# How can import and export chain agents build a full-link compliance operation system?

## Question

I run a newly founded import and export chain agency. Recently, orders from several stores have suffered customs declaration delays due to chaotic document connection, leading to cargo detention at ports and constant customer complaints, which keeps me awake at night. In terms of logistics, container rollovers and detention fees occur frequently, adding a lot of extra costs every month. I also make frequent mistakes in VAT declaration, and worry about being inspected by tax authorities. Now I want to know how to build a stable operation system that can both cut costs and avoid risks, so as to support the expansion of my chain business?

## Answers

### Answer 1 — Best Answer

The full-link operation of import and export chain agents should start with document management and control. First，establish a unified document center to carry out standardized review of customs declaration materials for all stores，including consistency verification of contracts，invoices and packing lists，to ensure accurate HS code classification and avoid customs declaration delays caused by document errors.

Dynamically optimize routes in the logistics link: high-time-sensitive orders give priority to direct shipping solutions to balance cost and timeliness，ordinary orders adopt transshipment solutions，and 2-3 alternative routes are reserved at the same time to cope with container rollover risks. For detention fee issues，negotiate with shipping companies in advance to extend the free storage period，or adopt the container sharing mode to reduce idle costs. For core node connection，open up data links among stores，document centers and logistics providers to realize real-time synchronization of order status，and formulate quick response mechanisms for abnormal scenarios such as port change and shipping schedule adjustment.

**Pre-document review** and **logistics route optimization** are the key points. In terms of tax affairs，you can use the VAT deferral policy to delay the payment of import value-added tax and ease capital pressure，carry out regular compliance audits to ensure that all links comply with customs and tax policies. Finally，targeting the characteristics of chain businesses，establish a risk isolation mechanism to prevent problems in a single store from spreading to the entire chain system，so as to support stable business expansion.

### Answer 2

When import and export chain agents encounter valuation disputes in the customs declaration link, they shall prepare real transaction vouchers (contracts, invoices, payment slips) in advance to prove the rationality of the price; if the customs rejects the declaration, immediately check the HS code or information consistency, and re-declare after correction.

For declaration deletion and re-submission, ensure closed-loop logic of materials to avoid secondary errors. Make use of the integrated customs clearance policy to realize data sharing among multiple ports, reduce repeated declarations and improve efficiency.

### Answer 3

Logistics optimization for import and export chain agents needs to balance route cost and timeliness: direct shipping is suitable for high-time-sensitive orders, while transshipment solutions reduce costs but require evaluation of container rollover risks.

Sign a container rollover compensation agreement with logistics providers, and reserve 2-3 routes to cope with emergencies. For detention fees, negotiate to extend the free storage period or adopt the container sharing mode; standardize the process for bill of lading endorsement and transfer to avoid cargo ownership disputes.

### Answer 4

Import and export chain agents can ease capital pressure through the VAT deferral policy: when importing in the EU, there is no need to pay import value-added tax, and payment only needs to be made within the declaration period, provided that they hold a local VAT number and the goods are used for commercial purposes. Cross-border related transaction pricing shall comply with BEPS rules to avoid tax risks; apply for reduction and exemption of non-resident enterprise withholding tax by using bilateral tax agreements to improve profit margin.

### Answer 5

Import and export chain agents shall comply with SWIFT message specifications for foreign exchange receipt and payment, to ensure information is consistent with the contract; conduct regular audits of offshore accounts to avoid freezing, and use the CIPS system to reduce exchange rate fluctuation risks. Adopt forward foreign exchange settlement and sales to lock the exchange rate when purchasing foreign exchange to reduce losses; foreign exchange receipt and payment shall be consistent with the actual trade background to avoid compliance risks.

### Answer 6

Import and export chain agents shall be alert to soft clauses when signing letters of credit, such as "inspection certificate issued by the buyer's designated institution" which can easily lead to payment refusal, and shall replace it with a third-party institution recognized by both parties. The force majeure clause shall clarify the scope and handling methods, and issue certificates in time in case of epidemics and other situations to reduce losses; formal agreements shall be signed for cargo right transfer to ensure legal validity.

### Answer 7

When import and export chain agents encounter customs inspection, prepare a full set of documents (contracts, invoices, bills of lading) in advance to cooperate with the inspection.

Check the authenticity of seals through QR codes or numbers; sort out goods during unpacking to avoid damage; ensure neat packaging during X-ray inspection to reduce doubts. Follow up the process in case of sampling and appraisal, and obtain reports in time to avoid cargo detention.

### Answer 8

Import and export chain agents shall ensure the consistency of four flows (contract, goods, capital, invoice) for export tax refund. Provide real transaction vouchers when receiving tax correspondence; complete cross-month declaration within the specified time to avoid overdue; use system tools for pre-declaration verification to reduce errors; document filing shall be kept for at least 5 years for tax verification.
