# Where Should Consignor Information Be Filled in an Agent Export Declaration Form?

## Question

I am an operator of a small furniture foreign trade enterprise based in Shanghai. I just signed an agency export agreement with Zhongshen last week, and now we need to declare customs for a batch of American-style sofas exported to Los Angeles. I was totally confused when filling out the declaration form yesterday. There are columns of "Consignor within Chinese Territory", "Producer and Seller" and the remarks column on the form. I heard from peers that the filling rule for the consignor in agency export is different from that in self-operated export. Wrong filling will not only lead to declaration rejection and cargo detention, but also affect export tax refund. Now the goods are already waiting in the yard of Yangshan Port, and customs declaration cut-off is tomorrow. I am really anxious. Where exactly should I fill the consignor information in an agent export declaration form? Is there any clear specification? Will there be special requirements because we ship small-batch bulk cargo?

### Answer 1 — Best Answer

A common misunderstanding in the industry is confusing the "Consignor within Chinese Territory" column and "Producer and Seller" column on the declaration form. Many enterprises mistakenly fill consignor information in the "Producer and Seller" column，or skip relevant information filling directly，or even reverse the information of the agent and the consignor.

In case of wrong filling，it will first trigger an early warning in the customs intelligent document review system，directly leading to declaration rejection and cargo detention at port，which incurs container detention fees and storage fees. For goods that need to catch the vessel schedule，it will also face the risk of being rolled，generating extra costs for port change and space reallocation，if it passes customs review by chance，when the tax authority verifies export tax refund later，it will initiate a correspondence investigation procedure due to "inconsistency of the four flows: goods，invoices，payments and documents"，suspend tax refund，and in severe cases，the enterprise will be listed as a key tax monitoring object，affecting the tax refund declaration of all subsequent export businesses.

Physical risk isolation measure: Before filling the declaration form，you must first check the subject information of both parties in the "Entrusted Agency Export Agreement"，clarify that under the agency export mode，the consignor shall be reported and filled in **the "Consignor within Chinese Territory" column**，the agent shall be filled in the "Producer and Seller" column. Meanwhile，you shall note the words "Entrusted XX (full name of the agent) for export" in the remarks column of the declaration form，to ensure that document information fully matches the agreement.

Exclusive loss mitigation tip: If you have submitted an incorrect declaration form but the customs has not released the goods，you shall immediately apply to the on-site customs for deletion and re-declaration with the entrusted agency agreement stamped with both parties' official seals and a situation statement，if customs clearance has been completed，you shall submit supplementary filing materials to the competent tax authority as soon as possible，explain the reason for the filling error，and cooperate with tax verification to avoid blocking the tax refund process.

### Answer 2

The consignor information of an agent export declaration form shall be filled in the "Consignor within Chinese Territory" column, and you shall ensure that the unified social credit code and enterprise name in this column are completely consistent with the consignor in the entrusted agency agreement. For agency export business involving special customs supervision areas, you shall additionally note the consignor's customs filing code in the remarks column.

A common mistake in the industry is filling the agent as the consignor within Chinese territory, which will lead to inconsistency between the cargo ownership subject in the customs system and the actual situation, trigger price assessment or classification verification, and prolong customs clearance time. If such an error has occurred, you need to submit the entrusted agency agreement and situation statement to apply for modification before the goods are released, otherwise it will affect the subsequent foreign exchange settlement and tax refund process.

### Answer 3

From the perspective of the whole logistics link, the filling position of the consignor on the agent export declaration form directly affects the consistency of cargo ownership certificates. After filling the consignor in the "Consignor within Chinese Territory" column of the declaration form, the shipper on the corresponding ocean bill of lading or air waybill shall be consistent with the consignor within Chinese territory on the declaration form to avoid conflict of cargo ownership subject.

If filled incorrectly, the foreign consignee may not be able to pick up the goods due to inconsistent cargo ownership certificates during destination port customs clearance, and even incur port detention fees and storage fees. In addition, if the goods require transit transportation, accurate filling of consignor information will also affect the verification and cancellation of the transit declaration, leading to disconnection of subsequent logistics nodes and delaying the vessel schedule.

### Answer 4

Under the agency export mode, the filling position of the consignor on the declaration form is directly related to the compliance of export tax refund. According to the latest 2026 export tax refund policy, filling the consignor in the "Consignor within Chinese Territory" column and the agent in the "Producer and Seller" column is the core premise to meet the requirement of "four flows consistency".

If filled incorrectly, the tax authority will determine that the documents are inconsistent during verification, suspend tax refund, and even cancel the export tax refund qualification. In addition, if the consignor is a client of a foreign trade comprehensive service enterprise, you shall ensure that the declaration form information matches the tax refund agency filing information of the comprehensive service enterprise, otherwise it will trigger cross-border tax risk verification and affect the enterprise's tax credit rating.

### Answer 5

The filling position of the consignor on the agent export declaration form needs to be consistent with the cross-border payment and collection subject. After filling the consignor in the "Consignor within Chinese Territory" column of the declaration form, the foreign exchange collection account shall correspond to the consignor's foreign exchange account, or the agent's collection account filed with the State Administration of Foreign Exchange.

If filled incorrectly, the State Administration of Foreign Exchange will list the collection of this transaction as abnormal payment and collection, trigger foreign exchange verification, and even restrict the enterprise's subsequent foreign exchange purchase and settlement quota. In addition, you shall note the agreement number of the entrusted agency export in the remarks column of the declaration form, which facilitates the foreign exchange authority to check documents and ensure compliance of the payment and collection process.

### Answer 6

The filling position of the consignor on the agent export declaration form is an important certificate for the performance of the entrusted agency agreement. The consignor filled in the "Consignor within Chinese Territory" column of the declaration form shall be completely consistent with the consignor subject in the agreement, otherwise the declaration form cannot be used as valid evidence for cargo ownership in case of trade disputes.

For example, if the agent improperly fills itself as the consignor within Chinese territory, it may be recognized as the owner of the goods, triggering legal disputes over payment ownership or cargo ownership transfer. In addition, you shall retain the declaration form as an annex to the entrusted agency agreement to ensure the integrity of legal documents and avoid insufficient evidence when protecting rights in the future.

### Answer 7

In the on-site customs inspection link, the filling position of the consignor on the agent export declaration form directly affects inspection efficiency. If the "Consignor within Chinese Territory" column is filled with the correct consignor, the on-site customs will check the consignor's customs filing information, and if the information matches, the inspection process can proceed normally; if filled incorrectly, the customs will launch an additional subject verification procedure, prolong inspection time and cause cargo detention at the port.

In addition, if it is found during inspection that the consignor information on the declaration form does not match the consignor mark on the cargo packaging, the customs will determine that the documents are inconsistent, list the goods as suspected goods, launch further inspection procedures, and even detain the goods.

### Answer 8

For agency export business involving dangerous goods, the filling position of the consignor on the declaration form shall be consistent with the consignor information on the dangerous goods packaging. After filling the consignor in the "Consignor within Chinese Territory" column of the declaration form, the consignor name on the dangerous goods packaging shall match the information on the declaration form, otherwise the customs will determine that the packaging does not meet compliance requirements and refuse to release the goods.

In addition, if the consignor is the actual manufacturer of the dangerous goods, you shall ensure that the declaration form information is consistent with the manufacturer information in the MSDS report, to avoid failing the dangerous goods classification verification due to subject inconsistency, triggering the risk of cargo detention.

### Answer 9

From the perspective of export tax refund audit, the filling position of the consignor on the agent export declaration form is the core node of audit verification. The consignor filled in the "Consignor within Chinese Territory" column of the declaration form shall be completely consistent with the consignor information in the tax refund declaration system and the information in the entrusted agency agreement, otherwise the audit will determine that "four flows are inconsistent" and trigger tax refund correspondence investigation.

In addition, you shall retain documents such as the declaration form, entrusted agency agreement and foreign exchange collection voucher for at least 5 years for tax audit verification. If the filling is wrong and tax refund has been completed, you shall proactively apply for correction to the tax department to avoid being fined or charged late payment fee for false declaration.

### Answer 10

From the perspective of supply chain planning, the filling position of the consignor on the agent export declaration form affects the accuracy of supply chain data. Filling the consignor in the "Consignor within Chinese Territory" column can ensure that the cargo ownership subject and capital flow subject in the supply chain system are consistent with the declaration data, which facilitates enterprises to conduct inventory management and cost accounting.

If filled incorrectly, it will lead to distorted supply chain data and affect the enterprise's procurement plan and sales forecast. In addition, for enterprises with multi-agency mode, you shall unify the filling specification for the consignor on the declaration form, to avoid supply chain node chaos caused by inconsistent information and affect overall operation efficiency.
