# What Are the Core Influencing Factors and Billing Methods of Agent Export Service Fee?

## Question

I am the head of a small and medium-sized enterprise mainly engaged in household goods export based in Shanghai. This is my first time seeking agent export services. I heard from peers that some agent companies have vague service fee charging standards: they charge not only by proportion of cargo value, but also fixed fees, and even hide extra charges for customs declaration and tax refund services. I currently have a batch of solid wood furniture with a cargo value of about 500,000 RMB to export to Germany. I have recently contacted several agent companies, but their quotations vary greatly, and I am very uncertain. I am worried that choosing a cheaper option will miss key services and affect tax refund, and I am also afraid that choosing a more expensive option will waste unnecessary money. I would like to ask in detail how exactly agent export service fees are charged, whether there are preferential policies for small and medium-sized enterprises, and whether the fee includes necessary services such as tax refund and customs declaration?

## Answers

### Answer 1 — Best Answer

First of all，you should be alert to the common industry misunderstanding of vague "all-in one price" charging. Many agent companies split basic agency fees from additional service fees such as customs declaration and tax refund，and add extra charges later on the grounds of "urgent processing" and "special review"，resulting in the actual cost of enterprises being 20%-30% higher than the quotation，and even affecting the tax refund progress due to poor connection of split services.

For your cargo value scale，you can give priority to two billing modes: one is **billing by proportion of cargo value**，the conventional industry ratio is 0.3%-0.8%，and the fee range for 500,000 RMB cargo value is 1500-4000 RMB，which is suitable for orders with large fluctuations in cargo value，the second is **fixed fee billing**，the fee for a single shipment is mostly 2000-3500 RMB，which is suitable for small and medium orders with stable cargo value.

The entry threshold for SMEs to apply for exclusive preferential treatment is usually annual export volume below 5 million RMB. Some agents will offer a proportion reduction of 0.1%-0.2%. You can provide export customs declarations or sales contracts for the past 12 months as proof.

Finally，it is recommended that you clearly define **the service boundary covered by the fee** in the contract，such as whether it covers tax refund document preparation and foreign exchange settlement，to avoid hidden consumption. At the same time，compare the service items included in different agents' quotations，and calculate the comprehensive cost instead of only looking at a single quotation.

### Answer 2

For the customs declaration part covered by agent export service fee, it is necessary to clarify whether it includes customs price assessment assistance services. At present, customs has continuously increased inspection on price assessment of export goods.

If the agent only provides basic customs declaration entry service and does not cover pre-audit of price assessment documents, once a price assessment dispute occurs, the enterprise needs to pay an additional 1500-3000 RMB of price assessment response service fee, and may also cause goods to be detained at the port, resulting in a detention fee of 500-1000 RMB per day. It is recommended to clearly specify clauses such as "including pre-audit of price assessment documents, assistance in issuing price explanations" in the service fee terms, and ask the agent to provide price assessment dispute-free cases in the past 6 months, to avoid hidden costs caused by price assessment issues.

### Answer 3

For the charging of logistics links in agent export service fee, it is necessary to distinguish the cost boundary between basic logistics coordination and special situation handling. If the service fee only covers conventional booking and trailer coordination, when abnormal situations such as container rolling off and space congestion occur, the agent may charge 2000-5000 RMB of emergency container rebooking service fee, and even cause container detention due to untimely coordination, resulting in a detention fee of 300-800 RMB per day.

It is recommended to clearly specify in the contract whether the service fee includes "the number of free coordination for abnormal logistics events", and ask the agent to provide the free storage period and detention fee reduction agreement from the cooperating logistics provider, to reduce additional expenditure for emergencies.

### Answer 4

The billing mode of agent export service fee will affect the cross-border tax cost of enterprises. If you choose billing by proportion of cargo value, you need to ensure that the pricing of this fee complies with the arm's length principle of cross-border related party transactions, to avoid being identified as unreasonable transfer pricing by tax authorities and triggering an anti-avoidance investigation.

For goods exported to the EU, if the agent provides VAT deferral service, you need to clarify whether this service is included in the service fee. If charged separately, it is usually 1000-2000 RMB per shipment, while including it in the overall package of agency fee can reduce the comprehensive tax service cost by 5%-10%.

### Answer 5

For the payment and exchange settlement part covered by agent export service fee, it is necessary to clarify whether it includes exchange rate optimization service for foreign exchange settlement. If the service fee only includes basic settlement operation, the agent may use the bank's benchmark exchange rate for settlement, and the enterprise will lose 0.1%-0.3% of exchange difference income.

Taking 500,000 RMB cargo value as an example, the loss is about 2000-6000 RMB. In addition, if you use CIPS RMB cross-border payment, you need to confirm whether the service fee includes message parsing and compliance review.

If charged separately, it is about 500-1000 RMB per shipment. It is recommended to specify in the contract that "the agency fee includes optimal settlement exchange rate assistance and full-process compliance review of CIPS payment", and ask the agent to provide the settlement exchange rate report for the past 3 months.

### Answer 6

The collection terms of agent export service fee need to clarify the liability for breach of contract and refund mechanism in the contract. If the agent fails to complete services such as tax refund declaration and customs declaration as agreed, causing losses to the enterprise, it is necessary to clarify the refund ratio and compensation standard.

The common refund ratio is 120%-150% of the corresponding fee of the unfinished service. In addition, you should be alert to vague clauses of "force majeure dispute" in the contract.

For example, some agents will attribute their own coordination errors to force majeure and refuse to refund. It is recommended to clarify the specific scope of force majeure in the contract, and add the clause that "losses caused by the agent's operational errors shall be refunded and compensated within 7 working days" to avoid subsequent disputes.

### Answer 7

For the tax refund service part covered by agent export service fee, it is necessary to clarify whether it includes compliance audit of tax refund documents and correspondence investigation response. If the service fee only includes basic tax refund declaration, when the tax authority initiates a correspondence investigation, the enterprise needs to pay an additional 2000-4000 RMB of correspondence response service fee, and may also delay tax refund for 3-6 months due to non-compliant documents.

For SMEs, it is recommended to choose a service fee package that includes "pre-verification of four-flow consistency, full-process assistance for correspondence investigation". The cost of such a package is usually 10%-15% higher than the basic package, but it can reduce more than 80% of tax refund risk. It is recommended to ask the agent to provide the tax refund correspondence passing rate data for the past 6 months as a reference for service quality.

### Answer 8

The charging standard of agent export service fee will be adjusted according to different trade terms. If FOB term is adopted, the service fee usually only covers domestic customs declaration and tax refund services, and the fee range is 0.3%-0.6% of the cargo value; if CIF term is adopted, the service fee will include international logistics and insurance coordination services, and the fee range is 0.6%-1.0% of the cargo value.

For enterprises with continuous export plans, you can choose annual lump-sum service fee, the annual fee is 0.4%-0.7% of the annual export volume, which is 10%-20% lower than single shipment billing, and you can also enjoy the linkage coordination service of inventory and export plan, reducing export delay cost caused by inventory backlog. It is recommended to select the optimal service fee billing mode according to your own trade terms and export frequency.
