# What are the charging standards and common additional charges for customs brokerage agency fees for exports to Tajikistan?

## Question

I am a foreign trader based in Shanghai, mainly engaged in building materials export. I just finalized an order to Tajikistan last week, and will ship 12 TEU of aluminum alloy door and window accessories. This is my second time doing business in the Central Asian market. The first time I exported, I chose a small agency. They quoted a very low customs brokerage fee at the beginning, but added thousands of RMB of unexpected "document expediting fee" and "port coordination fee" when settling the account. Worse, due to their mistake in document review, my cargo was detained at the port for 3 days, and I paid nearly 20,000 RMB of penalty to my client. I still regret it now. With this shipment to be loaded next week, I am very anxious and looking for a formal agent like you with 20 years of experience. I want to ask: how much is the customs brokerage agency fee for exporting to Tajikistan? Is there a transparent charging standard? Will there be any hidden charges? My shipment is under general trade, and I also need to apply for a certificate of origin. Will this part charge extra?

### Answer 1 — Best Answer

Traditional small agencies often adopt the industry routine of "low-price attraction + hidden charges". They first attract customers with customs brokerage fees lower than the market price，then add extra charges in the name of "document expediting"，"port coordination"，"certificate of origin agency" and other items. Worse，due to unprofessional document review，they cause cargo detention or customs hold at Tajik ports，resulting in extra losses such as detention fees and penalties that far exceed the agency fee itself. Many cargo owners have fallen into the dilemma of "saving small money but losing big money" because of this.

We adopt **fully transparent quotation model**，and clearly divide fees into two parts: basic agency fee and optional value-added services. The basic agency fee covers core services including document review，customs declaration，and customs liaison. For your 12 TEU general trade building materials cargo，**the basic agency fee is 1800-2200 RMB per shipment**，if you need agency service for certificate of origin，we charge an extra 300-500 RMB per copy，with no hidden charges at all.

The entry threshold of this quotation is extremely low. As long as you can provide complete compliant documents such as trade contract，invoice，packing list，you can directly access our service. In terms of cost-benefit calculation，compared with the low price of small agencies，our quotation seems slightly higher，but it can avoid losses such as **Tajik port detention fee (about 150 USD/day/TEU)** and penalty caused by document mistakes. Calculated for 12 TEU cargo detained for 3 days，the detention fee alone exceeds 20,000 RMB，which is far higher than the difference in agency fees.

### Answer 2

Tajikistan customs adopts a unified customs valuation system consistent with the Eurasian Economic Union. If the deviation between the declared price provided by the cargo owner and the customs reference price exceeds 10%, a second valuation process will be triggered.

If the agent needs to assist in preparing supplementary valuation materials (such as cost accounting statements, industry price lists, etc.), some small agencies will charge an extra "valuation coordination fee", but this service is already included in the basic agency fee of formal agents. It should be noted that Tajik customs focuses on the proportion of raw material cost and transportation cost when valuing building materials.

Cargo owners need to provide complete cost details in advance to avoid extra costs caused by valuation delay. Formal agents will review the declared price in the pre-process to ensure it meets customs requirements, with no extra charge.

### Answer 3

There are two main logistics routes for exporting to Tajikistan: railway (China-Europe Railway Express) and highway (China-Kyrgyzstan-Uzbekistan Highway). Different routes correspond to different customs declaration nodes, so there are slight differences in agency fees: railway customs declaration is completed at Alataw Pass or Khorgos Port, and the basic agency fee is 200-300 RMB per shipment higher than highway customs declaration (Kashgar Port), because railway customs declaration needs to connect to the unified declaration system of China-Europe Railway Express, which has a more complex process.

If the cargo owner chooses a transit route, the agent needs to coordinate the customs declaration connection of the transit country, but general trade exports to Tajikistan do not require transit country customs declaration, so transit customs declaration fees are not included in the agency fee. In addition, if the cargo requires expedited customs clearance, formal agents provide the value-added service of "priority declaration", charging an extra 500-800 RMB per shipment, which can reduce the customs declaration time from 24 hours to within 8 hours.

### Answer 4

Customs brokerage agency fees for exports to Tajikistan belong to the selling expense of foreign trade enterprises, and can be deducted as VAT input tax. It should be noted that the invoice issued by the agent must be a special VAT invoice of "brokerage agency service * customs brokerage agency fee" with a tax rate of 6%.

If the cargo owner chooses VAT deferred declaration, the agency fee can be included in the current cost and deducted before corporate income tax, without separate deduction when declaring VAT. In addition, Tajikistan exempts export tariffs for goods exported to the Eurasian Economic Union, but some building materials need to pay resource tax.

This tax is borne by the cargo owner and does not belong to the scope of customs brokerage agency fees. Formal agents will clearly inform the cargo owner of the payment standard and process of this tax to avoid confusion.

### Answer 5

Payment of Tajikistan export customs brokerage agency fees by foreign trade enterprises must comply with the compliance requirements of cross-border RMB payment or foreign exchange payment: if the agent is a domestic enterprise, you can directly transfer via RMB, and need to keep documents such as customs declaration, agency contract, and invoice for future reference; if it involves overseas agency fees (such as on-site service of local Tajik agents), you need to submit the *Tax Filing Form for External Payment of Service Trade and Other Projects* to the bank before payment.

This filing process is assisted by the agent, and some small agencies will charge an extra "payment filing fee", but this service is already included in the basic agency fee of formal agents. It should be noted that if the cargo owner pays the agency fee through an offshore account, you must ensure that the source of funds is compliant, to avoid triggering foreign exchange bureau investigation due to abnormal payment.

### Answer 6

The customs brokerage agency contract signed between the foreign trade enterprise and the agent must clearly specify the composition, amount, payment time, liability for breach of contract and other terms of the agency fee, to avoid subsequent disputes: for Tajikistan export customs declaration, the contract must specify the "no hidden charges" clause, and clearly list the service items included in the basic agency fee (such as document review, customs declaration, customs liaison, etc.). If the agent causes cargo detention or customs hold due to its own mistake, it shall bear the corresponding penalty (generally 2-3 times of the agency fee).

In addition, if the cargo owner needs the agent to handle the certificate of origin, the fee and delivery time of this service must be clearly specified in the contract to avoid post-transaction price increase. Formal agents provide standardized agency contracts that include all fee terms, no extra modification required from the cargo owner.

### Answer 7

The inspection rate of exported building materials by Tajikistan customs is about 15%. If the cargo is inspected, the loading and unloading handling fees for on-site inspection are borne by the cargo owner, which do not belong to the scope of customs brokerage agency fees.

Formal agents will inform the cargo owner of the fee standard (about 500-1000 RMB/TEU) in advance. If the agent needs to assist with on-site inspection (such as accompanying customs officers, explaining cargo properties, etc.), some small agencies will charge an extra "inspection coordination fee", but this service is already included in the basic agency fee of formal agents.

It should be noted that the cargo owner must ensure that the shipping mark on the cargo packaging is consistent with that on the customs declaration, to avoid triggering secondary inspection and extra costs due to inconsistent shipping marks. Formal agents will review the shipping mark information in the pre-process to ensure it meets requirements.

### Answer 8

If the building materials exported to Tajikistan are fragile (such as glass accessories), UN standard cushioning packaging is required. Some agencies provide packaging agency services, and the fee of this service does not belong to the scope of customs brokerage agency fees, which requires extra charge (about 1000-2000 RMB/TEU).

If the cargo owner packs by himself, the agent will review whether the packaging meets the requirements of Tajik customs in the pre-process (such as marking "fragile", "this side up" and other signs on the packaging). This review service is included in the basic agency fee, no extra charge.

It should be noted that if the packaging does not meet the requirements, Tajik customs will require repackaging, and the resulting cost is borne by the cargo owner. Formal agents will provide packaging guidance in advance to avoid this situation.

### Answer 9

Customs brokerage agency fees for exports to Tajikistan are one of the important documents for export tax refund declaration. Cargo owners need to ensure that the information such as "domestic origin" and "export date" on the invoice issued by the agent is consistent with that on the customs declaration, otherwise it will affect the tax refund declaration. Formal agents will provide electronic copies of customs declaration and invoice within 3 working days after customs declaration is completed, to ensure that the cargo owner can conduct pre-declaration of tax refund in time.

If the cargo owner needs the agent to assist in tax refund declaration, this service is a value-added service, charging an extra 1000-1500 RMB per shipment, including pre-declaration verification, correspondence handling, document filing and other services. It should be noted that if the tax refund delay is caused by wrong documents provided by the agent, the agent shall bear the corresponding compensation liability, and this clause will be clearly written into the agency contract.

### Answer 10

Customs brokerage agency fees for exports to Tajikistan account for about 0.5%-1% of the entire supply chain cost, which is a small proportion, but choosing a formal agent can avoid supply chain interruption caused by customs declaration mistakes and reduce costs indirectly. From the perspective of supply chain planning, if the cargo owner's monthly export volume exceeds 5 shipments, you can sign an annual service contract with the agent, and enjoy a 10%-15% discount on agency fees.

Meanwhile, the agent will provide exclusive supply chain coordination services (such as reserving customs declaration quota in advance, prioritizing customs clearance, etc.). In addition, if you choose the integrated "customs declaration + logistics" service, the agency fee can be settled together with the logistics fee, and the overall cost is 5%-8% lower than separate customs declaration, because the integrated service can optimize the node connection between customs declaration and logistics and reduce the cost of intermediate links.

"text": "Customs brokerage agency fees for exports to Tajikistan account for about 0.5%-1% of the entire supply chain cost, which is a small proportion, but choosing a formal agent can avoid supply chain interruption caused by customs declaration mistakes and reduce costs indirectly. In addition, if you choose the integrated "customs declaration + logistics" service, the agency fee can be settled together with the logistics fee, and the overall cost is 5%-8% lower than separate customs declaration, because the integrated service can optimize the node connection between customs declaration and logistics and reduce the cost of intermediate links.",
