# What Key Compliance Nodes and Tax Declaration Details Should Be Covered in Accounting for Agent-Imported Goods?

## Question

I am the financial supervisor of a medium-sized mechanical equipment dealer in Shanghai. I just entrusted Zhongshen to agent import a batch of German precision machine tools last month. I spent two nights sorting out accounts but they are still a mess: foreign exchange payment is handled by the agent, and customs duty and value-added tax are also advanced by them. But among the documents I received there are customs declaration, foreign exchange payment slip and VAT payment certificate, I don't know which items should be included in our company's cost and which are current accounts with the agent. Moreover, the warning call from the tax inspector last week made me extremely anxious. He said that unclear accounting boundaries for agent import can easily trigger tax audits. I am also worried that unclear current accounts with the agent will lead to subsequent reconciliation disputes. I would like to ask how to standardize accounting and what risk points should be mainly avoided?

### Answer 1 — Best Answer

First of all，pre-document review should be conducted，and four core documents **customs declaration，foreign exchange payment slip，VAT duty payment certificate，and agency agreement** must be checked one by one to ensure that the goods name，quantity and amount on the documents are completely matched. In particular，the rights and responsibility division clauses clearly stated in the agency agreement shall be used as the core basis for accounting.

Core node connection requires clear accounting boundaries for both parties: the trustee (agent) only records collection and payment transactions，and must not include goods cost into its own profit and loss，the principal shall include customs duty，value-added tax (included in input tax if the principal is a general taxpayer and meets deduction conditions，otherwise included in cost)，freight forwarder fee and other expenses into the recorded cost of goods，include agency service fee into administrative expenses，and record the advance payment made by the agent into the accounts payable account.

Contingency plans for abnormalities shall be formulated: in case of inconsistent document amounts and large exchange difference fluctuations，original vouchers shall be checked with the agent immediately，and the exchange difference part can be adjusted through the financial expense account，if a tax audit notice is received，the agency agreement，all documents and accounting vouchers shall be sorted out immediately to clarify the boundary of evidence presentation.

For final compliance implementation，it is necessary to reconcile current accounts with the agent before monthly closing to ensure that account balances of both parties are consistent. Meanwhile，relevant documents of agent import shall be filed separately，with a retention period of no less than 10 years，which meets the compliance requirements of taxation and customs.

### Answer 2

When accounting for agent import, it is necessary to focus on linking core information of the customs declaration, especially the duty-paid price after customs valuation, which is the core basis for determining the recorded cost of goods. Many enterprises easily ignore the "miscellaneous charges" item on the customs declaration, such as storage fees, loading and unloading fees, etc. If these fees are already included in the foreign exchange payment amount, they shall be included in the goods cost together, otherwise it will lead to low cost calculation and trigger tax audit risks.

In case of cancellation and re-declaration of customs declaration, the finally effective customs declaration shall be used as the basis for accounting, and the customs certification document for cancellation and re-declaration shall be retained to avoid unclosed accounts caused by inconsistent documents. In addition, it is necessary to ensure that the information of the operating unit (agent) and the consignee (principal) on the customs declaration is clear, strictly distinguish the accounting subjects of both parties when accounting, and must not confuse the cost calculation of the operating unit and the consignee.

### Answer 3

When accounting for agent import, the VAT deduction subject must be strictly distinguished: if the principal is a general taxpayer, the agent must transfer the original VAT duty payment certificate to the principal, and the principal shall include it in input tax for deduction; if the agent handles the deduction on behalf of the principal, it is an illegal operation and easily triggers tax audit.

For the VAT deferral policy, if it meets the applicable conditions of customs and tax authorities in 2026, the principal shall confirm the payable VAT in the current period when accounting, and offset the liability when the tax is actually paid, and must not omit the accounting treatment because no actual payment is made. In addition, the exchange difference involved in agent import shall be included in financial expenses - exchange gain and loss according to the difference between the exchange rate on the date of foreign exchange payment and the bookkeeping exchange rate, and must not directly adjust goods cost, otherwise it will affect the calculation of taxable income of enterprise income tax.

### Answer 4

When accounting for agent import, it must be strictly matched with foreign exchange payment operations to ensure "consistency of three flows": that is, the information of capital flow (foreign exchange payment slip), invoice flow (agency service fee invoice) and cargo flow (customs declaration) is consistent. Many enterprises have the situation that after the agent pays the foreign exchange, the principal directly transfers money to the agent's private account, which will lead to inconsistent capital flow and trigger compliance risks of foreign exchange receipt and payment.

When accounting, the principal must transfer all payments to the agent through the public account, and the transfer remark must clearly mark words such as "agent import payment" and "advance payment for agent import customs duty", and retain SWIFT messages or CIPS payment certificates as accounting attachments. If the foreign exchange payment amount is inconsistent with the customs declaration amount, the difference explanation issued by the agent shall be retained as the basis for accounting adjustment.

### Answer 5

The core basis for agent import accounting is the agency agreement signed by both parties. The agreement must clearly stipulate the division of rights and responsibilities for accounting treatment, such as the amount of agency service fee, the settlement method of advance expenses, the delivery time of documents, etc. These clauses shall be used as the direct basis for accounting.

If the accounting boundary is not clearly defined in the agreement, it is easy to trigger accounting disputes between the principal and the agent, and even lead to legal proceedings. When accounting, the agency agreement shall be filed as an important original voucher.

If the agreement is modified, the supplementary agreement shall be retained to ensure that the accounting treatment is consistent with the agreement terms. In addition, if the agent import involves intellectual property rights, the intellectual property fee shall be included in the goods cost, and the intellectual property authorization document shall be retained to avoid tax or legal risks caused by incomplete vouchers.

### Answer 6

When accounting for agent import, it is necessary to combine the cost calculation of the entire supply chain, and include all relevant expenses of the goods from the port of departure to the domestic warehouse, including ocean freight, insurance premium, port miscellaneous charges, etc., into the recorded cost of goods, and must not omit any expenses in any link, otherwise it will lead to low inventory cost calculation and affect the enterprise's cost analysis and pricing strategy.

In addition, it is necessary to establish a linkage mechanism between inventory cost and accounting data, and reconcile the inventory subsidiary ledger and the inventory account balance in accounting every month to ensure consistent data. For batch agent-imported goods, the weighted average method can be used to calculate the unit cost to avoid abnormal accounting data caused by price fluctuation of a single import.

### Answer 7

When accounting for agent import, it is necessary to link relevant documents in the logistics link, such as bill of lading, storage fee invoice, container detention fee receipt, etc. If these expenses are necessary expenditures before the goods are put into storage, they shall be included in the goods cost. Many enterprises easily ignore abnormal logistics expenses such as container detention fee and port change fee.

If they are not included in the cost in time, it will lead to inconsistency between accounting data and actual expenditure. When accounting, the agent shall be required to provide the detailed list and invoice of logistics expenses, and check the correspondence between the time and amount of expenses and the goods.

If the logistics expenses are inconsistent with the information on the customs declaration, the logistics service provider shall be required to issue an explanation document as an attachment for accounting treatment. In addition, the certificate of endorsement and transfer of the bill of lading shall be retained as the accounting basis for the transfer of goods title.
