# At what value of exported goods is it mandatory to fulfill customs declaration obligations?

## Question

 I am the head of a small and micro enterprise in Shanghai engaged in both general trade and cross-border e-commerce, and I have been too anxious to sleep recently. Last week I dispatched two batches of goods: one batch was samples for a South Korean client, valued at approximately RMB 1,300, shipped via international express without customs declaration; the other batch was cross-border e-commerce parcels with a total value of RMB 7,800, and the freight forwarder said declaration was unnecessary. But yesterday I heard that a peer was detained by customs for failing to declare small shipments, was not only fined but also added to the credit warning list, and all subsequent shipments are subject to priority inspection. Now I have three batches of goods pending shipment: samples worth RMB 800, e-commerce parcels worth RMB 6,500, and general trade bulk cargo worth RMB 12,000. Exactly how high does the export value have to be to require mandatory customs declaration? Are the thresholds the same for different modes?
