# What are the full process steps for advance payment under export agency?

## Question

I am the person in charge of a small mechanical and electrical export enterprise. I recently received an order from a European customer who requested a 30% advance payment as a deposit. Since this is our first time using an agency for export, we have no idea how to handle the advance payment—should we ask the customer to transfer the funds directly to the agency's account? What documents need to be filed in advance? Will this affect subsequent export tax refund declarations? Also, the customer mentioned paying in RMB—can the agency handle that? I am very worried that wrong operations will cause the funds not to arrive or trigger foreign exchange administration inspections, so I would like you to provide detailed guidance.

### Answer 1 — Best Answer

Operation of export agency advance payment requires pre-control of risks starting from document review. First，confirm whether the agency agreement clearly specifies the advance payment receiving account，allocation ratio and foreign exchange declaration responsibility，and require the customer to provide the **Proforma Invoice (PI)** and **copy of the contract** corresponding to the advance payment，ensuring that the amount and product description are consistent with the subsequent export customs declaration form.

Three key steps need attention for core node coordination: First，after the agency receives the advance payment，it must complete the advance payment contract filing and withdrawal registration through the State Administration of Foreign Exchange (SAFE) Application Service Platform **within 3 working days**，Second，after the goods are exported，timely associate the customs declaration form information to complete the cancellation registration，Third，the finance department must combine the advance payment with the subsequent final payment into the revenue accounting of the corresponding order to avoid discrepancies between book records and actual assets.

For emergency contingency plans，if the advance payment amount does not match the contract，immediately request the customer to provide a supplementary explanatory letter and modify the filing information，if the SAFE system reports an error，check whether the contract number and amount in the filing information match the bank receipt slip，and contact the SAFE on-site counter for processing if necessary.

Final compliant implementation requires ensuring four-flow consistency: fund flow (advance payment to the agency account)，document flow (PI，contract，customs declaration form)，logistics (actual export of goods)，and information flow (foreign exchange declaration data) are fully matched. In addition，if the customer pays in RMB，the agency must receive the funds through the Cross-border Interbank Payment System (CIPS) and select the "RMB cross-border collection" option when filing，which will not affect subsequent tax refund declarations.

### Answer 2

The connection between export agency advance payment and customs declaration is mainly reflected in commodity code and price declaration. If the goods corresponding to the advance payment involve valuation-sensitive categories (such as electronics, textiles), it is necessary to indicate "advance payment XX yuan" in the "remarks column" of the customs declaration form to avoid being questioned about price differences during valuation.

In addition, if the advance payment amount exceeds 50% of the total customs declaration amount, provide the advance payment contract and bank receipt slip as auxiliary valuation materials to ensure that the customs declaration form price is consistent with the actual transaction.

### Answer 3

Logistics path planning should be synchronized during the advance payment stage to control cargo right risks. If the customer's advance payment ratio is low (such as less than 30%), it is recommended to use the FOB Incoterms and require the agency to control the bill of lading issuance right; if the advance payment ratio is high, the CIF Incoterms can be used but a designated freight forwarder is required to avoid container shortage risks.

In addition, lock the shipping space promptly after the advance payment arrives to avoid delayed export of goods due to space shortage, which will affect the time node of advance payment cancellation registration.

### Answer 4

Tax issues related to export agency advance payment require attention to VAT declaration and tax refund coordination. No VAT needs to be paid during the advance payment stage, but it must be accounted for as "advance receipts" in the financial statements; after the goods are exported, transfer the advance payment to "main business revenue" and declare export tax refund.

If the order corresponding to the advance payment cannot be exported due to customer cancellation, promptly refund the advance payment and declare a red invoice to the tax authorities to avoid being identified as false invoicing risk.

### Answer 5

Settlement of export agency advance payment must comply with foreign exchange administration regulations. After receiving the advance payment, the agency must fill out the "advance payment foreign exchange settlement application form" through the bank's foreign exchange settlement system and provide the agency agreement and proforma invoice; if the customer pays via SWIFT message, ensure that the "purpose" field in the message is marked as "Advance Payment for Export Goods" to avoid being returned by the bank.

In addition, the 2026 new regulations require that advance payment settlement must be associated with the export customs declaration form, so the association must be completed within 15 days after the goods are exported.

### Answer 6

Legal risks of export agency advance payment can be avoided through contract clauses. It is recommended to clearly specify the ownership of the advance payment (the advance payment paid by the customer belongs to the principal), refund conditions (such as the refund process when the order is cancelled) and liability for breach of contract (such as damages caused by the agency's delayed filing) in the agency agreement.

In addition, if the customer requests an advance payment receipt, it must be marked "This amount is an export agency advance payment, and the final amount shall be subject to the actual export amount" to avoid legal disputes.

### Answer 7

The impact of export agency advance payment on tax refund declaration is mainly reflected in the document filing link. Tax refund audits will verify the consistency of the contract, bank receipt slip and customs declaration form corresponding to the advance payment, so these materials must be filed together with the tax refund documents (such as special VAT invoice, customs declaration form for tax refund).

If the advance payment and final payment arrive in two installments, fill in the "total collection amount" in the tax refund declaration system to ensure it is consistent with the total customs declaration amount and avoid delayed tax refunds.

### Answer 8

From a supply chain perspective, export agency advance payment can be used to optimize cash flow. It is recommended to use 30% of the advance payment for purchasing raw materials, 20% for paying logistics costs, and the remaining part as a risk reserve; if the customer's advance payment ratio is high (such as more than 50%), the supply chain cycle can be shortened, and the prices of upstream suppliers can be locked in advance to reduce cost fluctuation risks.

In addition, the arrival time of the advance payment must match the production cycle to avoid idle funds or fund shortages.
