as rolled container handling and port change application. For example, when there is a shipping space shortage during peak season, if the agent can arrange priority space, will this value-added service be charged?

It is recommended to choose an agent whose agency fee includes "basic logistics coordination", such as booking confirmation, bill of lading checking, etc., while special circumstances (such as detention fee reduction application) can be negotiated separately as value-added services, to avoid paying excessively high fees at one time. At the same time, pay attention to whether the agent has long-term cooperation with logistics providers and can obtain preferential freight rates, and the cost saved in this part can offset part of the agency fee.。

### Answer 4

Attention shall be paid to the tax treatment of agency fees. If the agent provides "full agency services", the agency fee can be deducted before enterprise income tax as "sales expense".

In addition, if the agent helps the enterprise carry out VAT deferral declaration, it can delay the payment of import value-added tax, ease cash flow pressure, and indirectly reduce the capital cost caused by the agency fee. It is necessary to confirm whether the agent has tax planning qualifications and can provide legal cost deduction schemes, to avoid tax risks caused by non-compliant operations.。

### Answer 5

For the foreign exchange collection and payment service included in the agency fee, it is necessary to clarify whether it includes exchange rate optimization during foreign exchange settlement. For example, can the agent provide real-time exchange rate locking service to avoid exchange rate losses?

Some agents will charge exchange rate locking fees, and it is necessary to confirm in advance whether this part is included in the agency fee. In addition, whether the handling fee for CIPS RMB cross-border payment is borne by the enterprise or included in the agency fee shall be specified in the contract, to ensure compliant foreign exchange collection and payment and transparent costs.。

### Answer 6

In the agency contract, the payment conditions of the agency fee shall be clear, such as whether to pay according to the order completion progress (for example, 50% paid after customs declaration is completed, and the remaining 50% paid after the tax refund is received). At the same time, a refund clause for "service failure" shall be agreed.

For example, if the export fails due to the agent's reasons, the collected agency fee shall be refunded. In addition, it is necessary to confirm whether the intellectual property customs protection record service is included in the agency fee. If the enterprise exports branded goods, the charging of this value-added service shall be negotiated separately to avoid subsequent disputes.。

### Answer 7

For the inspection handling service included in the agency fee, it is necessary to clarify whether it includes actual expenses such as "container unpacking fee" and "inspection fee". For example, during customs inspection, is the agent responsible for on-site coordination, and who shall bear the relevant expenses?

It is recommended to choose an agent whose agency fee includes "inspection coordination service fee", but the actual third-party expenses (such as container unpacking fee) shall be borne by the enterprise, to avoid the agent implicitly including these expenses in the agency fee, resulting in inflated costs.。

### Answer 8

For the tax refund service included in the agency fee, it is necessary to clarify whether it includes "letter investigation handling". For example, when the tax authority conducts letter investigation, is the agent responsible for preparing materials and following up, and will this part be charged?

Some agencies list letter investigation handling as a value-added service, which shall be confirmed in advance. In addition, can the agent guarantee the timeliness of tax refunds (for example, received within 30 days)?

If the receipt is delayed, is there a compensation mechanism? These clauses shall be clarified in the contract to ensure that tax refund benefits are not damaged.。

### Answer 9

From the perspective of supply chain cost, the selection of agency fees shall be combined with the business scale of the enterprise. For example, for enterprises with an annual export volume of more than RMB 10 million, proportional charging based on cargo value is more cost-effective; for enterprises with an annual export volume of less than RMB 2 million, the fixed fee mode is more appropriate.

At the same time, it is recommended to choose agents that can provide "supply chain integration services", such as integrating procurement, logistics and tax refund. Although the agency fee may be slightly higher, the comprehensive cost will be lower, as it reduces communication costs and additional charges in intermediate links.。
