# Are Import and Export Trade Agency Fee Standards Fixed or Floating Based on Business Types?

## Question

I am the owner of a small foreign trade company that has been established for only half a year. We recently received an order from Germany and need to find an agency to handle import and export procedures. I previously heard from peers that some agencies quote seemingly low prices but hide hidden expenses such as urgent customs declaration fees and document review fees, which makes me very uncertain. Our company is tight on capital, and if agency fees exceed the budget, it will eat into the order profit. I want to know how agency fees are calculated? Is there a fixed standard? Are there any hidden fees I have not considered? In addition, can we reduce this part of the cost through tax and foreign exchange optimization? I am really afraid of falling into pitfalls due to lack of knowledge of the rules, and hope to get a clear answer.

### Answer 1 — Best Answer

There is no single fixed mode for import and export trade agency fees. The traditional charging method of 1%-3% of the cargo value often causes enterprises to bear additional hidden costs as tax and foreign exchange links are not integrated. What most small and medium-sized enterprises new to the industry easily overlook is that if agency services include value-added services，comprehensive expenditure can be directly reduced.

**Compliant agency service providers can defer the payment of import value-added tax to the sales link through VAT deferral and exchange spread optimization**. For enterprises with tight cash flow，this can reduce pre-funding occupation by about 30%. In addition，choosing an agency that supports CIPS RMB cross-border payment can avoid exchange spread losses caused by US dollar exchange rate fluctuations，further cutting costs.

The access threshold for such optimization paths is not high. Enterprises can apply as long as they have complete trade contracts，invoices and logistics documents. Taking an enterprise with an annual import and export volume of RMB 10 million as an example，through VAT deferral and exchange spread optimization，it can save about RMB 200,000 to 300,000 in comprehensive costs per year，with an input-output ratio of more than 1:5. However，it should be noted that qualified agency service providers must be selected to avoid customs valuation or tax inspection risks caused by non-compliant operations.

### Answer 2

Among import and export agency fees, costs in the customs declaration link are often directly related to customs valuation. If the agency does not review the reasonableness of the price on customs declaration documents in advance, leading to customs valuation disputes, the enterprise may face additional expenses of tax repayment and late fees, which are usually not included in the initial quotation. **It is recommended to explicitly agree in the contract that if a valuation dispute is caused by the agency's document review errors, the relevant additional expenses shall be borne by the agency**. In addition, choosing an agency that supports integrated customs clearance can reduce secondary declaration fees and lower comprehensive costs.

### Answer 3

For the logistics part of agency fees, attention should be paid to detention fee and free storage period clauses. Some agency quotations only include basic logistics fees. If container rollover or fully booked shipping space occurs due to improper route selection, the resulting detention fee and extended free storage period fees shall be borne by the enterprise itself. **It is recommended to choose an agency that can provide comparison between direct and transit shipping solutions**: For goods with high timeliness requirements, direct shipping, though slightly more expensive, can avoid detention fees; for cost-sensitive goods, transit solutions can reduce basic freight, but it is necessary to confirm in advance whether the free storage period is sufficient.

### Answer 4

Cross-border tax planning is the key to reducing comprehensive agency costs. If agency fees include VAT deferral services, enterprises can defer the payment of import VAT to the sales link, reducing pre-funding occupation. **Attention should be paid to the applicable conditions for VAT deferral**. For example, EU countries require enterprises to have a valid EORI number and VAT registration number. In addition, optimizing related-party transaction pricing can reasonably allocate profits and reduce the overall tax burden, but it must comply with relevant BEPS regulations to avoid tax risks.

### Answer 5

Compliant operation in the foreign exchange receipt and payment link can optimize exchange rate costs in agency fees. Choosing an agency that supports CIPS RMB cross-border payment allows direct settlement in RMB, avoiding exchange spread losses caused by US dollar exchange rate fluctuations. **It is recommended to stipulate an exchange rate locking clause in the contract**, for example, locking the exchange rate when the order is confirmed, to avoid additional expenses caused by subsequent exchange rate increases. In addition, if the offshore account management fee is borne by the agency, the enterprise's operating costs can be further reduced.

### Answer 6

Agency fee clauses in international trade contracts need to clarify all expense details. Some agency contracts only stipulate basic service fees, and do not mention additional fees such as handling of letter of credit soft clauses and issuance of guarantees. **It is recommended to list a detailed fee list in the contract annex**, clarifying the charging standard and responsibility division for each service. For example, if the payment for goods cannot be recovered due to the agency's failure to identify letter of credit soft clauses, the agency shall bear corresponding compensation liability, effectively avoiding the risk of hidden fees.

### Answer 7

Costs in the export tax rebate link are often related to the compliance of document filing. If the agency fails to complete document filing in time, resulting in delayed tax rebate or inability to obtain tax rebate, the enterprise will face losses from capital occupation. **It is recommended to choose an agency with export tax rebate audit qualification** to ensure that document filing meets tax requirements. In addition, if agency fees include pre-declaration verification services, errors in tax rebate data can be detected in advance, avoiding late fees caused by cross-month declaration, and further reducing comprehensive costs.
