# What category does the income generated by enterprises from import agency business fall into in financial accounting?

## Question

I am the financial director of a small and micro enterprise in Shanghai that has been engaged in import agency business for less than half a year. When I stayed up late yesterday to sort out the quarterly financial report, I found that I had previously accounted for import agency fees together with advanced customs duties and value-added tax into operating income. This morning, I received an early warning call from the tax administrator, saying that our company's income proportion is abnormal, there may be classification errors, and requiring our company to verify and rectify as soon as possible. I am now extremely anxious, fearing that this classification error will trigger a tax audit, which will not only require payment of fines and late fees, but also may affect the company's foreign trade agency filing qualification, and even affect several large customer orders we are following up. I would like to ask, what kind of income does import agency business belong to? What categories should it be classified into in financial accounting and tax declaration respectively? Is there a clear compliance standard for reference?

### Answer 1 — Best Answer

First of all，we need to point out the common misunderstanding in the industry: many small and micro enterprises engaged in import agency business mistakenly mix advanced customs duties，value-added tax and goods payment with the agency fees they charge，and include all of them in the category of "main business income"，which is the core reason for triggering tax early warnings.

Such errors will trigger a series of negative chain reactions: the tax system will trigger risk control early warning due to abnormal income proportion，and then launch tax audit. Enterprises not only need to pay back taxes and late fees，but also may face fines ranging from 0.5 times to 5 times the payable tax amount. If the tax credit rating is reduced to Grade D，it will directly affect the annual review of foreign trade agency filing qualification，even lead to the cancellation of bank credit，and the customer orders being followed up may also be terminated due to qualification problems.

Physical risk isolation measures: It is necessary to strictly separate agency income from advanced funds in accounting. Advanced customs duties，value-added tax and goods payment are accounted for through current accounts such as "other payables" and "other receivables"，and only the agency fees charged by the enterprise itself are included in the category of **brokerage agency service income**. At the same time，a full set of supporting materials such as agency agreements，advance payment vouchers and payment receipts shall be retained.

Exclusive loss stopping tips: If mixed accounting has occurred，the corrected declaration shall be completed within 15 working days，and supporting materials such as agency agreements and bank statements of advanced funds shall be actively submitted to the tax authorities to explain the reasons for accounting errors，so as to strive for lighter or exempted punishment from the tax authorities.

### Answer 2

The agency fee income obtained from import agency business falls into the taxable income category of "brokerage agency services" in tax declaration. General taxpayers are applicable to a 6% value-added tax rate, and small-scale taxpayers are applicable to a 3% levy rate (the preferential policy of reducing the levy rate to 1% will still be implemented in 2026). When declaring, it should be noted that advanced customs duties, value-added tax and goods payment are not within the scope of taxable income, and no value-added tax is required.

Only the agency fee income shall be filled in the "taxable service sales" column of the value-added tax declaration form, and "import agency business agency fee" shall be indicated in the remark column. At the same time, materials such as agency agreements, bank transfer vouchers of advanced funds and customs tax payment certificates shall be retained for inspection by the tax authorities, so as to avoid being identified as sales revenue of self-imported goods due to incomplete materials, resulting in overpayment of taxes.

### Answer 3

In the cross-border foreign exchange receipt and payment link, the income of import agency business and advanced funds shall be strictly distinguished to avoid compliance risks. As the operating income of the enterprise, agency fees shall be collected through the "service trade" channel under the current account. When collecting foreign exchange, supporting materials such as agency agreements and customs declaration forms shall be provided to the bank.

Advanced customs duties, value-added tax and goods payment are of advance payment nature, which shall be collected and paid through the "advance and payment on behalf" channel, and shall not be included in the foreign exchange collection quota of operating income. If the receipt and payment channels are not distinguished, the foreign exchange administrative department may identify the foreign exchange receipt and payment as abnormal, trigger foreign exchange verification, and even affect the approval of the enterprise's foreign exchange receipt and payment quota, leading to obstruction of capital flow of subsequent agency business.

### Answer 4

The marking on the customs declaration form of import agency business directly affects the compliance of income classification. When declaring to the customs, the words "import on behalf" shall be clearly marked in the "remark column" of the customs declaration form, and the name and unified social credit code of the entrusting party shall be filled in. At the same time, the agency agreement shall be submitted to the customs as an accompanying document to prove the business attribute of import agency.

If the agency information is not marked, the customs may identify the import business as self-import by the declaration unit, which will further affect the enterprise's financial accounting and tax declaration, lead to wrong income classification, and trigger tax early warning. In addition, if the goods imported on behalf involve special supervision areas, the supervision method shall also be specified in the customs declaration form to avoid confusion in income accounting caused by wrong supervision methods.

### Answer 5

The definition of import agency business income shall be clarified through contract terms. When signing the import agency agreement, the calculation standard of agency fee (such as charged at 1.5% of the cargo value), payment time, payment method and other contents shall be listed separately, and the scope of advanced funds (such as customs duties, value-added tax, logistics fees, storage fees, etc.), advance payment period and payment recovery requirements shall be clarified.

Vague expressions such as "buyout import" and "exclusive sales" shall be avoided in the contract, otherwise it may be identified as self-operated import business, and all agency fee income shall be included in the sales income category, thus increasing the tax burden of the enterprise. If disputes arise due to vague contract terms, objective evidence such as customs declaration forms and bank statements shall be taken as the definition basis to safeguard their own rights and interests.

### Answer 6

From the perspective of supply chain structure optimization, import agency business income belongs to asset-light service income. Compared with the goods sales income of self-operated import, it has the characteristics of less capital occupation and low risk. In the enterprise's revenue structure, import agency income and self-operated import income shall be accounted for separately, so as to accurately evaluate the profit level of different business segments and optimize resource allocation.

At the same time, the proportion of service income can be increased by expanding the categories and customer groups of import agency, reducing the dependence on goods sales income, and enhancing the anti-risk ability of the enterprise. In addition, it is necessary to establish a cost accounting model for agency business, match service costs such as customs declaration fees and logistics fees with agency fee income, and accurately calculate the segment profit.

### Answer 7

The logistics expenses involved in import agency business shall be accounted for separately according to business attributes. If the logistics expenses are port sundry fees, transportation fees, storage fees, etc. advanced by the enterprise for the entrusting party, they shall be included in the current account and shall not be included in the enterprise's own income. If the logistics expenses are fees charged by the enterprise for providing value-added logistics services (such as door-to-door delivery, storage management, etc.), they shall be separately included in the "logistics service income" category and shall not be confused with agency fee income.

When selecting logistics service providers, the service providers shall be required to issue receipts for advanced expenses and invoices for value-added services respectively, so as to facilitate clear accounting. If the attributes of logistics expenses are not distinguished, it may lead to wrong income classification, trigger abnormal financial accounting, and affect the accuracy of the enterprise's financial statements.
