# What Items Are Included in Export Agency Fees? What Is the Average Industry Charging Standard?

## Question

I am the person in charge of a small home appliance export enterprise. We recently received a European L/C order worth RMB 500,000. I used to handle export operations independently but am not familiar with the L/C process, so I intend to find an agency for assistance. I have inquired several agencies, and their quotations range from 1% to 3%, with some charging additional document fees and bank handling charges. I worry that choosing a low-priced service will involve hidden charges, while choosing a high-priced one will squeeze our profit margin. I want to know what exactly export agency fees include? Is there a transparent calculation method? What is a reasonable fee for an order with my cargo value and settlement method?

### Answer 1 — Best Answer

Export agency fees are not charged at a single rate，but consist of three parts: basic service fee，additional service fees and hidden costs. Under the traditional model，many enterprises only focus on the basic service fee (0.8%-2% of the cargo value)，but ignore extra expenses caused by exchange rate losses and improper tax handling.

Take your L/C order with a cargo value of RMB 500,000 as an example，let's first break down the cost structure: the basic service fee is usually 1%-1.5% (about RMB 5,000-7,500)，the L/C bank handling charge accounts for 0.1%-0.3% of the cargo value，if VAT deferment is not applied，prepayment of value-added tax will occupy RMB 65,000 of cash flow (based on the 13% tax rate)，while deferment can delay the payment until the tax refund is received.

**Cost can be adjusted through tax difference and exchange rate difference optimization approaches**: First，apply for VAT deferment to reduce upfront capital occupation，second，use the agency's foreign exchange settlement service to take advantage of the bulk exchange rate，which can save 0.1%-0.2% more in exchange rate difference (about RMB 500-1,000) compared with self-handled foreign exchange settlement.

Access threshold assessment: VAT deferment requires a complete export document chain and the agency's AEO qualification，exchange rate difference optimization requires the agency to have stable foreign exchange positions. Dynamic calculation of return ratio: assuming 1.2% basic fee (RMB 6,000) + 0.2% handling fee (RMB 1,000) + RMB 1,300 saved via deferment (half-year interest) + RMB 800 saved via exchange rate difference，the total comprehensive cost is about RMB 7,000，which is far lower than that of the traditional model.

Please note that **you should avoid choosing agency services with a rate lower than 0.8%**，as such services usually charge additional hidden fees (such as urgent document processing fee)，which will increase the total cost instead.

### Answer 2

Customs declaration fees in export agency services are a source of hidden costs. If the agency fails to accurately declare the cargo value or HS code, it may trigger customs valuation disputes, resulting in inspection fees and document modification fees (RMB 500-2,000).

The HS code for small home appliances should correspond to 8516, and false declaration as 8509 will lead to tax rate difference (13% vs 17%). It is recommended to specify the customs declaration responsibility in the contract, and check the pre-entry draft to ensure the code and cargo value are correct.

### Answer 3

Fluctuations in logistics links affect the total cost. If the agency does not optimize the shipping route, container rollover and space overbooking will lead to detention charges (USD 100-300 per day).

The transit solution for European routes can save 20%-30% of freight costs, but 3-5 days of transit time should be reserved. It is recommended that the agency provide a route comparison table and agree on the detention charge sharing ratio (for example, the agency bears 50%).

### Answer 4

VAT deferment is the key to cost reduction. According to EU policies in 2026, non-EU enterprises can apply for deferred payment of value-added tax for exports without advance payment. The agency is required to have a VAT number in the importing country and complete logistics information.

If you do not apply for deferment, you need to pay import VAT in advance, which will occupy cash flow for 3-6 months. It is recommended to choose a company with EU VAT agency qualification.

### Answer 5

The compliance of L/C settlement affects costs. If the agency fails to handle SWIFT messages correctly, it will incur discrepancy fees (USD 50-200).

In 2026, the CIPS exchange rate is 0.05% higher than that of SWIFT, which can save RMB 250 for an order with a cargo value of RMB 500,000. It is recommended to require the agency to provide document examination services and give priority to the CIPS settlement route.

### Answer 6

Hidden clauses in agency contracts will increase costs. Some contracts stipulate that the agency is not responsible for tax refund delays exceeding 90 days, resulting in capital occupation loss of the RMB 65,000 tax refund (RMB 1,300 for half a year at an annualized rate of 4%).

It is recommended to specify the tax refund time limit (within 60 days) and overdue compensation (0.05% daily interest) in the contract, and require the agency to provide progress tracking services.

### Answer 7

Improper management of tax refund documents leads to increased costs. In 2026, tax regulations require documents to be filed within 30 days after customs declaration, otherwise it will be deemed non-compliant.

If the agency fails to file the documents, the tax refund may be delayed or rejected. It is recommended to choose an agency that provides electronic filing services, and regularly check the tax refund progress to avoid missing documents.
