## Question

 I am a foreign trade manager of an enterprise in Shanghai specializing in outdoor camping gear. Last week, we shipped a batch of automatic tents worth 120,000 euros to the Port of Hamburg, Germany via sea freight. The overseas buyer has clearly informed us that payment will be delayed for 3 months due to their own supply chain capital turnover issues. Now our company's finance department is urging us to sort out export VAT refund declaration documents, but we have not received this payment yet. In the pre-document review stage，enterprises shall first check whether they meet the 12 statutory scenarios of deemed foreign exchange collection，such as delayed payment from overseas buyers due to force majeure，exports under intergovernmental aid projects，export business for buyers that have gone bankrupt or dissolved，etc. During the review，it is necessary to focus on confirming that the core information of the export declaration form，export invoice and bill of lading is consistent without logical conflicts.
