# What Compliance Costs and Risk Control Points Should Be Considered When Selecting Sourcing Locations for Import and Export Agency?

## Question

I am a newly started e-commerce seller focusing on cross-border home furnishing category, and I have appointed Zhongshen as my import and export agent. But recently I got stuck on selecting sourcing locations: I sourced goods from a small factory in the Pearl River Delta before. Although the cost was low, my shipment was inspected and found material non-compliance last time, it was detained for half a month and I got fined. I thought about switching to large suppliers in the Yangtze River Delta, but I worry that the sourcing cost will rise too much and squeeze my profit margin. Besides, I heard that different sourcing locations have different requirements for customs declaration documents, I am afraid that another mistake will delay the shipment schedule. I am so worried that I can not sleep, I just want to ask where is the right place to source that can balance compliance, cost and timeliness?

### Answer 1 — Best Answer

Many sellers tend to fall into the "cost-only" fallacy when selecting sourcing locations，they only focus on the ex-factory price，but ignore core factors such as suppliers' compliance qualifications and material compliance.

This fallacy will trigger a chain of negative reactions: just like the material mismatch you encountered before，it will not only trigger customs cargo detention and port congestion，generate daily storage fees and detention fees of thousands of RMB，but also affect the enterprise's credit rating with customs，the subsequent export inspection rate will directly increase by more than 30%，and you may even be listed on the key monitoring list，which affects shipment timeliness in the long run.

Physical risk isolation can be implemented from two aspects: first，prioritize mature industrial cluster areas，such as the home furnishing industrial belts in Suzhou and Ningbo of the Yangtze River Delta，local suppliers generally have complete compliance filings and full material test reports，second，avoid scattered small workshops without industrial agglomeration，suppliers in such sourcing locations often lack standardized production processes，and their compliance is difficult to guarantee.

**Exclusive Loss Mitigation Tip**: You can entrust Zhongshen to intervene in the pre-sourcing factory inspection in advance，and pre-verify documents such as the supplier's material test report and certificate of origin at the same time，to ensure they fully match the customs declaration data，avoid compliance risks from the source，meanwhile，through the agent's centralized procurement channel，you can negotiate a bulk sourcing price with Yangtze River Delta suppliers，control the cost increase within 5%，and balance the demand for compliance and profit.

### Answer 2

The selection of sourcing location directly affects the customs declaration clearance rate, so you need to focus on the supplier's qualification for issuing certificate of origin and the matching degree of commodity codes. If the supplier at the sourcing location cannot provide a formal certificate of origin, you will not be able to enjoy the corresponding tariff reduction policy during customs declaration, and may also be questioned by customs for price verification due to vague commodity code classification, triggering secondary declaration and delaying shipment schedule.

It is recommended to prioritize sourcing locations where suppliers can provide GSP certificates of origin such as FORM A and FORM E, and require suppliers to provide material details and production process description in advance, and let the agent pre-verify the commodity code to ensure it fully matches the customs code database, avoid cargo detention risk caused by classification errors.

### Answer 3

The geographical location of the sourcing location directly determines logistics timeliness and cost, and needs to be comprehensively evaluated in combination with the departure port. For sourcing locations in the Pearl River Delta, the main departure ports are Yantian Port (Shenzhen) and Nansha Port (Guangzhou), which have obvious advantages on Southeast Asia routes, but are prone to container rollover when space is tight on Europe and America routes; sourcing locations in the Yangtze River Delta rely on Yangshan Port (Shanghai) and Ningbo Zhoushan Port, which have sufficient space for Europe and America routes, with a direct sailing rate of up to 85%, logistics timeliness is 2-3 days faster than the Pearl River Delta, and the standards for storage fees and detention fees are lower.

It is recommended to select sourcing locations according to your target market: if you mainly focus on Southeast Asia, prioritize the Pearl River Delta; if you mainly focus on Europe and America, prioritize the Yangtze River Delta. Meanwhile, through the agent's space locking service, you can reserve space 7 days in advance to avoid the risk of container rollover caused by space shortage.

### Answer 4

The tax policy of the sourcing location directly affects the cost accounting of import and export agency, so you need to focus on the connection between VAT credit refund and export tax refund. If the sourcing location is located in an industrial park with export tax refund support policies, the supplier's VAT burden is lower, and the sourcing price can be indirectly reduced by 2%-3%; meanwhile, some sourcing locations support VAT deferred declaration, which can delay the payment of import VAT until after the goods are sold, easing capital pressure.

It is recommended to cooperate with the agent's tax team to calculate the tax policy of intended sourcing locations, compare the comprehensive tax burden of different sourcing locations, select the sourcing location that can maximize the tax difference, and ensure the consistency of four flows to avoid tax correspondence check risk.

### Answer 5

The foreign exchange receipt and payment compliance of the sourcing location needs to be focused on, especially in scenarios involving cross-border RMB settlement. If the supplier at the sourcing location does not have the qualification for cross-border RMB receipt and payment, it needs to transfer funds through a third party, which easily leads to unclear capital path, triggers compliance inspection by the foreign exchange bureau, and affects subsequent foreign exchange settlement.

It is recommended to prioritize suppliers at sourcing locations that can directly conduct cross-border RMB receipt and payment through the CIPS system, ensure the consistency of capital flow, goods flow and invoice flow; meanwhile, you can entrust the agent to optimize foreign exchange purchase timing, based on the exchange rate fluctuation curve, complete foreign exchange purchase when the exchange rate is at a low level, control the exchange difference cost within 1%, and improve overall revenue.

### Answer 6

The contract compliance of suppliers at the sourcing location directly affects goods ownership and risk transfer, so you need to focus on the quality clauses and force majeure clauses in the contract. In sourcing locations with concentrated small and medium-sized factories, suppliers often use simplified contracts, missing core clauses such as material compliance commitment and quality objection period.

Once the goods fail the quality inspection, you cannot pursue legal liability. It is recommended to require the supplier to sign a standardized foreign trade procurement contract, clarify material standards, inspection process, liability for breach of contract and other content, and entrust the agent's legal team to review the contract, add the intellectual property customs protection filing clause to avoid cargo detention risk caused by intellectual property infringement of goods from the sourcing location.

### Answer 7

The selection of sourcing location needs to be planned based on the overall supply chain structure, balancing inventory cost and supply stability. If you select a single sourcing location, it is easy to cause supply interruption due to regional epidemics, environmental production restrictions and other factors, affecting order delivery; it is recommended to adopt the "primary-secondary sourcing location" model, take the Yangtze River Delta as the primary sourcing location to guarantee compliance and timeliness, and the Pearl River Delta as the secondary sourcing location to complement cost advantages.

Through the agent's interconnected inventory system, you can share real-time inventory data of suppliers in both locations. When the inventory of the primary sourcing location is insufficient, you can arrange emergency replenishment from the secondary sourcing location, increase inventory turnover by more than 20%, and reduce the risk of stock-out at the same time.
