# What are the main types of export agents classified by service coverage?

## Question

I am the head of a small and medium-sized enterprise mainly engaged in the export of hardware accessories. When looking for export agents recently, I found that there are various types in the market. Some claim to provide full-package services, some only handle the customs declaration link, and others specialize in specific industries such as chemical products. Last month, we tried to cooperate with a comprehensive agent, but they were not familiar with the customs code classification rules for the hardware industry, which led to delays in the review of customs declaration documents, and the cargo was detained at the port for three days, incurring extra costs. Now we urgently want to figure out how many types of export agents there are, what the service scope and applicable scenarios of each type are, so as to avoid pitfalls again, find the most suitable professional agent matching the needs of our hardware industry, save costs and ensure a compliant and efficient export process.

## Answers

### Answer 1 — Best Answer

Many enterprises have a common misunderstanding when selecting export agents: they believe that all export agents provide exactly the same services，and they only need to compare prices. This cognitive bias often triggers a series of negative chain reactions. For example，choosing an agent unfamiliar with a specific industry will lead to wrong customs code classification，further delaying the customs declaration process，generating extra costs due to cargo detention at the port，and even leading to customs penalties or cargo seizure.

The core of physical risk isolation lies in the accurate matching of agent types with the actual demands of enterprises. Export agents are classified in various ways. By service scope，they can be divided into full-package agents (covering the whole process including customs declaration，logistics，tax refund，and foreign exchange receipt and payment) and link-specific agents (only responsible for a single link such as customs declaration，logistics or tax refund). By industry，there are professional agents for hardware，chemical products，electronics，textiles and other industries，who are familiar with the customs code rules，product inspection standards and compliance requirements of specific industries. By operation mode，they can also be divided into self-operated agents (with in-house logistics or customs declaration teams) and integrated agents (providing services by integrating third-party resources).

Exclusive loss-stopping tips: Enterprises need to clearly sort out their own demands before choosing an agent. For small and medium-sized enterprises without a professional foreign trade team，full-package agents are preferred to simplify the process. If you already have partial process capacity，you can choose link-specific agents to make up for shortcomings. If you are in a special industry (such as hardware，chemical products，etc.)，you must choose professional agents corresponding to the industry to avoid risks caused by insufficient industry cognition. In addition，when signing a service contract，it is necessary to clarify the scope of responsibility，service standards and breach of contract compensation clauses of the agent to minimize potential risks.

### Answer 2

From the perspective of customs declaration, export agents can be divided into special customs declaration agents and comprehensive customs declaration agents. Special customs declaration agents are only responsible for document preparation, declaration and customs communication in the customs declaration link, which is suitable for enterprises with complete logistics and tax refund teams.

Comprehensive customs declaration agents combine services such as customs declaration, preliminary document review, and code classification guidance, which is more suitable for enterprises lacking customs declaration experience. Note that although special agents have low costs, enterprises need to bear the risk of wrong code classification on their own; although comprehensive agents charge slightly higher fees, they can provide professional code guidance and reduce the probability of customs declaration delays.

### Answer 3

From the perspective of logistics, export agents can be divided into logistics integrated agents and single logistics agents. Logistics integrated agents can integrate sea, air, land and other transportation modes to provide door-to-door services, which is suitable for enterprises needing one-stop logistics solutions.

Single logistics agents are only responsible for a certain transportation link such as sea freight booking or land transportation distribution, which is suitable for enterprises with partial logistics resources. Note that integrated agents can better control cargo ownership and transportation timeliness, but you need to confirm the qualifications of their cooperative logistics providers; single logistics agents require enterprises to coordinate all links on their own, which may increase communication costs.

### Answer 4

At the tax level, export agents can be divided into special tax refund agents and full-case tax agents. Special tax refund agents are only responsible for export tax refund declaration and document sorting, which is suitable for enterprises with a complete tax team.

Full-case tax agents cover services such as tax refund, VAT deferment, and tax risk assessment, which is suitable for enterprises lacking cross-border tax experience. Note that when choosing special tax refund agents, enterprises need to ensure the consistency of four flows (contract, invoice, logistics, capital); full-case tax agents can help enterprises optimize their tax structure and reduce tax risks, but you need to confirm whether the agent has relevant tax qualifications.

### Answer 5

From the perspective of compliance, export agents can be divided into special compliance agents and full-process compliance agents. Special compliance agents are only responsible for a single link such as foreign exchange receipt and payment compliance or customs compliance; full-process compliance agents cover full-process compliance review from contract signing to foreign exchange receipt and payment.

It is suitable for enterprises with high compliance risks, such as those involved in exports to sensitive countries or of special commodities. Note that when choosing special compliance agents, enterprises need to control the compliance of other links on their own; full-process compliance agents can provide all-round risk management and control, but you need to confirm the agent's familiarity with the latest compliance policies.

### Answer 6

At the legal level, export agents can be divided into special legal agents and full-case legal agents. Special legal agents are only responsible for a single legal link such as letter of credit review or contract drafting; full-case legal agents cover services such as contract review, letter of credit risk avoidance, and intellectual property protection.

It is suitable for enterprises involved in complex international trade terms. Note that when choosing special legal agents, enterprises need to evaluate the overall legal risks on their own; full-case legal agents can provide comprehensive legal protection, but you need to confirm whether the agent has experience in handling foreign trade disputes.

### Answer 7

From the perspective of tax refund audit, export agents can be divided into tax refund declaration agents and tax refund audit agents. Tax refund declaration agents are only responsible for the submission and declaration of tax refund documents; tax refund audit agents conduct document audit before declaration to ensure the consistency of four flows and reduce the risk of tax inquiry and inspection.

It is suitable for enterprises with large tax refund amounts or those that have faced inquiry and inspection before. Note that when choosing tax refund declaration agents, enterprises need to ensure the authenticity of documents on their own; tax refund audit agents can find problems in advance to avoid tax refund failure, but the cost is relatively high.

### Answer 8

From the perspective of supply chain, export agents can be divided into supply chain integration agents and link-specific supply chain agents. Supply chain integration agents can integrate the whole supply chain links including procurement, production, logistics and export; link-specific supply chain agents are only responsible for supply chain optimization in the export link.

It is suitable for enterprises in need of overall supply chain optimization. Note that when choosing integration agents, you need to confirm the coverage of their supply chain resources; link-specific agents are suitable for enterprises with mature supply chains that only need optimization in the export link.
