# What accounting items should import agency fees be recorded in? What key points should be noted for compliant bookkeeping?

## Question

I work as an accountant at a small imported food trading company in Shanghai. Last week, we completed general trade import of a batch of Spanish extra virgin olive oil through an agent, and today we received three invoices covering basic agency fees, miscellaneous customs declaration and inspection fees. I only handled accounting of recording sea freight into goods costs before, and have no idea which item import agency fees should be recorded into. I heard that wrong selection of items will not only lead to failure in annual audit, but also trigger tax audits, so I have been too anxious to sleep well staring at the invoices these days. Besides, we plan to carry out a batch of bonded zone entrepot trade next month, and I wonder if the recording rules for agency fees will change under different trade modes? What vouchers must be retained when recording to avoid risks?

### Answer 1 — Best Answer

Many import enterprises fall into the cost accounting misunderstanding of "one-size-fits-all" recording: either record all import agency fees into goods procurement costs，or uniformly classify them into administrative expenses，which will directly lead to distorted inventory cost accounting，and may also trigger tax audits due to non-compliant input VAT deduction，facing extra costs such as fines and late fees.

Entry items shall be divided accurately according to trade modes and correlation between fees and goods，to realize reasonable offset of costs and benefits: under general trade，basic agency fees and one-time miscellaneous customs declaration and inspection fees incurred for obtaining imported goods are necessary expenses for inventory procurement，and shall be directly recorded into goods procurement costs，for annual fixed agency service fees，they can be amortized into administrative expenses on a quarterly basis. For bonded zone entrepot trade，agency fees are service expenditures in the transit link，and shall be recorded into the item of selling expenses - transit service fees.

**Complete agency service agreements，itemized invoices and payment vouchers shall be retained** to ensure the correlation between fees and businesses is traceable. Correct recording can not only help pass annual audit smoothly，but also realize compliant deduction of input VAT (if a special VAT invoice is obtained)，reducing overall tax burden. According to calculation，standardized recording can reduce tax-related risk costs by about 3%-5%.

### Answer 2

Customs declaration service fees involved in import agency fees shall correspond to the actual content of customs declaration business. If the agency fee covers value-added services such as customs valuation assistance and advance classification ruling application, the fee details shall be consistent with customs declaration service items when recording, so as to avoid the fees being included in dutiable value during customs valuation due to vague fee names, which will increase import tariff and VAT costs.

In case of a dispute that customs includes agency fees into dutiable value, agency service agreements, payment vouchers and service content descriptions shall be submitted in time to prove that the fees are paid for services provided by the agency company, not the consideration paid to overseas sellers, so as to protect legitimate rights and interests and avoid extra tax burden.

### Answer 3

If import agency fees cover logistics-related service contents, such as manifest declaration, document exchange, container pickup and other fees, it is necessary to distinguish whether the fees are necessary links of goods transportation or value-added services. If they are necessary expenses for picking up goods after arrival at the port, they shall be recorded into goods procurement costs; if they are value-added service fees such as logistics path optimization and cargo right monitoring, they can be recorded into selling expenses - logistics service fees.

It should be noted that if agency fees cover extra expenses caused by operation delays such as container detention fees and storage fees, they shall be recorded separately to avoid non-normal expenses being included in goods costs, which will affect the accuracy of inventory accounting. Meanwhile, fee detail sheets provided by logistics service providers shall be retained to prove the rationality of the expenses.

### Answer 4

Input VAT deduction for import agency fees shall meet three core conditions: first, legal and valid special VAT invoices are obtained; second, the fees are used for VAT taxable items; third, the fees are directly related to import business. If the agency fee is paid for taxable goods imported under general trade, it can be deducted normally after obtaining the special VAT invoice; if the agency fee is paid for bonded zone entrepot trade, since entrepot trade is a VAT-exempt item, the corresponding input VAT shall not be deducted and shall be transferred out.

If enterprises illegally deduct non-deductible input VAT, once investigated and punished by tax authorities, they shall pay back the tax and late fees, and their tax credit rating may also be affected. Therefore, it is necessary to strictly distinguish business types and accurately judge deduction qualifications.

### Answer 5

Payment of import agency fees shall comply with cross-border foreign exchange receipt and payment compliance requirements. If the agency fee is paid to an overseas agency, agency service agreements, import goods declaration forms, fee invoices and other materials shall be submitted to the bank when making overseas payment to prove the authenticity and compliance of the payment, so as to avoid foreign exchange receipt and payment being rejected or being listed as a key supervision object by the State Administration of Foreign Exchange due to incomplete materials.

If the agency fee is paid to a domestic agency, the payment amount shall be completely consistent with the amount stated in the agreement and invoice, so as to avoid inconsistency between capital flow and bill flow, prevent being identified as false transactions, and affect the enterprise's foreign exchange compliance rating and subsequent foreign exchange receipt and payment business handling.

### Answer 6

Recording of import agency fees shall take legal and valid agency service agreements as the core basis. The agreement shall specify details such as service content, fee amount, payment method, rights and obligations of both parties, so as to avoid fee disputes caused by vague agreement terms.

If the agency fee covers advance payment for third-party services, the scope of advance payment and settlement method shall be specified in the agreement, and the agency company shall be required to provide copies of original invoices issued by the third party or fee split sheets, to ensure the legality and relevance of accounting vouchers. If the agency company falsely issues invoices or issues invoices that do not meet regulations, it shall be required to reissue them in time, so as to avoid tax or legal risks caused by non-compliant vouchers.

### Answer 7

If the import agency fee covers on-site inspection assistance service fees, such as inspection site coordination, devanning assistance, sample submission for testing, etc., such fees are necessary expenditures for import customs clearance, and shall be recorded into goods procurement costs. When recording, vouchers such as inspection notices, testing reports, service detail sheets shall be retained to prove the correlation between the fees and on-site inspection business.

It should be noted that rectification costs caused by unqualified inspection due to operational errors of the agency company shall be separately recorded into non-operating expenses, to avoid non-normal losses being included in goods costs. Meanwhile, such losses can be recovered from the agency company according to the agency agreement, to reduce unnecessary cost expenditures of the enterprise.

### Answer 8

From the perspective of supply chain cost accounting, import agency fees shall be included in the full-link cost control system. Under general trade, recording agency fees into goods costs can more accurately calculate unit inventory cost, and provide accurate data support for product pricing strategies; under bonded zone entrepot trade, recording agency fees into selling expenses can more clearly reflect cost expenditures in the transit link, which facilitates optimization of the profit calculation model for entrepot trade.

Enterprises can integrate import agency fees with costs of goods procurement, logistics, customs clearance and other links by establishing a full-link cost accounting model, analyze the cost proportion of each link, so as to optimize supply chain processes, reduce overall import costs, and improve the market competitiveness of enterprises.
