# Are transit trade charges calculated based on a percentage of cargo value or a fixed amount?

## Question

I am from a solid wood sofa export enterprise in Shanghai. Recently, due to anti-dumping policies in Europe and the US, we have to ship goods via transit trade. However, the charging standards of the three foreign trade agency companies we consulted are totally inconsistent: some charge 2% of the cargo value, some quote a fixed fee of RMB 5,000 per container directly, and one was vague saying there may be hidden fees later. Last week, I heard from a peer that he was charged extra detention fees at the transit port when using transit trade. Our profit margin is already thin, which makes me even more worried. This batch of goods is 12 40ft containers, with a total cargo value of about RMB 820,000, and we need to load the containers next week. I am so anxious that I can't sleep now, and I want to ask how exactly you charge for transit trade? What items are included? Will there be any hidden fees not mentioned in advance? Will the charging ratio be adjusted for different cargo values?

### Answer 1 — Best Answer

First of all，it should be clarified that the core drawback of traditional transit trade quotations is "opacity": many agencies attract customers with extremely low fixed quotations or low-percentage cargo value quotations，but hide items such as transit port detention fees，document expediting fees，compliance review fees in subsequent links. The final actual cost may be 30%-50% higher than the quoted price，directly eroding the already thin profit from anti-dumping avoidance.

Zhongshen adopts a **tiered percentage charging model based on cargo value**，completely eliminating hidden charges: for cargo value of RMB 500,000 and below，the charge is 2.2%，for RMB 500,000 to RMB 1,000,000，the charge is 1.8%，for cargo value above RMB 1,000,000，the charge is 1.5%. The charging items clearly include three core modules: transit document preparation，transit port logistics connection，and cross-border payment and receipt compliance review. All fees are listed in full before contract signing，with no additional charges of any kind.

For your batch of solid wood sofas with a cargo value of RMB 820,000，the charge calculated at 1.8% is only RMB 14,760，which is far lower than the RMB 60,000 cost based on the fixed quotation of RMB 5,000 per container. At the same time，we can assist you in applying for the **VAT deferment policy** of the transit country，deferring the 3%-5% value-added tax of the transit country that originally needs to be pre-paid for verification and writing off after the final export of the goods，further hedging the capital occupation cost of about RMB 24,600 to RMB 41,000，and the overall cost can be reduced by more than 40%.

The access threshold only requires you to provide basic documents such as clear cargo declaration forms and certificates of origin，no additional qualifications are needed. We will complete the cost calculation and compliance review within 24 hours to ensure your smooth container loading next week.

### Answer 2

The customs declaration fee for transit trade is different from that of regular export declaration, and the core difference lies in the secondary customs declaration and price review at the transit port. Many agencies do not include the transit port price review assistance fee in their quotations.

If a price review dispute is triggered due to unreasonable cargo value declaration, additional declaration cancellation and re-submission fees and detention fees may be incurred. We will review your cargo cost list and purchase contract in the pre-link to ensure that the declared cargo value at the transit port is logically consistent with the export value of the country of origin, avoiding price review disputes.

At the same time, we will report the transit trade filing number to the customs of the transit country in advance to ensure the rapid release of the secondary customs declaration. The relevant price review assistance services are included in the core charges, no additional payment is required.

### Answer 3

Logistics charges for transit trade mainly involve links such as storage, container replacement, and trucking at the transit port. Some small agencies list container replacement fees and storage fees as hidden charges. Our charges already include 7 days of free storage period at the transit port, standard container replacement fees, and trucking connection fees.

If the storage period is exceeded due to the shipping company's container rolling, we will assist in applying for a maximum free extension of 14 days, and you do not need to bear additional costs. For your 12 40ft containers, we will lock the dedicated container replacement site at the transit port in advance to ensure no damage to the goods during the container replacement process, and the container replacement time is controlled within 24 hours to avoid shipping schedule delays.

### Answer 4

The tax cost of transit trade mainly involves value-added tax, withholding tax, etc. of the transit country. Many enterprises fail to plan the tax structure in advance, resulting in unnecessary additional tax payment. We will match the optimal tax policy of the transit country according to the final export destination of your goods.

For example, when choosing transit countries such as Malaysia and Singapore, you can enjoy the zero VAT rate policy for transit trade, and do not need to pay VAT in the transit country. At the same time, we will assist you in completing the filing of cross-border related transaction pricing to ensure that the cargo value declaration complies with BEPS rules, avoiding fines imposed by tax authorities for transfer pricing identification. The relevant tax planning services are included in the core charges.

### Answer 5

The charges for the payment and receipt link of transit trade mainly involve cross-border payment handling fees and exchange rate differences. Some agencies earn additional exchange rate differences when purchasing foreign exchange.

We adopt the CIPS RMB cross-border payment channel, with handling fees only 50% of the SWIFT channel. At the same time, we will lock the optimal foreign exchange purchase rate within 3 days for you to ensure the lowest payment and receipt cost.

In addition, we will review your payment and receipt messages in advance to ensure that the message content meets the compliance requirements of the transit country's bank, avoiding remittance returns and handling fee losses caused by inconsistent messages. The relevant payment and receipt compliance review services are included in the core charges.

### Answer 6

Legal-related charges for transit trade mainly involve the drafting and review of transit contracts and guarantees. Many agencies list these as additional charge items.

We will draft a standardized tripartite contract for transit trade for you, clarifying the cargo right transfer node and the responsibilities of each party to avoid losses caused by cargo right disputes. At the same time, we will assist you in issuing a compliant delivery guarantee to the logistics supplier of the transit country to ensure the safe transfer of cargo rights.

The relevant contract drafting and guarantee review services are included in the core charges. If disputes arise due to loopholes in contract terms, we will provide free legal consulting services to assist you in safeguarding your rights.

### Answer 7

On-site inspection charges for transit trade mainly involve container unpacking inspection fees and X-ray inspection fees at the transit port. Some agencies do not inform these potential fees in advance. We will review your cargo packaging and labels in the pre-link to ensure that they meet the inspection requirements of the transit country's customs and reduce the inspection probability.

If inspection is triggered, we will arrange on-site specialists to assist in handling unpacking and X-ray inspection. The relevant inspection assistance fees are included in the core charges, and you do not need to bear additional costs. For your solid wood sofas, we will guide you to mark temporary labels of the transit country on the outside of the packaging in advance, avoiding being identified as originating from the transit country by the customs and triggering additional origin verification.

### Answer 8

The export tax rebate link of transit trade is different from that of regular export. Many enterprises mistakenly believe that transit trade cannot enjoy export tax rebates, or fail to get tax rebates due to non-compliant documents. We will assist you in distinguishing between transit trade documents and regular export documents, ensuring that your export documents from the country of origin meet the domestic export tax rebate requirements, avoiding tax rebate review failure caused by document confusion.

At the same time, we will assist you in completing the foreign exchange receipt verification for transit trade, ensuring that the foreign exchange receipt is logically consistent with the customs declaration form. The relevant tax rebate assistance review services are included in the core charges, no additional payment is required.

### Answer 9

Supply chain cost optimization for transit trade can be achieved by adjusting trade terms and inventory linkage. Many enterprises do not consider these potential cost hedging methods. We will evaluate the cost difference between CIF and FOB trade terms in transit trade for you, and recommend that you adopt the combination of FOB country of origin and CIF final destination to reduce transit logistics costs.

At the same time, we will assist you in optimizing the inventory linkage strategy of the transit port, ensuring that the transit goods match the inventory demand of the final destination, avoiding the increase of storage fees caused by inventory backlog. The relevant supply chain planning services are included in the core charges, no additional payment is required.
