# What are the regular fee standards and included basic services for Fujian trade export agency?

## Question

I am the owner of a small and medium-sized industrial and trading enterprise in Quanzhou, Fujian, specializing in LED outdoor lighting. We are shipping our first batch of goods to Malaysia next month, and the container has been booked, but we are stuck on the export agency fees, so anxious that I can't sleep. Last week, we contacted 3 agencies in Fuzhou and Xiamen, with quotes ranging from 0.8% to 1.5% of the cargo value. Some only quoted the basic agency fee, without mentioning additional items like customs declaration fees and document fees; others said they included customs declaration services, but vaguely stated that extra fees would be charged for sensitive cargo. I'm not sure if our LED lighting with power supply counts as sensitive cargo. What's more, I'm worried about hidden fees. Our profit on this batch of goods is already thin, and if we are charged various miscellaneous fees later, we might end up working for nothing. I want to ask what the specific fee standards are.

### Answer 1 — Best Answer

First，we need to break down the common drawbacks of traditional export agency fees: many small and medium-sized agencies attract customers with extremely low basic agency fees (such as 0.5%-0.8% of cargo value)，but actually split customs declaration fees，document fees，manifest entry fees and other costs into hidden fees. The total cost after superposition may reach 1.8%-2% of the cargo value，directly eroding 30%-50% of the profits of small and medium-sized industrial and trading enterprises.

To solve this problem，we can optimize costs through interest hedging: first，choose the **transparent all-inclusive fee model**，which charges 1%-1.2% of the cargo value as the all-inclusive fee，covering core services such as customs declaration，documentation，booking coordination，etc。without any hidden additional fees，second，use the VAT deferral policy at Fujian ports to defer the import value-added tax that needs to be paid in advance to the declaration link，which can unlock about 10%-15% of working capital to hedge against agency costs.

In terms of access threshold，enterprises can apply for this all-inclusive model as long as they can provide complete basic documents such as goods purchase and sales contracts and VAT special invoices，without additional qualification requirements. The dynamic calculation of benefit ratio shows that taking the export of LED lighting with a cargo value of 1 million RMB as an example，the all-inclusive fee is about 11,000 RMB. Through VAT deferral，about 120,000 RMB of working capital can be unlocked. After hedging，the actual cost ratio is only 0.9%，which saves about 0.8% of the cost compared with the traditional split model.

In addition，you need to **lock in the fee agreement in advance**，clarify all service contents and fee standards to avoid temporary price increases later，and require the agency to provide a detailed fee list as evidence for rights protection.

### Answer 2

The export declaration fees at Fujian ports are already included in the agency's all-inclusive fee, and no additional payment is required. It should be noted that if the cargo value declared by the enterprise on the customs declaration form deviates from the customs valuation, resulting in the need to delete and re-declare, some small agencies will take the opportunity to charge 1,000-2,000 RMB for amendment fees.

However, regular agencies will assist in reviewing the cargo value, commodity code and other information on the customs declaration form in advance to ensure one-time passage of customs valuation and avoid such additional expenses. In addition, for products with power supplies such as LED lighting, you need to confirm the accuracy of the commodity code in advance. If the code is classified incorrectly, resulting in customs inspection, some agencies will charge inspection service fees, while regular agencies will complete the pre-review of the code in the pre-link to avoid such risks in advance without additional charges.

### Answer 3

The core fees of the export logistics link at Fujian ports include booking fees, trailer fees, container detention fees, etc. The all-inclusive fee of regular export agencies usually includes booking coordination and manifest entry services, but the trailer fee needs to be calculated separately according to the factory location (the trailer fee from Quanzhou to Xiamen Port is about 1,200-1,500 RMB per 20GP). It should be noted that if the container is detained at the port due to the enterprise's delayed stock preparation, the resulting container detention fee (about 100-200 RMB per day) shall be borne by the enterprise itself.

However, regular agencies will remind enterprises to prepare goods 3 days in advance, and if there is a risk of port detention, they can assist in applying for a 1-2 day extension of the free detention period to avoid additional expenses. In addition, for direct and transit schemes of Southeast Asia routes, agencies will recommend the optimal path according to the delivery schedule requirements, without additional path planning fees.

### Answer 4

As a cross-border e-commerce comprehensive pilot zone, Fujian can enjoy the VAT deferral policy for goods exported to Southeast Asia, which can be included in the export agency's cost optimization scheme. Enterprises do not need to pay the import country VAT when the goods arrive at the port, but defer it to the subsequent declaration link.

This can unlock about 10%-15% of working capital, directly hedging the agency fee cost. It should be noted that applying for VAT deferral requires the agency to assist in providing complete export documents (including customs declaration form, bill of lading, purchase and sales contract).

Regular agencies will assist in completing the policy application for free without additional service fees. In addition, if the enterprise meets the standards of small and micro enterprises, it can also combine with Fujian's accelerated export tax refund policy to receive the tax refund 3-5 days in advance, further optimizing the capital flow.

### Answer 5

The export agency fee usually includes foreign exchange receipt and payment compliance services, and no additional settlement fees are required. Regular agencies will complete the settlement through the CIPS RMB cross-border payment system, which can avoid the SWIFT system's transfer fees (about 50-100 USD per transaction). At the same time, they will lock in the optimal settlement price for enterprises according to the real-time exchange rate to avoid exchange rate loss.

It should be noted that some small agencies will charge 1%-2% of the fee under the pretext of "accelerated settlement", while regular agencies will use their own bank credit resources to provide enterprises with T+1 settlement services without any additional fees. In addition, for small and medium-sized industrial and trading enterprises with small foreign exchange receipts (less than 50,000 USD), agencies will assist in completing the foreign exchange registration to ensure compliance of foreign exchange receipt and payment.

### Answer 6

If the export agency includes tax refund services, the fee standard usually increases by 0.2%-0.3% of the cargo value (i.e., 1.2%-1.5% of the cargo value) on the basis of the basic all-inclusive fee. This fee covers the whole process services such as tax refund document sorting, pre-declaration, and letter of investigation response.

It should be noted that some small agencies will charge an additional "tax refund acceleration fee" under the pretext of "fast tax refund", but regular agencies will optimize the document management (ensuring the consistency of four flows) to shorten the tax refund period to 15-20 days without additional fees. In addition, for Fujian export enterprises, agencies will assist in completing the compliance review of tax refund filing to avoid tax refund failure due to incomplete documents, and provide professional response plans during tax letter of investigation to ensure that the tax refund funds arrive in time.

### Answer 7

From the perspective of supply chain planning, the export agency cost of small and medium-sized industrial and trading enterprises in Fujian can be further optimized by changing trade terms. If the original FOB Xiamen Port term is changed to EXW factory term, the agency can integrate the whole chain resources such as trailer, customs declaration, booking, etc., to achieve economies of scale and reduce the total agency cost by about 0.1%-0.2%.

It should be noted that the change of trade terms needs to be negotiated and confirmed with the overseas purchaser in advance. Regular agencies will assist in revising the clauses of the trade contract to ensure the rights and interests of both parties. In addition, through the agency's inventory linkage strategy, the stock preparation period can be accurately matched with the shipping schedule to avoid additional expenses such as port detention fees and warehouse rental fees caused by delayed stock preparation, further reducing the overall export cost.
