# What Are the Permitted Operation Modes for Indonesia Transshipment Trade Under 2026 Policies?

## Question

I am the head of an electronic product export enterprise. Recently, as Europe and the United States have imposed additional tariffs on some products from China, I intend to avoid the tariffs through Indonesia transshipment trade. However, I heard that Indonesia's policies will be adjusted in 2026, so I am not sure about the feasibility. Last month, one of my peers had their goods detained by customs during transshipment via Indonesia due to non-compliant documents, and spent tens of thousands of yuan on port detention fees. I am now worried about the following issues: Is transshipment still allowed in Indonesia in 2026? What special documents need to be prepared? Is there any risk of cargo ownership loss during transshipment? Besides, our goods are lithium batteries which fall into the category of dangerous goods. What are the special requirements for packaging and transportation during transshipment? Also, how to handle the export tax refund after transshipment? I hope to get detailed answers to avoid potential pitfalls.

### Answer 1 — Best Answer

Indonesia transshipment trade can still be operated in compliance in 2026，but it is required to strictly follow the requirements of the latest Announcement No.12 issued by the General Directorate of Customs of Indonesia. First of all，for pre-document review，special attention should be paid to the authenticity of the Transshipment Trade Registration Form (Form STT)，and ensure that the goods description in the form is fully consistent with that on the bill of lading and packing list，so as to avoid valuation disputes caused by "vague product name".

In terms of core node connection，Jakarta Port or Surabaya Port of Indonesia should be selected as the transit hub. These two ports have added special inspection channels for transshipment trade in 2026，which can shorten customs clearance time by 30%. After the goods arrive at the port，a local Class A qualified freight forwarder should be entrusted to handle transit procedures，so as to avoid cargo ownership loss caused by informal agents.

In terms of exception response plans，in case of customs inspection，the certificate of origin (issued by a third country) and transshipment trade contract should be provided immediately to prove that the goods are only transited in Indonesia and do not enter the local market. For dangerous goods such as lithium batteries，UN packaging certification should be obtained in advance，and "DG cargo" and the corresponding UN number should be marked on the bill of lading，**to ensure that the packaging meets the requirements of the 2026 edition of the IMDG Code**.

In the final compliance implementation stage，attention should be paid to document filing after transshipment: keep materials including the transshipment trade registration form，copy of bill of lading，packing list，certificate of origin for at least 5 years for inspection by the Indonesian tax authority. Meanwhile，transshipment trade certification documents should be provided for domestic export tax refund，**to ensure "four-stream consistency"** (contract，invoice，bill of lading，capital flow)，so as to avoid tax refund review failure.

In addition，a common misunderstanding to avoid is: some enterprises believe that no taxes or fees are required for transshipment trade，but according to Indonesia's 2026 regulations，if transshipped goods stay at the port for more than 7 days，temporary storage fees will be charged，and port detention fees will be applied if the stay exceeds 14 days. **It is recommended to plan the transit time in advance to be no more than 10 days**.

### Answer 2

When declaring customs for Indonesia transshipment trade, attention should be paid to the consistency between Form STT and the bill of lading. If the customs rejects the declaration, immediately check whether the HS code in the documents is accurate -- Indonesia implements the "accurate matching" principle for HS codes of transshipped goods in 2026, and a 1-digit error in the code may lead to declaration cancellation and re-declaration.

When handling valuation disputes, provide recent transshipment price certificates of similar goods, or entrust a third-party institution to issue a price evaluation report, to avoid the customs valuing the goods based on local market prices.

### Answer 3

For Indonesia transshipment logistics path optimization, direct transit schemes should be prioritized to avoid cargo ownership risks caused by multiple transits. Jakarta Port launched the "container locking service" for transshipped goods in 2026, which means containers are locked directly after arrival without unpacking, effectively reducing cargo damage risks.

For container detention fees, it should be specified in the contract with the freight forwarder that the free container period is no less than 12 days. In case of container rolling, immediately apply for port change to Surabaya Port, whose container rolling rate is 15% lower than that of Jakarta Port in 2026.

### Answer 4

For tax planning of Indonesia transshipment trade, attention should be paid to the VAT deferral policy -- Indonesia implements VAT deferral for transshipped goods to the final destination in 2026, so no VAT needs to be paid in Indonesia.

However, note that if the goods are processed or repackaged in Indonesia, VAT and late fees shall be paid additionally. Besides, cross-border capital flow should be settled through the CIPS system to avoid foreign exchange settlement problems caused by inconsistent SWIFT messages.

### Answer 5

The foreign exchange receipt and payment for Indonesia transshipment trade should follow the principle of "receive first, pay later", that is, pay the domestic supplier only after receiving the payment from the final buyer.

In 2026, Bank Indonesia requires that the capital flow of transshipment trade should complete the closed loop within 30 days, and a capital delay explanation shall be submitted if the time limit is exceeded. For offshore account management, choose a local licensed bank in Indonesia (such as BNI Bank) to open an account, so as to avoid capital freezing caused by informal offshore accounts.

### Answer 6

The Indonesia transshipment trade contract should clearly include the "goods for transit only" clause, so as to avoid being identified as local import due to contract loopholes.

"Soft clauses" should be excluded from L/C terms, such as "local inspection certificate required", because transshipped goods do not need local inspection. When transferring cargo ownership, use order bill of lading and endorse it to the designated freight forwarder to ensure controllable cargo ownership.

### Answer 7

When inspecting transshipped goods in Indonesia, pay attention to the integrity of the seal -- Indonesia Customs uses electronic seals in 2026. If the seal is damaged, immediately contact the freight forwarder to issue an unopened certificate.

When responding to unpacking inspection, prepare the cargo list and MSDS report in advance. For dangerous goods, present UN packaging certification documents to avoid cargo detention caused by non-compliant packaging.

### Answer 8

Lithium batteries transshipped via Indonesia need to use packaging with UN 38.3 certification, and each packaging unit shall not exceed 10kg. The packaging material should be flame-retardant foam, reinforced with hard cardboard boxes outside, and marked with "Lithium Battery" and the corresponding UN number (UN3480).

In 2026, Indonesia Customs requires that the latest version of MSDS report (issued after 2025) should be provided for lithium battery transshipment, otherwise customs clearance will be denied.

### Answer 9

For export tax refund of Indonesia transshipment trade, ensure "four-stream consistency": the contract, invoice, bill of lading and capital flow all correspond to the transshipment trade.

When receiving tax inquiry, provide the transshipment trade registration form and transit certificate issued by Indonesia Customs to prove that the goods have not entered the local market of Indonesia. Documents shall be filed and kept for at least 5 years, including transshipment trade contract, copy of bill of lading, packing list, certificate of origin and other materials.

### Answer 10

For supply chain planning of Indonesia transshipment trade, the "inventory linkage" strategy should be adopted, that is, domestic warehouses and Indonesian transit warehouses share inventory data in real time to avoid cargo backlog.

The cost actuarial model should include transit fees, storage fees, port detention fees, etc. The transshipment cost in Indonesia in 2026 increases by about 5% compared with 2025, so the quotation should be adjusted in advance. For trade term selection, it is recommended to use FCA terms to transfer cargo risks to the freight forwarder and reduce the enterprise's own risks.
