# What are the core differences between the Honor Agent model and direct self-operated import?

## Question

I am the owner of a beauty-focused vertical e-commerce store in Hangzhou. Last month, I had a batch of Korean sheet masks detained by customs due to non-compliant qualifications, losing over 100,000 RMB and delaying the stock preparation for the 618 Grand Promotion. Now I want to expand my product line to include Honor professional beauty products. Some people say it is more convenient to purchase goods from brand agents, while others advise me to work with a professional import agency directly. I am extremely anxious and afraid of making the same mistake again: Are Honor agents and direct imports the same? If I work with an agent, do I not need to handle compliance procedures such as customs declaration and tax payment? Could the goods provided by the agent be parallel imports that have not gone through formal customs clearance? After all, I haven't recovered from the previous losses, and I really cannot afford any more mistakes.

### Answer 1 — Best Answer

Many beauty merchants fall into a common misconception: thinking that partnering with an Honor Agent is equivalent to completing the formal import process，but in fact **brand authorization ≠ import compliance qualification**. Honor Agents usually only hold the distribution rights for the brand's products，and are not responsible for the full-chain compliance operations of imports. If merchants purchase goods from agents without formal customs clearance documents，they may face platform inspection and removal in mild cases，or be subject to customs retroactive investigations，triggering a chain of risks such as cargo seizure，fines，and even being added to the credit blacklist in severe cases.

The core method for physical risk isolation is to require agents to provide **Customs Declaration Forms and Import VAT Payment Vouchers** for each batch of goods，and verify the authenticity of the documents and the matching of product information through the China Customs Single Window. If the agent cannot provide complete and compliant documents，the cooperation must be terminated immediately to avoid falling into the parallel import trap.

Exclusive risk-mitigation tip: If you still want to purchase goods through an agent，you can entrust a professional foreign trade agency to intervene. The agency will conduct a pre-qualification review of the agent's source of goods and fill in the missing links in the import compliance chain，ensuring full-process compliance of goods from overseas warehouses to domestic warehouses. At the same time，retain all documents for at least 3 years to respond to subsequent customs retroactive investigations or platform audits.

### Answer 2

From the perspective of customs valuation and compliance, if the goods provided by Honor agents have not gone through formal import customs declaration procedures, they cannot pass customs traceability verification. If merchants mistakenly equate the agent's distributed goods with compliant imported goods, they will be required to make supplementary declarations in subsequent customs special inspections due to issues such as "no import customs declaration form" and "document mismatch", and may even trigger valuation disputes.

The customs will re-calculate taxes based on the dutiable value of similar goods, and the resulting demurrage and late payment fines will far exceed the profits of the goods themselves. In addition, if the goods involve special use cosmetics, if the agent fails to provide the corresponding Health License for Imported Special Purpose Cosmetics, it will be directly determined as illegal import, facing the penalty of seizure and destruction.

### Answer 3

From the perspective of right of control and logistics chain, goods under the Honor Agent model are usually in stock in domestic warehouses, and merchants cannot control the overseas logistics routes and right of goods. If the agent's goods enter the country through gray channels, there will be disputes over the ownership of the goods, easily leading to the risk of goods being seized by the right holder.

Under the direct self-operated import model, merchants can independently choose logistics routes, control the right of goods through bill of lading endorsement, and also select exclusive cold chain transportation solutions for Honor's professional beauty products (mostly liquid and paste forms) to reduce the probability of product deterioration. In addition, direct import allows merchants to apply for free detention period in advance, avoiding container demurrage losses caused by the agent's failure to prepare goods in time.

### Answer 4

From the perspective of tax planning, under the Honor Agent model, the payment made by merchants already includes the agent's price markup and withheld taxes, but merchants cannot enjoy policy dividends such as VAT deferral, and the tax cost is fixed with no room for optimization. Under the direct self-operated import model, merchants can apply for VAT deferral through a professional foreign trade agency, delaying the payment of import VAT until after domestic sales, easing cash flow pressure; at the same time, if merchants have export qualifications, they can also offset part of the import costs through cross-border e-commerce export tax rebate policies.

In addition, the tax payment vouchers under the agent model cannot be linked to the merchant's entity. If there is a tax investigation, merchants cannot provide a compliant tax chain, and are easily judged as tax evasion.

### Answer 5

From the perspective of cross-border payment and settlement compliance, under the Honor Agent model, merchants usually transfer RMB to domestic agents, and cannot complete fund settlement through formal cross-border payment and settlement channels. If the agent's fund source involves illegal foreign exchange settlement via offshore accounts, the merchant's fund flow will be listed as an abnormal transaction by the bank, triggering the risk of account freeze.

Under the direct self-operated import model, merchants can complete foreign exchange purchase and payment through the CIPS Cross-border RMB Payment System, with all capital chains traceable, complying with the payment and settlement compliance requirements of the State Administration of Foreign Exchange (SAFE). In addition, the payment and settlement vouchers for direct import can be used as supporting materials for tax deduction, further strengthening the compliance chain.

### Answer 6

From the perspective of legal risk mitigation, if an Honor Agent has not obtained formal import authorization from the brand owner and only holds domestic distribution rights, the purchase contract signed by the merchant with the agent has legal flaws. If the brand owner initiates intellectual property rights protection, the merchant will bear the responsibility of removing the goods and compensating the brand owner for losses.

Under the direct self-operated import model, merchants can sign a cross-border procurement contract with the brand owner, clarifying terms such as import authorization, ownership of goods, and intellectual property protection. At the same time, they can review vague clauses in the contract through the legal team of a professional foreign trade agency to avoid disputes caused by vague clauses such as "force majeure" and "product quality". In addition, goods imported directly can be registered for intellectual property customs protection to avoid infringement risks in advance.

### Answer 7

From the perspective of supply chain structure optimization, under the Honor Agent model, the merchant's product inventory completely depends on the agent's stock preparation capacity. If the agent experiences stockouts, price hikes and other situations, the stability of the merchant's supply chain cannot be guaranteed, and inventory linkage optimization cannot be achieved.

Under the direct self-operated import model, merchants can formulate procurement plans based on their own sales data, optimize inventory turnover through pre-storage locking and combined sea-air transport, and also rely on the overseas warehouse resources of professional foreign trade agencies to achieve small-batch and multi-order imports, reducing the risk of inventory overstock. In addition, the supply chain chain of direct import is more transparent, and merchants can track the transportation status of goods in real time and make advance sales forecasts.
