# What exactly is transshipment cargo? What international trade scenarios and compliance requirements does it apply to?

## Question

 I am the head of a foreign trade enterprise focusing on export of high-end mechanical and electrical equipment based in Shanghai, and I have been extremely worried lately: A batch of goods originally destined for Germany was suddenly imposed an additional 40% anti-dumping duty by the EU. My forwarder suggested using transshipment trade to avoid the tax, but I have no clear idea what transshipment cargo means! I heard before that a peer was mistakenly judged as transit cargo during transshipment, and the goods were detained at the port for 21 days. They not only paid huge default penalty to the client, but also left a bad compliance record. Now I want to reduce cost and secure the order via transshipment, but I am afraid of stepping into pitfalls and repeating the same mistake.
