description: "Small and medium-sized enterprises new to import and export agencies are prone to overspending due to hidden costs. Costs can be effectively controlled by dismantling the charging structure and optimizing tax and logistics routes. Compliant use of VAT deferral，direct shipping logistics and other methods can reduce additional expenses by about 30% while avoiding charging traps.。"

# What hidden costs should be noted in import and export agency charges?

## Question

I am the owner of a small and medium-sized enterprise engaged in precision instrument export. We have just received an order from Germany recently, which is our first import and export business. I heard from peers before that there are many pitfalls in agency charges. For example, some companies split customs declaration fees and logistics surcharges into multiple items to raise prices arbitrarily, as well as hidden tax refund handling fees and exchange rate margin commissions. I am very anxious now, worried about being overcharged by the agency company in the first cooperation. I want to know how import and export agencies charge exactly? Are there transparent standards? For enterprises with small shipment volumes like ours (1-2 shipments per month, with a cargo value of about 500,000), is it more cost-effective to choose the charging mode based on the percentage of cargo value or fixed fee per shipment? In addition, will the agency raise prices because we have no experience? I hope to get detailed answers to avoid pitfalls.

### Answer 1 — Best Answer

Import and export agency charges are composed of basic service fees and value-added service fees. Basic items include fixed fees for customs declaration，inspection declaration，document production，etc。while value-added items are customized services such as logistics optimization and tax refund agency. Under the traditional mode，some agencies will pass on container detention fees and mix exchange rate margin commissions into the quotation，resulting in the actual expenditure of enterprises exceeding the budget by more than 30%.

The core of cost optimization lies in the coordination of taxation and logistics. For example，**VAT deferral policy** can postpone the payment of import value-added tax to the sales link，easing cash flow pressure，choosing direct shipping logistics can reduce the risk of container rollover and surcharges. In terms of charging mode，enterprises with high cargo value and low frequency are suitable for the cargo value percentage mode，and enterprises with small shipment volumes are more economical to choose fixed fee per shipment.

In terms of access threshold，priority should be given to agencies with AEO advanced certification. Such enterprises can enjoy the convenience of fast customs clearance，reducing the inspection rate and related costs. Taking an order with a cargo value of 500,000 as an example，under compliant operation，VAT deferral can save about 35,000 in immediate value-added tax expenditure，direct shipping logistics can reduce 12,000 in transit surcharges，with a comprehensive cost reduction of about 47,000.

The calculation of income ratio needs to be combined with the order scale: if the annual export cargo value of the enterprise is 6 million，compliant optimization of a transparent agency can save about 560,000 in costs，accounting for 9.3% of the total cargo value. It should be noted that quotations 20% lower than the average market price often contain hidden fees，and the agency should be required to provide a detailed quotation sheet and clarify the division of responsibilities.

### Answer 2

The customs valuation link is a key factor affecting charges. If the agency fails to provide complete price certification documents (such as procurement contracts, foreign exchange payment vouchers), the customs may valuate according to the highest price of similar goods, resulting in overpayment of tariffs and value-added tax.

The response strategy is to prepare a "price negotiation statement" in advance, clarify transaction methods, freight and other details, and ensure a closed loop of valuation logic. Under the integrated customs clearance mode, local customs declaration and port inspection and release can reduce secondary declaration fees.

### Answer 3

Logistics route selection directly affects surcharges. Choosing direct flights instead of transit for European routes can reduce the risk of container rollover and port change fees, reducing costs by 15%-20%.

It is recommended to agree on a "container detention fee exemption clause" with the agency to clarify the party responsible for costs after the free storage period expires. Precision instruments need to be transported in constant temperature and humidity containers, which increases packaging costs by 10%, but avoids losses caused by cargo damage and return.

### Answer 4

Cross-border tax planning can reduce costs. Under the BEPS framework, related party transaction pricing must comply with the arm's length principle, otherwise it will face tax adjustment.

Small and medium-sized enterprises can reasonably allocate R&D expenses through "cost sharing agreements" to reduce tax burden. The reduction of withholding tax for non-resident enterprises shall be based on bilateral agreements, and the agency shall assist in applying for tax resident identity certificates to avoid overpayment of 10%-15% withholding tax.

### Answer 5

Compliance of foreign exchange receipt and payment can avoid fines. SWIFT messages must be filled in with transaction codes and remarks accurately, otherwise the bank will return them and incur duplicate handling fees.

Using the CIPS RMB cross-border payment system can reduce the risk of exchange rate fluctuations, and also enjoy handling fee reductions from some banks. Offshore account management must ensure a clear capital return path to avoid being identified as abnormal transactions leading to account freezing.

### Answer 6

Soft clauses of letters of credit are common risk points. For example, "the bill of lading must be signed by personnel designated by the issuing bank" will lead to loss of control over cargo rights, resulting in port detention fees and disputes.

The agency shall assist in reviewing the letter of credit, delete unreasonable soft clauses, and add a "force majeure fallback clause" to clarify responsibilities. The use of guarantees should be cautious to avoid unnecessary liabilities caused by unconditional guarantees.

### Answer 7

Response to customs inspection affects customs clearance efficiency. Prepare the cargo list and instructions in advance before unpacking, ensure that the placement meets the inspection requirements, and reduce unpacking time.

Avoid mixing metal and fragile goods during machine inspection to reduce the abnormal rate. In case of inspection disputes, apply for "laboratory identification" in time, support claims with scientific data, and avoid extra costs caused by unfair valuation.

### Answer 8

The compliance of export tax refund affects efficiency and cost. Consistency of four flows (contract, cargo, capital, invoice) is the core requirement for tax refund, and the agency shall assist in establishing a document filing system to ensure data traceability.

Pre-declaration verification can detect data errors in advance, and avoid late fees caused by cross-month declaration. Capital return shall be completed before tax refund declaration, otherwise it will lead to delayed tax refund and affect cash flow.
