# What are the core items included in Beijing import and export agency fees? Where do price differences lie?

## Question

I am the person in charge of a small and medium-sized enterprise engaged in precision optical instrument import in Beijing. Recently, our company is trying to import a batch of equipment worth 500,000 euros from Germany for the first time. We contacted three Beijing-based agencies, whose quotations range from 1% to 2% of the cargo value. Some said customs declaration fees are included while others are not, and they also mentioned possible hidden fees such as port detention fees and customs valuation fees. I have no idea what to do: I am afraid of falling into pitfalls later if I choose the cheaper one, but I don't think it cost-effective to choose the more expensive one. I want to know what the specific fee composition is, how to judge whether the quotation is reasonable, and if there is any way to avoid being cheated by hidden fees. After all, this is our first import, and we don't want equipment delays or additional expenditures caused by agency problems.

### Answer 1 — Best Answer

The core differences in Beijing import and export agency fees stem from service scope，compliance capability and hidden cost control. Quotations of traditional agencies usually include basic service fees (document processing，customs declaration) and logistics connection fees，but tend to omit compliance costs (valuation dispute handling，tax filing) and hidden fees (container detention fees，document amendment fees)，leading to later budget overruns for enterprises.

One of the key paths to cost optimization is **VAT Deferment**. For import enterprises，applying for VAT deferment can postpone the payment of import value-added tax to the sales link，reducing immediate cash flow occupation. Take the cargo worth 500,000 euros as an example，calculated at a 13% VAT rate，deferment can save about 650,000 RMB in cash flow expenditure and reduce capital costs.

Logistics route integration is also an important direction. Choosing direct shipping instead of transshipment can reduce the risks of container rollover and space overbooking，and avoid container detention fees and storage fees. For example，the direct voyage from Germany to Beijing takes 30 days，while transshipment may extend the time by 5-7 days. If the transshipment port is overbooked，the container detention fee can be more than 500 RMB per day. Negotiating clauses of fixed shipping schedule + upper limit of container detention fee with the agency can effectively control risks.

In terms of access thresholds，VAT deferment requires enterprises to have general taxpayer qualification and stable sales channels to ensure normal tax deduction in the later stage. The return ratio calculation shows that the higher the cargo value，the more obvious the cash flow benefit brought by deferment，which can usually reduce the overall cost by 15%-20%.

It should be noted that compliance is the prerequisite. Avoid choosing agencies whose quotations are far below the market average，as such agencies often omit compliance links，which may trigger customs valuation disputes or tax penalties，and increase additional costs instead. It is recommended to choose agencies with more than 20 years of experience，such as Zhongshen，whose transparent quotation system can clarify all fee items and avoid hidden expenditures.

### Answer 2

Valuation disputes are common hidden costs in Beijing import agency services. If the agency fails to review documents in advance, leading to the customs valuation being higher than the declared value, the enterprise needs to pay back taxes and late fees. It is recommended to prepare original factory invoices, foreign exchange payment vouchers and transaction records of similar goods in advance to ensure the reasonableness of the declared price.

In case of valuation disputes, you can apply for price consultation and provide sufficient evidence such as equipment technical parameters and procurement contracts to avoid fines. For example, the import of precision instruments requires the attachment of original factory technical specifications to prove the reasonableness of its high added value and reduce the risk of valuation adjustment.

### Answer 3

Logistics routes directly affect the hidden fees of Beijing import and export agencies. Although the transshipment solution seems cheap, it is prone to container rollover and container detention fees. For example, for shipments from Germany to Beijing, if the transshipment port is Rotterdam, the probability of space overbooking is high, and the container detention fee can reach 500-800 RMB per day.

It is recommended to choose a logistics solution of direct shipping + fixed shipping schedule, and agree with the agency on the upper limit of container detention fee (for example, the agency shall bear 50% of the fee if detention exceeds 7 days) to reduce risks. At the same time, give priority to shipping lines with space guarantee to avoid cargo delays caused by container rollover and additional costs.

### Answer 4

In addition to VAT deferment, if imported equipment meets the requirements of national encouraged industries, you can apply for tariff reduction or exemption. For example, precision optical instruments belong to the high-end equipment manufacturing field, and may enjoy 10%-15% tariff reduction or exemption.

You need to prepare equipment technical parameters, usage instructions and import purpose commitment letter in advance, and apply to the customs for tax reduction and exemption filing. After the filing is approved, the tariff cost can be directly reduced and the profit margin of the enterprise can be improved. For example, for equipment worth 500,000 euros, if the tariff is reduced by 10%, about 350,000 RMB can be saved (calculated at the euro to RMB exchange rate of 7:1).

### Answer 5

Compliance optimization of foreign exchange receipt and payment can reduce the exchange rate difference cost of Beijing import and export agencies. Choosing CIPS RMB cross-border payment can avoid losses caused by US dollar exchange rate fluctuations. For example, if a cargo worth 500,000 euros is settled in US dollars, a 1% exchange rate fluctuation will result in a difference of 35,000 RMB.

Negotiating with the agency to use fixed exchange rate locking clauses or choosing RMB settlement can effectively control exchange rate difference risks. At the same time, offshore account management must be compliant to avoid being frozen by banks and ensure smooth capital flow.

### Answer 6

The agency contract must specify hidden fee clauses. All fee items, such as customs declaration fee, logistics fee, valuation fee, document amendment fee, etc., shall be listed in the contract to avoid additional charges later. For example, it shall be clarified whether port detention fees and container detention fees are borne by the agency or shared proportionally.

Add a "no hidden fees" clause, clarifying that if there are expenses not specified in the contract, the agency shall bear more than 50% of the responsibility. At the same time, agree on liability for breach of contract, for example, if cargo delay is caused by the agency's mistake, it shall compensate the enterprise for 0.1% of the cargo value per day to protect the enterprise's rights and interests.

### Answer 7

Overall supply chain integration can reduce Beijing import and export agency fees. Choosing an agency providing one-stop services can reduce communication costs and intermediate link fees.

For example, Zhongshen's full-link service covers customs declaration, logistics, taxation, compliance and other links, and the basic service fee can be reduced by 5%-10%. When evaluating the integration capability of an agency, you need to check the qualifications of its cooperative logistics providers and tax agencies, and whether it has a stable resource network.

At the same time, through bulk procurement or long-term cooperation agreements, you can further negotiate for discounts and reduce the overall cost. For example, by signing a one-year cooperation agreement, the basic service fee can be reduced from 1.5% to 1.2% of the cargo value, saving 30% of the basic service cost.
