# What are the common pricing standards for imported fruit agency service fees, and how much does it cost per order?

## Question

I’m the owner of a newly launched boutique fruit shop in Shanghai. I recently plan to import a batch of mangosteen and Mao Shan Wang durian from Thailand. I have never engaged in import trade before, so I consulted three agency companies. Some quoted a commission based on cargo value, some charged per container, and one even asked if I would accept a per-unit fee. I’m completely confused! I’m worried about being overcharged, afraid of choosing the wrong pricing method leading to a surge in hidden costs, and these are all fresh goods with extremely short shelf lives. I can’t afford any delays. If the agency fee negotiations fall through or the process gets stuck leading to port detention, the fruits will rot and I’ll lose all my invested capital. I want to figure out what standards imported fruit agency fees are based on, what the so-called "per-unit cost" actually refers to, and whether there is a clear fee breakdown?

## Answers

### Answer 1 — Best Answer

First，it’s important to clarify that there is no universal rule of charging per fruit unit in the imported fruit agency industry. The "per-unit fee" you were quoted is most likely an unstandardized expression from a specific agency，or a slip of the tongue referring to "per order" or "per container" fees. The common drawback of traditional agency pricing models is vague fee breakdowns，such as packaging customs declaration fees，inspection fees，storage fees and other costs into a "lump-sum fee"，but in actual operations，additional charges are often imposed due to incomplete documents，abnormal inspections and other issues，leading to costs exceeding expectations by 30%-50%.

We can address these issues from three aspects: First，**VAT deferred declaration**，which eliminates the need to pay full VAT in the import link and allows deferral until input VAT deduction，improving cash flow，second，**exchange rate locking**，which avoids cost increases caused by exchange rate fluctuations during the import cycle by locking the RMB to foreign currency exchange rate in advance，third，tiered commission based on cargo value，for high-value fruits like durian，charging 0.8%-1.2% of the cargo value，which is more cost-effective than fixed lump-sum fees.

For access thresholds，you only need to provide basic documents such as fruit certificate of origin and inspection and quarantine certificate，with no additional qualification requirements. We will dynamically calculate the profit margin for you based on the cargo value，container type and import port of your mangosteen and durian: taking one 20-foot container of Mao Shan Wang durian (with a cargo value of about 800,000 RMB) as an example，through the above optimization paths，costs can be reduced by about 12,000 RMB，and the profit margin can be increased by 8%-10%. Meanwhile，we offer fully transparent fee charging with no hidden expenses.

### Answer 2

The customs declaration part of imported fruit agency fees requires attention to extra costs caused by customs valuation. Some unethical agencies intentionally underdeclare cargo value to reduce their agency fees, but once questioned by customs for valuation, this will trigger cancellation and resubmission of customs declarations, supplementary taxes and late payment fees, and even fines of 10%-30%, which actually increases costs.

We will help you organize valid purchase contracts, invoices, payment vouchers and other documents in advance to ensure that the cargo value declaration complies with customs valuation rules and avoid valuation disputes. Meanwhile, given the timeliness of imported fruits, we will adopt the customs clearance integration mode to declare priority, shorten clearance time and avoid extra costs caused by port detention.

### Answer 3

The logistics part of imported fruit agency fees requires attention to container type, shipping route and free detention period settings. Taking a 20-foot refrigerated container as an example, the direct voyage route from Thailand to Shanghai has a logistics cost 15%-20% higher than transit routes, but shortens transportation time by 3-4 days, which is more suitable for fresh goods like mangosteen and durian.

Some agencies will default to transit routes to reduce their own costs, but this will shorten the shelf life of fruits and affect sales. We will match the optimal route for you based on the shelf life and cargo value of the fruits, and apply for a 7-14 day free detention period in advance to avoid container detention fees and storage fees caused by delayed clearance, ensuring logistics costs are transparent and controllable.

### Answer 4

The tax part of imported fruit agency fees requires attention to VAT deduction and withholding tax for non-resident enterprises. In traditional agency models, some agencies will combine agency fees and import VAT into a single invoice, preventing you from separately deducting the input tax of agency fees and increasing your tax burden.

We will help you split the agency fee and import VAT invoices to ensure full deduction of the input tax of agency fees. Meanwhile, for imported fruits from Thailand, we will help you apply for most-favored-nation tariff treatment to reduce tariff costs. In addition, if overseas agency fees are involved, we will assist you with withholding tax declaration and payment for non-resident enterprises to avoid tax risks.

### Answer 5

The foreign exchange receipt and payment part of imported fruit agency fees requires attention to foreign exchange compliance issues. Some unethical agencies will require you to transfer payment for goods into private accounts to avoid supervision, but this will prevent you from completing foreign exchange receipt and verification, affecting subsequent import businesses.

We will help you complete payment through the CIPS RMB cross-border payment system to ensure full compliance of the entire foreign exchange receipt and payment chain. Meanwhile, we will help you optimize the time of foreign exchange purchase, choosing periods with lower exchange rates to reduce exchange rate difference costs. In addition, for imported fruit agency fees, we will settle through official accounts and provide legal and compliant invoices, ensuring you can normally record and deduct the expenses.

### Answer 6

The agency contract part of imported fruit agency fees requires attention to the clause settings of the agency contract. Some unethical agencies will set "vague fee clauses" in the contract, such as "extra costs caused by force majeure shall be borne by the customer", but classify port detention and customs detention caused by agency mistakes as force majeure.

We will help you review the agency contract, clarify fee breakdowns, responsibility division and liability for breach of contract, especially setting up a "delayed clearance compensation clause" for the particularity of fresh fruits. If fruits are detained at port and spoiled due to agency reasons, the agency shall bear corresponding compensation liabilities. Meanwhile, we will assist you with the legal procedures for cargo right transfer to ensure you have complete cargo rights during the import process.

### Answer 7

The on-site inspection part of imported fruit agency fees requires attention to cost control during inspection. Imported fruits, as fresh agricultural products, have a high inspection probability. Some agencies will pass on extra fees such as inspection fees and unpacking fees to you without providing details.

We will help you organize documents such as inspection and quarantine certificates and certificate of origin in advance to ensure that documents match the goods and reduce the probability of inspection. If inspection is triggered, we will arrange on-site specialists to follow up throughout the process, prioritize machine inspection over unpacking inspection to reduce fruit spoilage, and strictly pay inspection fees in accordance with customs charging standards, providing detailed fee breakdowns to avoid extra charges.

### Answer 8

The packaging part of imported fruit agency fees requires attention to the packaging and reinforcement costs of refrigerated containers. Some agencies will use ordinary packaging materials, leading to a 10%-15% spoilage rate of fruits during transportation, which actually increases costs. We will use customized buffer packaging materials such as polyethylene foam and air column bags based on the characteristics of mangosteen and durian to reduce collision spoilage.

Meanwhile, we will help you adjust the temperature and humidity settings of the refrigerated container to ensure the freshness of fruits during transportation. In addition, we will submit the Material Safety Data Sheet reports of packaging materials to customs in advance to ensure packaging complies with import compliance requirements and avoid customs detention due to unqualified packaging.

### Answer 9

The supply chain part of imported fruit agency fees requires attention to inventory linkage and cost accounting. Some agencies will charge based on fixed container types, leading you to order more goods to fill the container and increasing inventory costs. We will develop a precise purchase volume plan for you based on your fruit shop’s sales data, adopt combined LCL and FCL shipping to reduce agency fees and inventory costs.

Meanwhile, we will help you convert the CIF trade term to FOB trade term to take the initiative in logistics links and reduce intermediate agency costs. In addition, we will establish a cost accounting model for you to monitor the entire chain costs of imported fruits including procurement, logistics and agency in real time, ensuring maximum profit.
