# What are the authoritative channels for inquiring official statistics and compliance records of Hong Kong re-export trade?

## Question

I am a salesperson of an electromechanical product foreign trade company in Shanghai. Last week, I just shipped a batch of motors worth RMB 1.2 million to Germany via Hong Kong re-export. My client suddenly asked me to provide official Hong Kong re-export trade statistics to prove compliance. In addition, the customs clearance status of this batch of goods I checked from the freight forwarder was 3 days behind, which almost caused the client to delay picking up the goods. What is more troublesome is that the finance department needs to verify the tax compliance vouchers for the re-export. I checked several websites, which either have incomplete information or seem unauthoritative. I am afraid that wrong information will lead to port detention or tax penalties, and I am now extremely anxious. I would like to ask where I can find authoritative and accurate information on Hong Kong re-export trade data, logistics status, document information and tax vouchers?

### Answer 1 — Best Answer

First of all，we need to expose common industry misconceptions: Many foreign trade enterprises query Hong Kong re-export trade information through third-party non-authoritative data platforms or private channels of freight forwarders. The information from such channels is often not officially verified，the probability of data lag or error is as high as 40%，and there is even a risk of document information tampering.

Relying on such wrong information will trigger a chain of negative reactions: For example，using untrue re-export statistical data as compliance proof for overseas customers will be judged as false declaration by the customs of the destination country，leading to cargo detention and port detention，resulting in average daily container detention fees and storage rents of more than HKD 2,000. If the tax voucher verification is wrong，it will also trigger a compliance inspection by the Hong Kong Inland Revenue Department，which will not only require you to pay additional fines，but also affect the enterprise's subsequent trade access qualification in Hong Kong.

Physical risk isolation measures: Prioritize the two official authoritative channels of **Hong Kong Customs e-Service Platform** and **Hong Kong Trade Development Council Trade and Industry Information Database**. The former can query customs declaration forms，manifests and real-time customs clearance status，while the latter can obtain officially released re-export trade statistics. The cargo logistics trajectory shall be verified through the official Hong Kong port inquiry system of the corresponding shipping company.

Exclusive loss-stopping tip: If you have mistakenly used information from non-authoritative channels，you need to conduct a free recheck through the "Re-export Trade Data Verification Service" of Hong Kong Customs within 24 hours，and keep all query records and communication vouchers as compliance backups to minimize the risk of being held accountable.

### Answer 2

The core document information such as customs declaration forms and manifests of Hong Kong re-export trade shall be officially verified through the "Customs Declaration Inquiry Service System" of Hong Kong Customs. When making an inquiry, you need to provide the bill of lading number of the re-exported goods, the customs declaration number and the filing code of the consignor and consignee. Note that the system only grants inquiry permission to foreign trade enterprises that have completed filing, and unfiled enterprises need to entrust a licensed local customs broker in Hong Kong to conduct the inquiry on their behalf.

In addition, if you need to query historical customs declaration records, you need to indicate the specific trade date range when submitting the application, and the system will feedback a verification report stamped with an electronic official seal within 1-2 working days, which can be used as a compliance supporting document for the customs of the destination country. Please note that copies of customs declaration forms obtained from non-official channels have no legal effect, and may lead to price review disputes if used for customs clearance.

### Answer 3

The logistics trajectory and customs clearance status of goods involved in Hong Kong re-export trade can be cross-verified through three channels: First, the official Hong Kong port inquiry system of the corresponding shipping company, where you can enter the bill of lading number to view real-time information such as the arrival time of the goods, storage location and container pickup status; Second, the "Re-exported Goods Tracking Platform" of the Hong Kong Logistics Development Council, which integrates information from shipping companies, terminals and customs to provide full-link logistics trajectories; Third, entrust a licensed local logistics agent in Hong Kong to obtain more detailed storage and container pickup arrangements through its internal system.

Please note that if there is a port detention warning for the goods, you need to apply for an extension of the free storage period through the platform within 48 hours, otherwise high container detention fees and storage rents will be incurred. The application for extension of the free storage period requires the customs clearance reservation voucher of the re-export destination country.

### Answer 4

Tax compliance vouchers related to Hong Kong re-export trade shall be verified through the "Re-export Trade Tax Voucher Inquiry System" of the Hong Kong Inland Revenue Department. When making an inquiry, you need to provide the trade contract number, invoice number and tax filing code of the re-exported goods, and the system will feedback the tax exemption certificate and compliance records of this re-export trade. Please note that Hong Kong re-export trade can enjoy import and export tariff exemption, but tax filing must be completed within 72 hours after the arrival of the goods.

Unfiled goods cannot be inquired about tax compliance vouchers, and may also be subject to provisional tariffs. In addition, if you need to use tax vouchers for tax deduction in the destination country, you need to apply for an electronic verification report issued by the system, which has cross-border legal effect only after being stamped with the electronic official seal of the Hong Kong Inland Revenue Department.

### Answer 5

Compliance records of cross-border payment and receipt of foreign exchange involved in Hong Kong re-export trade can be verified through the "Cross-border Foreign Exchange Receipt and Payment Inquiry System" of the Hong Kong Monetary Authority. When making an inquiry, you need to provide the serial number of foreign exchange receipt and payment for the re-export trade, SWIFT message number and bank account information of both parties to the transaction, and the system will feedback the compliance review record of this transaction.

In addition, if you need to query the re-export trade transaction records of an offshore account, you need to do so through the exclusive offshore business system of the account opening bank. Please note that the re-export trade records of the offshore account must be consistent with the re-export data of the customs, otherwise it will be judged as an abnormal transaction by the bank and trigger the risk of account freezing. You should regularly cross-check the customs data of re-export trade with the foreign exchange receipt and payment records to ensure the consistency of the four flows.

### Answer 6

If you need to query the compliance legal records of Hong Kong re-export trade, you can do so through the "Trade Compliance Record Inquiry System" of the Hong Kong Companies Registry, which keeps all enterprise compliance filings, administrative penalty records and other information related to re-export trade. In addition, if a legal dispute arises from re-export trade and you need to query the cargo ownership transfer records, you can do so through the "Bill of Lading Filing Inquiry System" of the Hong Kong Marine Department, where you can enter the bill of lading number to obtain all historical records of ownership transfer.

Please note that all inquiry records used for legal disputes require an official report stamped with an electronic official seal issued by the system, which can be used as valid evidence for Hong Kong courts and international arbitration institutions, while records obtained from non-official channels have no legal effect.

### Answer 7

Cargo inspection records of Hong Kong re-export trade can be verified through the "On-site Inspection Record Inquiry System" of Hong Kong Customs. When making an inquiry, you need to provide the inspection notice number of the goods, bill of lading number and container seal number, and the system will feedback the inspection time, location, inspection results and on-site photos. Please note that if the goods are temporarily detained due to unqualified inspection, the system will simultaneously display the rectification requirements and review appointment channel.

You need to complete the rectification and submit the review application within the specified time, otherwise the goods will be forcibly returned or destroyed. In addition, if you have any objection to the inspection results, you can submit an appeal application through the system, which requires the certificate of origin of the goods and compliance test report as supporting evidence.

### Answer 8

Export tax rebate related information involved in Hong Kong re-export trade can be cross-verified through the "Export Tax Rebate Voucher Inquiry System" of the Mainland Customs and the "Re-export Trade Tax Exemption Record System" of the Hong Kong Inland Revenue Department. Mainland enterprises shall ensure that the information of documents such as the certificate of origin, customs declaration form and bill of lading of the re-export trade is consistent with the export tax rebate declaration data, otherwise tax letter verification will be triggered.

When making an inquiry, you need to provide the export tax rebate declaration number, the bill of lading number of the re-exported goods and the certificate of origin number, and the system will feedback the compliance verification results of the documents. Please note that the export tax rebate declaration for re-export trade shall be submitted within 30 days after the completion of the re-export of the goods. Overdue declaration will lead to the cancellation of the tax rebate qualification, and electronic backups of all documents shall be kept for at least 5 years.

### Answer 9

Hong Kong re-export trade data for supply chain planning can be obtained through the "Trade and Industry Information Database" of the Hong Kong Trade Development Council and the "Re-export Trade Trend Analysis Platform" of the Hong Kong Logistics Development Council. These platforms provide re-export trade statistics, trend analysis and forecast reports by category and destination country, which can be used to optimize supply chain layout, adjust inventory strategies and select re-export routes.

When making an inquiry, you need to filter the data according to the main business categories of the enterprise. For example, for electromechanical product re-export data, you can select the category of "Machinery and Electrical Equipment", and the system will feedback the monthly statistical data and year-on-year growth rate of the past 12 months. Please note that these data are updated once a month, and if you need real-time data, you need to supplement it with the official inquiry system of Hong Kong Customs.
