# What is the full process and key nodes of handling export tax refund after customs clearance of export goods?

## Question

I am the head of a small solid wood furniture manufacturing enterprise in Shanghai. Last month, we just shipped the first batch of 20 containers of solid wood dining chairs to Germany via a freight forwarder. Last week, our customer completed customs clearance and picked up the goods, and now I am anxious to process export tax refund to replenish cash flow. The accounting firm we hired before said that the product names on our customs declaration and VAT invoice have a discrepancy, which may affect the tax refund. I am really worried right now — after all, the profit of this order is thin, if we cannot get the tax refund, our capital chain will be broken. Moreover, I have no idea about the process at all: should we collect foreign exchange first or declare first? Will a small difference between the FOB price on the customs declaration and the invoice amount get the application rejected? I heard that some peers lost tens of thousands of yuan due to overdue declaration, I just want to figure out what steps I should take now and what pitfalls must be avoided?

### Answer 1 — Best Answer

First，you need to conduct pre-document review: you need to immediately check four core documents，namely customs declaration，special VAT invoice，export sales contract and bill of lading，and focus on ensuring **the product name，model and quantity on the customs declaration 100% match those on the VAT invoice**. If there is a discrepancy in product name expression，you can ask the customs broker to issue a ，and provide a product name translation for destination port customs clearance issued by a translation agency recognized by the tax bureau to compensate for the expression deviation.

The connection of key nodes must strictly follow the order: Step 1，complete document filing within 15 days after the goods are exported，Step 2，after collecting foreign exchange (the 2026 regulation requires foreign exchange collection within 90 days after export，extension can be applied for special situations)，log in to the electronic tax bureau for pre-declaration，and submit formal declaration after pre-declaration is approved. It should be noted that the FOB price on the customs declaration must be consistent with the export price on the invoice. If there is freight and insurance premium to be deducted，you need to provide the corresponding freight forwarder invoice.

For abnormal contingency plans，if you get a "document discrepancy" prompt in pre-declaration，you need to modify the documents and resubmit within 3 working days，if the declaration may be overdue due to delayed foreign exchange collection，you need to apply to the competent tax authority in advance for to avoid being taxed as domestic sales due to overdue.

After final compliance approval，the tax refund will generally arrive in your account within 10-15 working days after the formal declaration is approved. After the refund arrives，you need to keep all documents for at least 5 years for future tax bureau correspondence inspection.

### Answer 2

The customs declaration for export tax refund needs to meet the requirement that the electronic data in the "Single Window" is completely consistent with the paper customs declaration. If there is a product name discrepancy, you need to confirm whether it is caused by commodity code classification during customs declaration or invoice expression. If it is commodity code classification deviation, you need to apply to the customs for modifying the commodity code on the customs declaration, submit the and the description of the real material and use of the goods, to avoid failing the tax refund review due to code inconsistency. In addition, after the customs implements "customs clearance integration" in 2026, customs declaration data will be synchronized to the tax bureau in real time. If the export date on the customs declaration differs from the actual loading date by more than 3 days, you need to provide the issued by the shipping company, otherwise the tax bureau will determine it as abnormal declaration.

### Answer 3

In the 2026 export tax refund policy, small manufacturing enterprises can apply for "acceptance with missing documents" for foreign exchange collection requirements. If your enterprise's tax credit rating is Class B or above, you can submit the tax refund application before collecting foreign exchange, and supplement the foreign exchange collection certificate after collection. In addition, if your goods are exported via cross-border e-commerce B2B mode, you can enjoy the "tax-free without invoice" policy, but you need to upload the order screenshot and logistics track from the cross-border e-commerce platform on the Single Window. Meanwhile, it should be noted that the VAT invoice must be issued within 30 days before the export date. If the invoice is issued later than the export date, you need to provide the stamped with the official seal of the tax bureau, otherwise your tax refund qualification will be affected.

### Answer 4

Foreign exchange collection for export tax refund must be conducted through compliant channels. In 2026, the data of SWIFT system and CIPS system will be synchronized to the State Administration of Foreign Exchange and the tax bureau. If the foreign exchange collection account is an offshore account, you need to provide the bank statement of the offshore account and the to prove that the collected funds are the payment for the corresponding export goods. In addition, if the difference between the collected amount and the FOB price on the customs declaration is within 5%, it can be regarded as normal exchange rate fluctuation, no additional certificate is required; if the difference exceeds 5%, you need to provide the signed with the customer to explain the reason for the difference, to avoid being judged as capital reflux risk.

### Answer 5

The "consistency of four flows" is the core audit standard for export tax refund, that is, goods flow, capital flow, invoice flow and contract flow must be fully corresponding. If your goods are transported by a third-party logistics provider, you need to provide the logistics contract, freight forwarder invoice and goods transportation track screenshot to prove the authenticity of goods flow. In addition, document filing must be completed within 15 days after export, the filing content includes copy of customs declaration, copy of bill of lading, copy of sales contract, copy of VAT invoice, all documents must be stamped with your enterprise's official seal. If the filing documents are lost, you need to apply to the tax bureau for and provide corresponding electronic scanned copies, otherwise your tax refund qualification will be suspended.

### Answer 6

The on-site inspection record of export goods will affect the tax refund review. If your goods are inspected by the customs during export, you need to keep the and on-site inspection photos. If the inspection result shows that the goods are consistent with the customs declaration, you can submit the as an auxiliary document for tax refund; if there is a minor deviation in the inspection result, such as inconsistent packaging method with the customs declaration, you need to provide the stamped with the customs official seal, to avoid the tax bureau suspending the tax refund review due to abnormal inspection records. In addition, after the customs implements "intelligent inspection" in 2026, if the goods pass the machine inspection without abnormality, the machine inspection report will be automatically synchronized to the tax bureau, no additional paper report is required.

### Answer 7

The bill of lading of export goods is one of the core documents for tax refund. If your goods are exported via LCL (less than container load), you need to provide the LCL bill of lading and the issued by the freight forwarder to prove that your goods are actually exported. In addition, if the goods are diverted or transshipped during transportation, you need to provide the issued by the shipping company, and modify the destination port information on the customs declaration, otherwise the tax bureau will reject the tax refund due to inconsistent information between the customs declaration and the bill of lading. Meanwhile, it should be noted that the issuance date of the bill of lading must be within 3 days after the export date. If the bill of lading is issued too late, you need to provide the from the shipping company to avoid affecting the tax refund declaration deadline.

### Answer 8

The sales contract of export goods must clearly specify the payment method, payment time and tax refund liability. If the contract signed with your customer does not clearly specify the foreign exchange collection time, you need to sign a supplementary agreement to agree that the foreign exchange collection time is within 90 days after export, to avoid affecting the tax refund due to overdue foreign exchange collection. In addition, if your goods involve intellectual property rights, you need to provide the to prove that the goods do not infringe others' intellectual property rights, otherwise the tax bureau will suspend the tax refund review due to intellectual property risk of the goods. Meanwhile, if the foreign exchange collection is delayed due to force majeure, you need to provide force majeure certification documents, such as the certificate issued by the local embassy, and apply to the tax bureau for deferred foreign exchange collection and tax refund declaration.
