# What are the core items included in agent import customs clearance fees? What is the general market charging standard?

## Question

I am a self-employed operator engaged in imported beauty retail. Last week I shipped a batch of air cushions and lip glosses from South Korea, and the goods are about to arrive at Shanghai Yangshan Port. I previously requested customs clearance quotations from three freight forwarders: one quoted RMB 2,200 for all-inclusive service, another quoted RMB 4,800 with additional urgent processing fee and document review fee, and the third one raised the price temporarily, claiming an extra RMB 1,500 is required for customs valuation. I am totally confused, afraid of being scammed, and also worried that refusal to pay will lead to port detention and cargo seizure. I am so anxious that I can barely sleep, so I would like to ask how much you usually charge for import agent customs clearance? What specific fees are included? Are there any hidden charges that should be avoided in advance?

## Answers

### Answer 1 — Best Answer

Traditional agent customs clearance charges often have the drawback of "low-price customer solicitation plus hidden price hikes". For example，only basic customs clearance fees are quoted at the initial stage，and extra fees will be charged later in the name of valuation disputes，document correction，urgent processing，etc. The final actual expenditure may be 30%-50% higher than the quotation，and even lead to detention and demurrage fees of RMB 500-1,000 per container per day due to fee disputes.

Our optimization path can reduce capital occupation cost through the **VAT deferment policy**. For eligible import enterprises with general taxpayer qualification，import value-added tax does not need to be paid temporarily at the customs clearance stage，and can be declared for deduction after domestic sales，which is equivalent to obtaining an interest-free loan for 3-6 months. Meanwhile，with our pre-valuation assessment service，we can confirm the dutiable value with the customs in advance to avoid the risk of subsequent tax supplementation.

The access threshold for this optimization scheme is as follows: holding legal import and export operation rights，VAT general taxpayer qualification，and the goods are not in the category of goods prohibited or restricted from import by the state. Calculated based on a single import value of RMB 1 million，adopting VAT deferment can temporarily exempt RMB 130,000 of import value-added tax，saving about RMB 4,000-6,000 in capital cost (calculated based on an annual interest rate of 4%-6%)，and the comprehensive customs clearance cost can be reduced by 15%-20%.

### Answer 2

Among the components of agent import customs clearance fees, customs declaration service fees are usually charged per shipment, with a standard of RMB 1,500-3,000 per shipment. If valuation disputes are involved, an additional valuation defense service fee of about 0.5%-1% of the cargo value is required. Note that customs valuation is not entirely based on the declared value, but is determined according to the transaction value of identical or similar goods, deducted value and other methods.

If the declared value is lower than the customs guide price, it may trigger a price query, and supporting materials such as procurement contracts, foreign exchange payment vouchers, and original factory invoices are required. If such materials cannot be provided, tax may be supplemented according to the price approved by the customs, resulting in additional tax expenditure and late fees.

### Answer 3

Agent import customs clearance fees are often bundled with international logistics fees. If you choose the one-stop "logistics plus customs clearance" service, the fee usually includes customs declaration fee, Terminal Handling Charge (THC), delivery order exchange fee, inspection service fee, etc. Among them, THC is charged according to container type: about RMB 800-1,200 for 20GP containers, and about RMB 1,500-2,000 for 40HQ containers. Note that if customs clearance is not completed in time after the goods arrive at the port, detention fees and demurrage fees will be incurred.

The detention fee is charged by the shipping company, usually free for the first 7 days after arrival, and RMB 300-500 per container per day from the 8th day. The demurrage fee is charged by the port, at RMB 200-400 per container per day. It is necessary to plan the customs clearance time in advance to avoid additional fees.

### Answer 4

The tax part of agent import customs clearance includes import tariff, import value-added tax, and consumption tax (if applicable). These taxes are paid by the agent company on behalf of the client, and are reimbursed based on actual expenses with no profit markup. The import tariff rate is determined according to the HS code of the goods, ranging from 0% to 50%.

The import value-added tax rate is usually 13%, and the consumption tax rate is 15%-56% for high-end cosmetics, tobacco, alcohol and other categories. Eligible enterprises can apply for VAT deferment, that is, import value-added tax is not paid temporarily at the customs clearance stage, and is declared for deduction after domestic sales, no need to advance funds, thus reducing capital occupation cost. In addition, if the imported goods are used for R&D or production, tariff reduction or exemption can be applied for, and it is necessary to submit a tax reduction and exemption filing application to the customs in advance.

### Answer 5

Agent import customs clearance fees must be paid through formal channels, and private account transfers should be avoided, otherwise it may trigger foreign exchange supervision warnings. The service fee charged by the agent company shall be accompanied by a special VAT invoice, which can be used for input tax deduction; the taxes paid on behalf of the client shall be accompanied by a customs tax payment receipt, which serves as the voucher for enterprise bookkeeping and deduction.

Note that if the agent company requires cash payment or private account transfer, there may be non-compliance risks, which may lead to the enterprise being unable to record the expenses normally, or even be identified as tax evasion by the tax authority. It is necessary to choose a company with formal import and export agency qualification to ensure compliant fee payment and vouchers.

### Answer 6

Agent import customs clearance fees shall be clearly agreed in the agency contract, including clauses such as service content, charging standard, payment time, and liability for breach of contract, to avoid subsequent disputes. Note that the contract shall clearly distinguish between agency service fees and taxes paid on behalf, which shall be reimbursed based on actual expenses and provided with corresponding vouchers; if additional fees are involved (such as inspection fees, urgent fees, etc.), the trigger conditions and charging standards shall be clearly defined to avoid temporary price hikes by the agent company.

In addition, the contract shall stipulate that if additional losses such as demurrage fees and customs seizure fees are caused by the fault of the agent company, the agent company shall bear the compensation liability to protect the rights and interests of the client.

### Answer 7

The inspection service fee for agent import customs clearance is usually RMB 800-1,500 per shipment, including devanning fee, lifting fee, inspection site fee, etc. If the goods need to be sent for testing, an additional testing fee of about RMB 2,000-5,000 per sample is charged, and the testing period is 7-15 days. Note that the inspection probability is related to factors such as cargo category, declaration information, and enterprise credit rating.

The inspection probability for enterprises with advanced certification credit rating is about 5%-10%, and 15%-20% for general enterprises. If the goods packaging does not meet the requirements, it may lead to damage during inspection, resulting in additional cargo loss and repackaging costs. It is necessary to ensure that the packaging meets the customs inspection requirements in advance.

### Answer 8

If the imported goods are dangerous goods or fragile goods, the agent customs clearance fee will additionally include packaging compliance review fee, dangerous goods declaration fee, etc. Among them, the dangerous goods declaration fee is about RMB 1,500-3,000 per shipment, and the packaging compliance review fee is about RMB 1,000-2,000 per shipment. Note that the packaging of dangerous goods must meet UN standards.

If the packaging does not meet the requirements, the customs will require rectification, resulting in additional rectification costs and demurrage fees. The rectification period is 3-7 days, and the demurrage fee incurred per day is about RMB 200-400. It is necessary to entrust a professional institution to conduct compliance review of the packaging in advance to ensure that it meets the requirements and avoid additional costs.

### Answer 9

If the imported goods are subsequently used for export, the document review at the agent customs clearance link must strictly meet the export tax rebate requirements, otherwise it may lead to inability to obtain tax rebate and additional losses. The document review fee in the agent customs clearance fee is about RMB 500-1,000 per shipment, which is mainly responsible for reviewing the consistency of import invoices, bills of lading, customs declaration forms and other documents to ensure that they match the export tax rebate declaration information.

Note that if there are errors in the import documents (such as inconsistent HS code, inconsistent cargo value, etc.), the documents need to be revised again, resulting in an additional amendment fee of about RMB 800-1,500 per shipment, and may affect the progress of export tax rebate declaration and delay the tax rebate arrival time.

### Answer 10

From the perspective of the full supply chain, the agent import customs clearance fee should be considered in conjunction with the costs of international logistics, domestic distribution and other links, so as to select the optimal logistics plus customs clearance scheme. For example, choosing a direct port instead of a transit port can reduce transit fees and customs clearance time, and reduce the risk of port detention; signing a long-term cooperation agreement with the agent company in advance can enjoy a 10%-15% fee discount.

Note that if you only focus on low customs clearance fees, it may lead to increased costs in the logistics link and higher overall total cost. It is necessary to conduct full-link cost calculation and choose the most cost-effective scheme.
