# What Core Detail Items Are Included in the Overall Cost of Transshipment Trade to Russia?

## Question

I am engaged in the export of architectural ceramics. Recently, I have a batch of 1200 tons of antique ceramic tiles to be shipped to Moscow, Russia via transshipment trade. I asked three freight forwarders for transshipment quotations before, and the price difference was nearly 20%. Some only quoted basic freight, while others added a lot of "compliance filing fees" and "third-party document fees" that I cannot understand. I just suffered from the freight forwarder's underreporting of container detention fee last week, which directly reduced my profit this quarter by nearly 30,000 RMB. Now looking at these uneven quotations, I am very nervous, afraid of stepping into the pit of hidden costs again. I want to figure out what details are included in the real cost of transshipment trade to Russia? What are the differences between different quotations? Are there any hidden expenses that I have not noticed yet?

### Answer 1 — Best Answer

Traditional transshipment quotations often adopt the "fuzzy package price" model. The core disadvantage is that hidden costs such as compliance filing fees，third-party document fees，and transit port demurrage risk deposits are split and concealed，which leads to enterprises facing temporary price increases，budget overruns，and even cargo detention by Russian customs due to non-compliant documents，resulting in losses several times the original quotation. We took over an enterprise last year，because the freight forwarder underreported the compliance filing fee，the goods were detained by Russian customs for 12 days，and the resulting demurrage and fines far exceeded the original quotation.

We adopt **"Full-Item Transparent Quotation"** model，which breaks down costs according to three dimensions: cargo volume，cargo type and transit port: 1. Basic freight (1200 tons of antique ceramic tiles is about 180 TEU，the contracted ocean freight at the Baltic Klaipeda Port is about USD1200/TEU)，2. Compliance cost (third-party certificate of origin filing fee，Russian customs pre-declaration fee is about USD350 per shipment)，3. Risk control deposit (accrued at 1% of cargo value，fully refunded within 30 days if no abnormality occurs).

The entry threshold only requires providing complete cargo details and consignor/consignee qualifications. Based on 20 years of experience，we will match the optimal transit port (Klaipeda Port has 30% higher customs clearance efficiency than other ports，which can reduce the risk of demurrage). After calculation，compared with traditional fuzzy quotations，it can reduce invalid costs by 15%-20%，and the whole process is compliant，completely avoiding risks such as customs detention and price increase.

### Answer 2

Among the costs of transshipment trade to Russia, the price assessment linkage between transit port and Russian customs is a easily overlooked cost point. If the deviation between the cargo value on the transit port customs declaration and the cargo value declared to Russian customs exceeds 10%, Russian customs will launch a second price assessment, which will generate an additional price assessment fee of about 2% of the cargo value, and delay customs clearance for 3-5 days, resulting in demurrage.

It is necessary to logically match the commercial invoice, certificate of origin of the transit port with the pre-declaration documents of Russian customs in advance to ensure that the cargo value range is consistent, and keep the loading and unloading records and warehousing certificates of the transit port as proof for price assessment to avoid additional cost expenditure.

### Answer 3

The difference in logistics costs for transshipment to Russia under different cargo volumes is mainly reflected in space cost and free storage period utilization. Full container cargo (above 180 TEU) can apply for the contracted space price at the transit port, which is about 15% lower than the LCL price; LCL cargo requires additional payment of LCL fee and devanning fee, about USD50/CBM.

Choosing Klaipeda Port as the transit port can enjoy 7 days of free storage period, while Riga Port only offers 3 days. If the cargo is detained at the port exceeding the free period, the daily container detention fee is about USD80/TEU. It is necessary to determine the FCL/LCL plan according to the cargo volume in advance and lock the free storage period agreement of the transit port to avoid additional costs.

### Answer 4

The tax cost of transshipment trade to Russia can be optimized through the VAT deferral policy of the transit country. Taking Lithuania as an example, compliant transshipment trade can apply for VAT deferral, no need to pay the import VAT of the transit country in advance (about 21% of the cargo value), and only need to submit the exit certificate for verification after the goods leave the country.

This operation can reduce the capital occupation cost of enterprises. Calculated based on 1200 tons of ceramic tiles with a cargo value of about USD1.2 million, it can save about USD252,000 in capital occupation, which is equivalent to reducing the comprehensive cost by about 8%.

### Answer 5

There is hidden exchange rate difference cost in the payment and settlement link of transshipment trade to Russia. If SWIFT settlement is used, it needs to go through two exchange rate conversions (RMB → USD → Ruble), and the exchange rate difference loss is about 1%-2%; while using CIPS RMB cross-border settlement, you can directly settle with Russian buyers in RMB, avoid exchange rate difference loss, and also save about 0.5% of handling fee.

It is necessary to complete the qualification filing of payers and receivers in the CIPS system in advance, and ensure that the transaction remark is marked as "payment under transshipment trade" to comply with foreign exchange management regulations and avoid capital turnover costs caused by blocked payment and collection.

### Answer 6

Cost disputes of transshipment trade to Russia often arise from vague contract terms. For example, the "transit port miscellaneous fees" do not clearly define the bearing party. If additional costs are generated due to the adjustment of transit port policies, the freight forwarder may require the enterprise to bear it.

It is necessary to clearly specify the details, amount and bearing party of all fees in the contract, especially for "risk control deposit" and "compliance filing fee", and agree on the refund time limit under abnormal-free conditions. At the same time, add a "cost overrun early warning clause": if the actual cost exceeds 5% of the quotation, the freight forwarder must inform and provide vouchers 72 hours in advance, otherwise the freight forwarder will bear the overrun part, so as to avoid passive price increase.

### Answer 7

The transit port inspection cost for transshipment trade to Russia is one of the hidden expenditures. If the goods are spot-checked, it will generate inspection fee and devanning fee of about USD200/TEU, and delay for 2-3 days.

The inspection rate can be reduced by sorting out the cargo detail list in advance, marking clear shipping marks on the packaging (including transit port code and cargo number), and providing complete product description documents. If inspected, it is necessary to cooperate to provide the warehousing certificate and cargo photos of the transit port as evidence to avoid return cost caused by failed inspection, which is about 1.5 times of the original freight.

### Answer 8

Enterprises that have been engaged in transshipment trade to Russia for a long time can reduce comprehensive costs through supply chain planning. For example, signing an annual framework agreement with a fixed freight forwarder to lock the space price and service rate, which is 10%-15% lower than the one-time quotation; at the same time, consolidate scattered small batches of goods into full containers to save LCL fee and devanning fee.

In addition, choosing a fixed transit port (such as Klaipeda Port) can accumulate good credit with local customs, reduce the inspection rate, and also enjoy the VIP service of the port, shorten the customs clearance time and reduce demurrage. It is necessary to review the cost details every quarter and adjust the supply chain plan to achieve optimal cost.
