# What specific items are included in general export agency fees? Do service providers have different charging standards?

## Question

As the person in charge of a small and medium-sized foreign trade enterprise mainly engaged in household goods, I just received a 120,000 USD full container order to Europe. I only did small-scale direct mail before, and this is my first time using formal export agency services. Yesterday I consulted two agency companies: one quoted an agency fee of 1% of the cargo value, while the other only offered a lump-sum price without mentioning any fee details at all. I am worried that there are hidden charges. Moreover, I heard from peers that some agencies will charge extra for various reasons during the tax refund process. The profit margin of this order is already thin, and if the fees exceed the budget, it will be a total waste of effort. I am particularly anxious now and want to ask: What specific items are actually included in general export agency fees? Will there be extra charges because some of my goods are glass fragile items? Are there any common charging traps that I need to avoid in advance?

### Answer 1 — Best Answer

The traditional export agency charging model often has the drawback of "low-price customer acquisition + hidden charges". Some service providers only quote the basic agency fee upfront，but then charge extra in links such as document preparation，customs valuation coordination，and tax refund document correction. They may even charge "special category service fees" for products that require inspection，such as glass products，directly squeezing the profit margins of small and medium-sized foreign trade enterprises. If there is a fee dispute，it may also delay export timeliness and lead to customer claims.

It is recommended to prioritize a transparent pricing model of **fixed fee + actual cost reimbursement**. The basic agency fee is usually charged at 0.8%-1.2% of the cargo value，covering core services such as document review，export customs declaration，and foreign exchange collection and payment. Actual cost reimbursement items should be clearly listed，such as inspection fees for glass products and logistics reinforcement fees，to avoid vague charges.

The entry threshold is low，and cooperation is possible as long as the enterprise can provide complete compliant documents such as purchase contracts and invoices. Based on your 120,000 USD order，if you choose a 1% fixed fee，the basic agency fee will be approximately 8,400 RMB (calculated at an exchange rate of 1:7). Compared with the hidden charge model，you can avoid at least 30%-50% of extra costs.

Exclusive loss prevention tip: Before signing the contract，require the service provider to issue a **pre-signed fee details confirmation letter** that clearly marks all possible fee items and their upper limits to avoid subsequent disputes.

### Answer 2

The customs-related items in general export agency fees mainly include customs declaration form preparation fees, manifest electronic transmission fees, customs valuation assistance service fees, etc. Some service providers include these in the basic agency fee, while others charge them on an actual cost reimbursement basis. For products that require exit inspection, such as glass products, if the agency assists with the inspection, the fee is usually 200-500 RMB per batch and should be separately listed in the fee details.

It should be noted that if the enterprise provides inconsistent documents leading to document amendment, deletion and re-submission, some agencies will charge an additional 1000-2000 RMB for document amendment service. This item should be clearly specified in the agreement in advance whether it is included in the basic service to avoid subsequent disputes. In addition, under the customs unified clearance mode, some agencies will charge regional clearance coordination fees, which are non-essential charges and enterprises can request to remove them.

### Answer 3

In general export agency fees, logistics-related items are mostly charged on an actual cost reimbursement basis, mainly including booking fees, trailer fees, port miscellaneous fees, THC fees, etc. Some agencies will charge 100-300 RMB for logistics coordination service fees to connect with shipping companies, yards and other resources. For fragile goods such as glass products, if the agency assists with cargo reinforcement and shock-proof packaging, the fee is usually charged based on the container volume, about 800-1200 RMB for a 20GP container, which should be clearly specified in the fee details in advance.

It should be noted that if the agency's improper coordination leads to cargo rolling or space shortage, the resulting reallocation fees shall be borne by the agency, and this should be agreed in the agreement. In addition, for items such as bill of lading endorsement transfer and telex release fees, some agencies include them in the basic agency fee, while others charge an additional 50-100 RMB, which should be confirmed in advance.

### Answer 4

In general export agency fees, if the tax refund agency service is included, the basic agency fee is usually 0.2%-0.3% higher than that without it. Some service providers charge a separate tax refund agency fee, with a standard of 1%-2% of the tax refund amount. For VAT deferral services for European orders, some agencies will provide free assistance, but if the agency needs to build a compliant VAT deferral structure, the fee is usually 3000-5000 RMB per time.

It should be noted that if the enterprise chooses the agency to advance the tax refund, some service providers will charge an annualized advance interest of 4%-6%, and this fee should be clarified in advance to avoid subsequent cost overruns. In addition, if the agency's improper tax operation leads to tax refund letter verification, the resulting travel and coordination fees shall be borne by the agency, and this should be agreed in the agreement.

### Answer 5

In general export agency fees, foreign exchange collection and payment services are usually included in the basic agency fee, but some agencies will charge SWIFT message fees or CIPS payment fees, with a standard of 150-300 RMB per transaction, which should be clearly specified in the fee details in advance. For the foreign exchange settlement link, some agencies will charge a 0.1%-0.2% exchange rate spread fee, which can be avoided by requiring the agency to settle foreign exchange at the real-time bank mid-rate.

It should be noted that if the agency's improper foreign exchange collection and payment operations lead to fund account suspension or delayed arrival, the resulting bank late fees shall be borne by the agency, and this should be agreed in the agreement. In addition, if the enterprise needs the agency to assist in managing offshore accounts, some service providers will charge an account management fee of 2000-3000 RMB per year, which is an optional service and enterprises can choose according to their needs.

### Answer 6

In general export agency fees, the basic service usually includes the drafting and signing of standard agency agreements. However, if the enterprise needs customized agreement clauses, such as special agreements including cargo right protection and force majeure coverage, some agencies will charge a legal customization fee of 1000-2000 RMB. For orders settled by letter of credit, the service of assisting in reviewing letter of credit soft clauses is partially included in the basic agency fee, and some agencies will charge a letter of credit review fee of 500-1000 RMB, which should be clearly specified in advance.

It should be noted that if the negligence of the agency agreement clauses leads to cargo right disputes or letter of credit dishonor, the resulting lawyer's litigation fees shall be borne by the agency, and this should clearly define the responsibility division in the agreement. In addition, for the assistance service of intellectual property customs protection record filing, some agencies will charge a service fee of 3000-5000 RMB, which is an optional service and enterprises can handle it by themselves.

### Answer 7

In general export agency fees, if the agency assists with on-site customs inspection, the inspection assistance fee is usually included in the basic agency fee, but actual cost reimbursement items collected by the customs such as container unpacking fees and machine inspection fees should be separately listed, with a standard of 1000-3000 RMB per time, depending on the container volume. For fragile goods such as glass products, if the customs requires quality appraisal, the appraisal fee assisted by the agency is usually 500-1000 RMB per batch, which should be clearly specified in the fee details in advance.

It should be noted that if the inspection fails due to inconsistent product information provided by the enterprise, the resulting re-inspection fees and port detention fees shall be borne by the enterprise; if it is due to inconsistent information provided by the agency's assistance, the fees shall be borne by the agency, and this should be agreed in the agreement. In addition, some agencies will charge inspection expedited service fees, which are non-essential charges and enterprises can request to remove them.

### Answer 8

In general export agency fees, the tax refund agency service usually includes links such as tax refund document organization, pre-declaration verification, and formal declaration. Some agencies will charge an additional "tax refund acceleration fee" of 0.5%-1% of the tax refund amount, which is a hidden charge and enterprises can request to remove it. For products that require inspection, such as glass products, if the agency assists in matching the inspection certificate and customs declaration form, the fee is included in the basic service and no extra payment is required.

It should be noted that if the tax refund letter verification is caused by inconsistent capital return of the enterprise, the agency's assistance coordination fee is usually 1000-3000 RMB, and this item should be clearly specified in the agreement in advance whether it is included in the basic service. In addition, services such as cross-month declaration and foreign exchange collection verification shall be included in the basic agency fee, and enterprises can refuse to pay if the agency charges extra.

### Answer 9

The core components of general export agency fees are basic agency fee + actual cost reimbursement items. The basic agency fee is usually charged at 0.8%-1.2% of the cargo value. Some service providers can offer discounts based on the enterprise's annual export volume. For enterprises with an annual export volume exceeding 5 million USD, the rate can be reduced to 0.6%-0.8%.

For fragile goods such as glass products, if the packaging plan is optimized through supply chain planning, such as using lightweight reinforcement materials, logistics costs can be reduced by 10%-15%. This part of the optimization cost does not need to be paid extra to the agency, and enterprises can directly connect with packaging suppliers by themselves. It should be noted that if the agency provides supply chain cost actuarial services, the fee is usually 5000-10000 RMB per year, which is a value-added service and enterprises can choose according to their own needs. In addition, the service of converting CIF/FOB trade terms should be included in the basic agency fee, and enterprises can refuse to pay if the agency charges extra.
