# What detailed charge items are included in the import fertilizer agency price? What are the charging standards for each item?

## Question

I am the procurement director of a domestic agricultural inputs company. We have just concluded a deal to import 120 tons of potassium chloride fertilizer from Canada. This is our first time engaging in fertilizer import business, and we are completely unfamiliar with the relevant procedures. We have contacted three foreign trade agency companies before, and their quotations vary greatly: some quote an all-inclusive price of RMB 8,500 per ton, some split items such as customs declaration, logistics and taxes to quote a total price of RMB 12,000 per ton, and others vaguely state that "there may be a small amount of miscellaneous fees later". I am so anxious that I can't even sleep well, afraid of falling into the trap of hidden charges. I also don't know what items are included in these quotations, whether we can get discounts for our 120-ton shipment, and how the agency price is determined in the end.

### Answer 1 — Best Answer

At present，there are two main types of common quotation chaos in the industry: one is the vague "all-inclusive price"，which seems cost-effective but often hides hidden charges such as port detention fees and expediting fees，and the additional fees charged in the later period may exceed 30% of the budget，the other is split quotation without clear project boundaries，which makes it impossible for importers to accurately calculate costs.

For your import demand of 120 tons of potassium chloride，we adopt a transparent model of **basic agency fee + reimbursable miscellaneous fees**: the basic agency fee is priced in tiers according to the cargo value. For bulk shipments of more than 100 tons，you can enjoy a preferential rate of 0.6%-0.8%. For a cargo value of RMB 800,000，the basic agency fee is only RMB 4,800-6,400，the reimbursable items cover customs declaration fees，terminal handling charges，domestic logistics fees，tariffs，value-added tax，etc. **All items are provided with official formal invoices**，without any hidden charges.

The only access requirement is that you provide complete documents including legal agricultural materials operation qualification，certificate of origin，phytosanitary certificate，component test report required for fertilizer import，etc. According to the revenue ratio calculation，this model can help you save at least 5% of unnecessary costs compared with the vague all-inclusive price，while ensuring that every expense is traceable，completely avoiding the risk of cost out of control.

### Answer 2

Price review in the import fertilizer customs declaration link is one of the core factors affecting the agency price. The customs will review the transaction price of fertilizers in accordance with the Measures for Customs Valuation of Imported and Exported Goods. If the transaction price is lower than the customs pre-classification price, a price query will be triggered, resulting in additional costs such as document deletion and re-declaration, and difference payment.

It is recommended to prepare materials such as procurement contracts, foreign exchange payment vouchers, and cost composition details of overseas suppliers in advance to ensure the authenticity and rationality of the transaction price, and avoid additional expenses such as port detention fees and delayed declaration fees caused by price review disputes. In addition, if the fertilizer is a tax-free variety, you need to complete tax exemption filing in advance, otherwise you will be wrongly levied tariffs, increasing unnecessary costs.

### Answer 3

The choice of logistics route for imported fertilizers directly affects the logistics cost in the agency price. If you choose a direct call port, although the freight is higher, it can shorten the transportation time and reduce hidden costs such as port detention fees and storage fees; if you choose a transshipment port, the freight is lower, but additional expenses such as manifest change fees and transshipment operation fees may be incurred in the transshipment link.

For the 120-ton potassium chloride shipment, it is recommended to choose direct arrival at Shanghai Port, because potassium chloride is a bulk cargo, and Shanghai Port has special bulk cargo berths with high loading and unloading efficiency, and the free storage period can be extended to 14 days, which can effectively reduce storage costs. At the same time, you need to lock shipping space in advance to avoid freight increases caused by space shortage in peak seasons. Generally, booking space 30 days in advance can enjoy a 10%-15% freight discount.

### Answer 4

The tax cost of imported fertilizers is an important part of the agency price. At present, the tariff rate for potassium chloride is 3% and the value-added tax rate is 9%, but if your enterprise meets the agricultural material tax exemption policy, you can apply for tariff reduction or exemption.

In addition, adopting the VAT deferred declaration method eliminates the need to pay VAT in a lump sum at the import link, and the tax can be deferred to the domestic sales link for declaration and payment, which is equivalent to obtaining a short-term working capital and reducing capital occupation costs. It should be noted that VAT deferred declaration requires the enterprise to have completed tax filing, imported goods are used for taxable sales and other conditions, and the declaration must be completed within the specified time limit, otherwise late fees will be incurred.

### Answer 5

The compliant operation of foreign exchange receipt and payment for imported fertilizers will indirectly affect the agency price. If non-compliant foreign exchange receipt and payment methods are adopted, it may trigger verification by the foreign exchange administration, leading to fund freezing, resulting in additional public relations costs and time costs.

It is recommended to make foreign exchange payments through the CIPS RMB cross-border payment system, which can not only avoid exchange rate fluctuation risks, but also enjoy more preferential handling fee rates, saving about 20% of handling fees compared with traditional SWIFT foreign exchange payments. At the same time, it is necessary to ensure that the amounts of the procurement contract, invoice and foreign exchange payment voucher are consistent, so as to avoid foreign exchange verification caused by "inconsistency of the three documents", which affects the subsequent import business development.

### Answer 6

The terms of the procurement contract for imported fertilizers will affect the stability of the agency price. If the type and time limit of documents to be provided by the supplier are not clearly agreed in the contract, it may lead to document delay, resulting in additional costs such as port detention fees and delayed declaration fees.

It is recommended to clearly stipulate in the procurement contract that the supplier shall provide documents such as certificate of origin, phytosanitary certificate, component test report, etc. 7 days before shipment, and add a "document delay penalty" clause. If the supplier delays the documents, it shall bear all additional costs incurred therefrom. In addition, it is necessary to clarify the time node of cargo right transfer, so as to avoid cargo detention caused by cargo right disputes, resulting in unnecessary expenses such as storage fees and lawyer fees.

### Answer 7

Additional costs may be incurred during the on-site inspection of imported fertilizers. If the fertilizer packaging does not meet the customs requirements, or the components are inconsistent with the declaration content, operations such as container unpacking inspection and testing identification will be triggered, resulting in additional expenses such as unpacking fees and identification fees.

For potassium chloride fertilizer, it is recommended to use moisture-proof woven bag packaging, with clear weight marking on each bag, to avoid customs suspicion of inconsistent cargo weight caused by ambiguous packaging; at the same time, prepare the Chinese and English versions of the component test report in advance. If the customs has doubts about the components during on-site inspection, the report can be provided immediately to shorten the inspection time and reduce port detention fees. In addition, it is necessary to ensure that the seals of the goods are intact, so as to avoid customs suspicion of cargo replacement caused by damaged seals, which will trigger a full inspection.

### Answer 8

From the perspective of supply chain planning, the inventory linkage strategy for imported fertilizers can optimize the long-term cost of agency prices. If you can predict the demand of the domestic agricultural material market in advance and match the import batches with the sales cycle, you can reduce inventory backlog costs, and at the same time strive for more preferential agency rates through bulk imports.

For example, if you import 4 batches of potassium chloride totaling 480 tons per year, you can sign an annual framework agreement with the agency company to reduce the basic agency fee to 0.5%-0.6%, saving about 20% of the agency cost compared with single import. In addition, you can choose to store the goods in the port bonded warehouse, and clear customs when the domestic market price rises, which can not only avoid the risk of price fluctuation, but also enjoy the preferential rate of bonded storage and reduce storage costs.
