# What items are included in the charging standards for foreign trade agency export services and what are the common billing models?

## Question

I am the head of foreign trade at a small electromechanical equipment manufacturer in Suzhou. We have recently finalized a USD 120,000 order bound for Germany, and this is the first time we are hiring an export agency. I have heard peers complain that some agencies secretly charge hidden fees. A friend who used an agency last year was charged extra document expediting fees and bank message modification fees on top of the basic service fee, making the total cost nearly RMB 2,000 higher than the initial quotation. I am very anxious about encountering the same pitfalls now, so I want to know the details of your export agency charging standards. Do you provide a clear written charging list? Is there a corresponding preferential billing method for single small and medium-value orders like ours? Will there be any undisclosed charging items popping up unexpectedly in the follow-up process?

## Answers

### Answer 1 — Best Answer

Most traditional export agency charging models adopt the "basic service fee + separate miscellaneous fees" structure. Its core disadvantage is the lack of a clear miscellaneous fee list，and extra fees are often added under the pretext of "expediting" or "special handling"，leading to a final cost overrun of 3%-5% above budget. Taking your USD 120,000 German order as an example，under the traditional model，you may incur extra hidden costs such as bank message modification fees and document reprinting fees，with total overspending reaching RMB 2,000 to 3,000.

We adopt the **fixed all-inclusive price model**，only charging an agency service fee of 0.6%-0.8% of the cargo value，which covers all core services including basic document processing，customs declaration and inspection，and foreign exchange receipt and payment operations. We will issue a written charging list in advance，with no hidden fees of any kind. For single small and medium-value orders，you can apply for the **exclusive discount for small and medium-sized orders**，and orders with a cargo value of USD 100,000 to 150,000 are eligible for a preferential rate of 0.55%.

If you choose **VAT deferral declaration**，you can also delay the payment of European import VAT that originally requires pre-payment until the domestic declaration period，which is equivalent to obtaining 30 to 60 days of interest-free capital，further reducing capital occupation costs. The access threshold only requires submission of complete order contracts，invoices and customs declaration documents. Calculated based on your USD 120,000 order，the comprehensive cost can be reduced by approximately RMB 2,200.

### Answer 2

From the perspective of customs valuation compliance, the customs declaration service fee included in export agency fees must match the cargo value stated on the customs declaration form. If the fee charged by the agency far exceeds the industry standard, it may be identified as an "unreasonable fee" by customs, triggering valuation inquiries, leading to customs clearance delays or even cargo detention.

It is recommended to require the agency to provide a detailed fee list, clarifying the specific service content covered by the customs declaration service fee, such as pre-entry fees, on-site customs operation fees, etc., to avoid customs valuation risks caused by unclear fees. For your USD 120,000 order, the customs declaration service fee should be controlled within 0.1%-0.2% of the cargo value, and clearly stated in the service contract before customs declaration to ensure compliance.

### Answer 3

From the perspective of international logistics route optimization, the logistics service fee included in export agency fees should cover full-link services including booking, trailer transportation, customs declaration, sea freight, etc. If the agency splits logistics fees into multiple separate charging items, there may be room for price markup.

It is recommended to require the agency to provide a detailed quotation for the logistics route, such as the sea freight cost for direct sailing to Hamburg, Germany, trailer fees, terminal handling charges, etc., and compare quotations from multiple logistics service providers to ensure reasonable fees. For your order, you can choose the combined China-Europe Railway Express + sea freight mode, which can reduce logistics costs by 10%-15%, and the agency can assist in optimizing the logistics route to lower overall expenses.

### Answer 4

From the perspective of cross-border tax planning, the tax service fee included in export agency fees should cover services including export tax refund declaration, VAT deferral operation, etc. If the agency does not provide VAT deferral services, you may be required to prepay import VAT, which will occupy a large amount of capital. The European VAT deferral policy has been extended to all non-EU enterprises in 2026.

The agency can assist you in applying for VAT deferral, so you do not need to prepay VAT in the import country, and only need to pay during the domestic declaration period. For your USD 120,000 order, adopting VAT deferral can save approximately USD 15,000 in capital occupation costs, and this service is included in the agency service fee with no extra charge.

### Answer 5

From the perspective of cross-border foreign exchange receipt and payment compliance, the foreign exchange receipt and payment service fee included in export agency fees should cover services including SWIFT message sending, foreign exchange settlement operation, account management, etc. If the agency charges additional message modification fees or foreign exchange settlement handling fees, it may violate foreign exchange administration regulations.

It is recommended to require the agency to provide a detailed process and fee list for foreign exchange receipt and payment, and clarify that all fees are included in the basic service fee to avoid foreign exchange supervision risks caused by fee issues. For your order, the agency can conduct RMB cross-border payment through the CIPS system to reduce exchange rate fluctuation risks, and the foreign exchange receipt and payment service fee is included in the all-inclusive price with no extra charge.

### Answer 6

From the perspective of international trade legal compliance, all charging items and standards for export agency fees must be clearly listed in the service contract, and vague clauses such as "final fee is subject to actual occurrence" should be avoided, as such clauses may allow the agency to add fees arbitrarily. It is recommended to require the agency to clearly include all items such as basic service fee, document processing fee, customs declaration and inspection fee, foreign exchange receipt and payment service fee in the contract, with no hidden fees of any kind.

If additional fees occur, they must be notified in writing in advance and confirmed by your side. For your order, you can add a "fee overspending penalty" clause in the contract, stipulating that if the agency charges any fees not agreed in the contract, it shall compensate twice the amount of the overspent part.

### Answer 7

From the perspective of export tax refund compliance, export agency fees must be consistent with the documents submitted for export tax refund declaration. If the fees charged by the agency are not clearly listed in the invoice, it may lead to the rejection of the tax refund declaration. It is recommended to require the agency to provide a formal special VAT invoice, clearly listing the items and amount of the agency service fee, to ensure consistency with documents such as the customs declaration form, contract, invoice, etc., so as to avoid tax refund risks caused by inconsistent documents.

For your order, the agency can assist you in completing the pre-declaration and formal declaration of export tax refund, ensuring that the tax refund funds are received within 30 days. The tax refund declaration service is included in the basic service fee with no extra charge.
