# Must core information such as commodity code, quantity and cargo value of import and export customs declarations be completely consistent?

## Question

I am a cross-border trader based in Shanghai specializing in precision electromechanical components. Last week we shipped a batch of custom-made industrial encoders from Germany, which were declared at export customs as 1000 sets with HS Code 85437099 as specified in the contract. However, my freight forwarder suddenly informed me yesterday that 5 sets had damaged shells and were unsaleable due to container jostling during transportation, so only 995 sets can be declared for import customs clearance now. I am very anxious: I heard from peers earlier that their cargo was detained at port for 12 days due to inconsistent HS codes between import and export declarations, and they spent more than 100,000 yuan on demurrage and coordination fees alone. Now I am afraid that the quantity inconsistency will trigger targeted customs inspection, and I also want to know whether all declaration information must be completely matched, and if there are indeed reasonable differences, how to handle them compliantly to avoid penalties or clearance delays.

### Answer 1 — Best Answer

Many cross-border trade practitioners hold a common misconception that all information on import and export customs declarations must be 100% identical，otherwise it will trigger customs clearance risks. In fact，customs does not require perfect matching of all information，only logical consistency of core declaration information such as commodity code and cargo value. Quantity differences under special scenarios such as reasonable loss and sampling testing are permitted.

Deliberate concealment of reasonable differences，or inconsistency of core information such as commodity code caused by negligence，will trigger a chain of negative consequences: first，it will trigger targeted customs inspection，leading to high detention and demurrage fees for stranded cargo，if it is determined to be false declaration，it will also result in cargo seizure，customs fines，and even damage to the enterprise's customs credit rating，leading to enhanced supervision for subsequent clearances.

Physical risk isolation measures should start from the source，**pre-audit the matching degree between documents and actual goods**: verify the consistency of contracts，invoices and cargo information before export declaration，and obtain abnormal transportation certificates such as damage reports and tally sheets in advance before import declaration.

Exclusive loss mitigation tips: If core information inconsistency has occurred，submit a situation explanation and supporting materials to customs as soon as possible to apply for amendment of the declaration form，for quantity differences caused by reasonable loss，**report to customs in advance and retain a complete chain of evidence** to avoid being identified as non-compliant.

### Answer 2

From the perspective of customs valuation and declaration compliance, the core logic of import and export customs declaration is "consistency of goods, certificates and documents", but not all information must be completely matched. As the core basis of customs supervision, commodity codes must be completely consistent between import and export declarations.

If code differences lead to different supervision categories, it will directly trigger valuation disputes and targeted inspection. For quantity differences caused by reasonable transportation loss such as breakage of fragile goods or natural volatilization of liquid goods, supporting materials including loss certificates issued by tally companies and on-site photos from freight forwarders are required.

Customs will verify the reasonable loss range according to commodity attributes and allow quantity differences within this range. If code inconsistency is caused by declaration negligence, submit an amendment application before customs issues an inspection notice. If the inspection process has already started, cooperate with customs for commodity classification review to avoid being identified as intentional false declaration.

### Answer 3

From the perspective of international logistics path and cargo right control, the matching degree of import and export declaration information directly affects cargo transit and clearance efficiency. If the export declaration quantity matches the actual shipment quantity, but partial cargo is delayed during import declaration due to logistics operations such as unpacking inspection at transit ports or container rolling, import declaration can be made in batches, provided that the declaration information of each batch matches the export declaration information of the corresponding shipment batch.

If cargo damage or loss occurs during transportation, immediately require the shipping company or freight forwarder to issue an official cargo damage/shortage certificate and submit it to the import customs broker synchronously to avoid cargo detention caused by inconsistent information. In addition, choosing direct shipping routes can reduce cargo damage risks in transit links and lower the probability of differences in import and export declaration information.

### Answer 4

From the perspective of cross-border tax planning, the consistency of import and export declaration information directly affects tax treatment such as VAT deduction and income tax final settlement. If there is a difference between import and export declared cargo values, ensure the reason for the difference is compliant: for value differences caused by exchange rate fluctuations, provide official exchange rate certificates on the declaration date; for value differences caused by trade term conversion such as FOB to CIF, clearly mark the trade terms, freight and insurance premium details on the declaration form.

Inconsistent commodity codes between import and export declarations will lead to failure of normal deduction of import VAT input tax, and may also trigger related transaction inspections by tax authorities. Enterprises adopting VAT deferral schemes must ensure perfect matching of import and export declaration information, otherwise the validity of VAT deferral will be affected, leading to tax repayment and fines.

### Answer 5

From the perspective of cross-border payment and receipt compliance, the consistency of import and export declaration information is the core basis for foreign exchange supervision. If there is a difference between import and export declared values, ensure the difference between the payment/receipt amount and the declared value is within the allowable range of the foreign exchange administration (usually ±5%). If it exceeds this range, provide supporting materials such as contract supplementary agreements and price adjustment certificates, otherwise foreign exchange settlement and purchase will be intercepted by the foreign exchange administration.

Inconsistent declaration quantities will cause the unit price calculated from payment/receipt amount and declared quantity to deviate from the reasonable range, triggering compliance inspections by the foreign exchange administration. In addition, enterprises using CIPS RMB cross-border payment must ensure the settlement currency on the declaration form is consistent with the payment currency to avoid payment message rejection caused by information inconsistency.

### Answer 6

From the perspective of international trade risk avoidance, the consistency of import and export declaration information must match the terms of the trade contract. If a reasonable loss range is agreed in the contract, the quantity difference between import and export declarations must fall within this range, and the relevant contract clauses should be attached as supporting documents during declaration.

If quantity differences are caused by force majeure such as natural disasters or port strikes, provide official force majeure certificates, otherwise it will be deemed as breach of contract and lead to claims from the buyer or seller. In addition, for goods involving intellectual property rights, the brand and model information on import and export declarations must be consistent with the intellectual property customs protection registration information, to avoid cargo detention and intellectual property infringement disputes caused by information inconsistency.

### Answer 7

From the perspective of on-site customs inspection, inconsistent import and export declaration information is one of the most common triggers for targeted inspection. If there is a large difference between import and export declared quantities, customs will require full unpacking and counting of goods. Prepare supporting materials such as cargo damage/shortage certificates, contracts and invoices in advance to cooperate with inspection personnel to verify the cause of the difference.

If commodity codes are inconsistent, customs will conduct on-site classification and identification of goods. Provide technical specifications, test reports and other materials to prove that the actual attributes of the goods are consistent with the declared code. If valid supporting materials cannot be provided during inspection, the goods will be temporarily detained until complete materials are submitted, and all incurred detention and demurrage fees shall be borne by the enterprise.

### Answer 8

From the perspective of export tax rebate compliance, the consistency between export declaration information and subsequent import declaration information affects the review result of export tax rebates. If the commodity code and quantity on the export declaration are inconsistent with the corresponding information on the import declaration, the tax authority will be unable to match the cargo flow during verification, thus suspending the approval of export tax rebates.

If the import declared quantity is less than the export declared quantity due to reasonable loss, attach the import declaration form, cargo damage certificate and other materials when filing for export tax rebate to explain the reason for the difference, to avoid being identified as false declaration. In addition, the document filing for export tax rebates must include the corresponding relationship between import and export declaration forms to ensure the "four-stream consistency" of cargo flow, capital flow, invoice flow and declaration flow, otherwise you will face the risk of export tax rebate recovery.

### Answer 9

From the perspective of macro supply chain architecture, the consistency of import and export declaration information is the foundation for realizing supply chain visualization and accurate cost calculation. Frequent differences in import and export declaration information will lead to distorted inventory data and affect the implementation of inventory linkage strategies. When planning the supply chain, set a reasonable loss threshold in advance, and adjust the declaration strategy according to commodity attributes such as fragile or volatile goods.

For goods with high loss rates, reserve reasonable loss space during export declaration, declare according to the actual arrival quantity during import declaration, and update inventory data synchronously in the supply chain system. In addition, reasonable conversion of CIF/FOB trade terms can optimize the value declaration for import and export customs, reducing clearance and tax costs within the compliant range.
