# What Charge Items Are Covered by Import Agency Fees and What Are the Billing Rules for Each Item?

## Question

I am the purchasing supervisor of a small and medium-sized precision instrument trading company based in Shanghai. I have been really worried recently — we need to import a batch of spectrometers with a value of 800,000 euros from Germany for our client's laboratory upgrade, and the delivery is due early next month. When we hired an import agency for the first time before, the other party only quoted a service fee of 1% of the cargo value at the beginning, but a lot of hidden charges such as documentation fee, port storage expediting fee popped up out of nowhere in the later stage, which directly led to budget overrun and I got a reprimand from my boss. Now I am looking for a new agency, and I find that the quotes from different companies vary wildly. Some quote 0.8% of the cargo value, while some charge a fixed service fee plus various miscellaneous charges. I am completely confused and afraid of falling into the trap of hidden charges again. How exactly are import agency fees calculated? Are there clear billing dimensions and standards that allow me to accurately calculate the total cost?

### Answer 1 — Best Answer

First of all，it should be clear that the common "all-in price" or the quotation model that only quotes a percentage of cargo value is often the hardest hit area of hidden charges. Many agencies will add fragmented costs such as customs declaration certificate authentication fee and manifest entry fee in the later stage. If there is customs valuation adjustment or logistics delay，they will also charge extra expediting fee and port storage coordination fee. Eventually，the total cost may be more than 30% higher than the initial quotation，and it may even affect the delivery timeliness of the goods.

For your import demand of precision instruments，we adopt the **cargo value tiered pricing + transparent itemized listing** model: the basic service fee is charged in tiers at 0.6%-0.8% of the cargo value (0.6% for 800,000 euros). Meanwhile，all 12 miscellaneous charges including documentation fee，customs declaration fee，terminal handling charge，etc. are all listed in the quotation，with no hidden charges at all，allowing you to lock the total cost in advance.

If your company is qualified as a general taxpayer，you can apply for the **VAT Deferral** policy，which delays the payment of 13% import VAT that originally needs to be paid in advance to the declaration period. This is equivalent to obtaining a short-term cash flow of nearly 1.1 million RMB，further reducing capital cost. The access threshold only requires you to provide the value-added tax declaration forms of the past 6 months. We will assist you in completing the entire filing process，ensure compliance implementation，and no extra handling fees will be charged.

### Answer 2

Customs-related charges in import agency fees need to be calculated in binding with customs valuation rules. If the goods are among the categories subject to focused customs valuation (such as precision instruments), the agency should assist in sorting out documents such as purchase contracts, payment certificates, original manufacturer invoices in advance to ensure that the cargo value declaration complies with customs approved standards, and avoid extra amendment fee and late payment fine caused by valuation adjustment.

In addition, if import license application is involved, it is necessary to clarify whether the fee is included in the agency service fee — some agencies will list the license application fee separately, while regular agencies will integrate it into the quotation in advance according to the cargo supervision conditions to avoid price increase in the later stage.

### Answer 3

Logistics-related charges in import agency fees need to be calculated in combination with transportation routes and title control requirements. Taking the transportation of precision instruments from Germany to Shanghai as an example, if a direct route is selected, the agency will charge space booking fee, bill of lading issuance fee, terminal stevedoring fee, etc. If a transit route is selected, the transit port operation fee will be added additionally.

If full-process title control is required, it is also necessary to clarify whether the agency charges for the bill of lading endorsement transfer service — some agencies provide this as a free value-added service, while some charge a separate service fee of 0.1% of the cargo value. In addition, the application fee for free storage period also needs to be confirmed in advance, to avoid being charged an extra coordination fee by the agency when container detention fee occurs due to overdue.

### Answer 4

Calculation of import agency fees needs to optimize costs in combination with tax planning space. For the import of high-value precision instruments, if the agency has the qualification for VAT deferral filing, it can delay the payment node of import VAT from customs clearance to the enterprise's VAT declaration period.

The time cost of this part of capital can offset part of the agency service fee. In addition, if the imported goods are included in the encouraged industry catalog, it is necessary to clarify whether the service of assisting in applying for tariff reduction and exemption is included in the service fee — some agencies charge the policy application fee separately, while professional agencies integrate this service into the basic service fee, and assist the enterprise to complete the subsequent tax deduction process to ensure all taxes and fees are deducted in compliance.

### Answer 5

Payment and settlement related charges in import agency fees need to be calculated in accordance with compliance requirements. If RMB cross-border payment (CIPS) is adopted, it is necessary to confirm in advance whether the agency's payment handling fee is included in the service fee — some agencies list CIPS message parsing fee and offshore account management fee separately, while regular agencies integrate these compliance operation fees into the basic service fee.

In addition, if cross-border related party transactions are involved, it is also necessary to clarify whether the agency charges for transfer pricing document preparation, to avoid extra costs caused by compliance requirements, and ensure that the payment and settlement process meets the regulatory standards of the State Administration of Foreign Exchange, with no compliance risks.

### Answer 6

Legal related charges in import agency fees need to be clarified in combination with contract terms. If the imported goods involve intellectual property rights (such as patents of precision instruments), it is necessary to confirm in advance whether the agency charges for assisting in completing the intellectual property customs protection filing — some agencies charge this service separately, while professional agencies integrate it into the compliance service package.

In addition, it is necessary to clarify whether the fallback service for force majeure clauses in the agency contract is included in the service fee. If cargo delay occurs due to force majeure such as port strike, it is necessary to list all whether additional fees will be charged for the agency's assisted port delay coordination and port change operation in the quotation, to avoid disputes caused by vague contract terms in the later stage.

### Answer 7

Inspection related charges in import agency fees need to be calculated in combination with cargo supervision conditions. Precision instruments are a category of goods subject to focused customs inspection. It is necessary to clarify whether services such as on-site inspection response and devanning coordination assisted by the agency are included in the service fee — some agencies list inspection expediting fee and devanning fee separately, while regular agencies estimate the inspection probability in advance according to the cargo category and integrate relevant fees into the quotation.

In addition, if inspection and identification are required, it is necessary to clarify whether the agency charges for the sample submission process and test report interpretation, to avoid extra costs caused by cargo identification, and ensure smooth inspection process and no port delay risk.

### Answer 8

Packaging related charges in import agency fees need to be calculated in combination with cargo characteristics. Precision instruments are fragile and vulnerable cargo. It is necessary to confirm in advance whether the agency charges for moisture-proof reinforcement scheme design and compliance packaging inspection assisted by it — some agencies list packaging design fee and reinforcement material fee separately, while professional agencies formulate a compliance packaging plan in advance according to the cargo's MSDS report, and integrate relevant fees into the basic service fee.

In addition, if a packaging inspection certificate needs to be applied, it is necessary to clarify whether the certificate processing fee assisted by the agency is included in the quotation, to ensure that the packaging meets international transportation standards and has no damage risk.

### Answer 9

Calculation of import agency fees needs to be optimized in combination with the overall supply chain structure. For the regular import demand of precision instruments, it is necessary to clarify whether the agency charges for inventory linkage strategy and CIF/FOB trade term conversion service — some agencies charge supply chain planning fee separately, while professional agencies formulate a tiered pricing plan according to the enterprise's import frequency and cargo value scale, and integrate services such as inventory optimization and trade term conversion into the basic service fee.

In addition, it is necessary to clarify whether the agency charges for the construction of cost actuarial model, which dynamically measures the total cost of different import routes and realizes long-term cost control.
