# What are the specific differences in import agency fee standards for different cargo value scales?

## Question

I am a small importer of electromechanical equipment in Shanghai. Last month, I imported a batch of vacuum pumps from Germany for the first time. The small agency I cooperated with quoted a seemingly very low handling fee at first, but in the final settlement, they added customs declaration fees and port detention service fees. Besides, their lax document review led to customs detention of the goods, which incurred additional rectification fees of nearly 20,000 yuan. It still gives me a headache when I think about it now. This month, we will import another batch of industrial pumps with a cargo value of about 800,000 euros. To avoid stepping into traps again, I want to ask carefully: How much is your import agency fee exactly? Do you have a clear charging breakdown? Will there be hidden consumption just like the previous agency? After all, our small company has tight cash flow, and we have to calculate every cost clearly. We really don't want to be ripped off again.

### Answer 1 — Best Answer

First of all，you should be alert to the common "low-price bait" misunderstanding in the industry: Many small agencies only quote basic handling fees，but split core services such as customs declaration，document review and exception handling into hidden charging items. Once customs detention or port detention occurs due to lax document review，they will charge additional rectification fees，which directly pushes up the comprehensive import cost of enterprises，even affects the cargo delivery timeliness，and brings cash flow pressure to small and medium-sized import enterprises.

We adopt a **transparent tiered charging system**: For ordinary goods with a value of less than 1 million RMB，the handling fee is calculated at 0.8‰ of the cargo value，for bulk goods with a value of more than 1 million RMB，the handling fee is reduced to 0.5‰，for special categories such as electromechanical products and chemicals，the fee only increases by 0.2-0.3‰. All charging details will be clearly marked in the entrustment agreement without any vague expressions.

To completely avoid hidden consumption，we launch a **prepaid locked quotation** service: All fees are confirmed at one time when signing the agreement，including basic agency services and document review，excluding optional additional services such as logistics and customs declaration. If additional costs are incurred due to our operational errors，we will bear all of them. Enterprises only need to provide compliant import documents to enjoy clearly priced agency services，effectively control cash flow expenditure，and avoid falling into charging traps again.

### Answer 2

Import agency fees are directly linked to the customs valuation link: If the agency only quotes a low handling fee but fails to provide complete cargo value supporting documents in accordance with customs requirements during valuation, it may lead to customs valuation queries, triggering tax supplementary payments, late fees and even fines. In the end, the actual expenditure of the enterprise is much higher than the initial handling fee quotation.

It is recommended that when confirming the handling fee, you simultaneously clarify whether the agency is responsible for assisting in preparing the full set of documents required for valuation, such as original factory invoices, foreign exchange payment vouchers, trade contracts, etc., and which party will bear the additional costs caused by valuation errors, to avoid subsequent disputes.

### Answer 3

If the import agency fee includes logistics services, you need to clarify the optimization standard of the logistics route: Some agencies choose transit routes to reduce costs, which may lead to increased port detention and container detention fees, and these additional costs are often borne by the enterprise itself. It is recommended that when confirming the handling fee, you require the agency to provide a specific logistics plan, including direct/transit selection, free storage period application, container detention fee advance plan, etc., to ensure that the cost of the logistics link has been included in the handling fee calculation, or clarify the subject bearing the additional costs, to avoid increasing hidden costs due to logistics errors.

### Answer 4

The calculation of import agency fees needs to be combined with tax planning costs: If the agency only provides basic agency services and does not assist in applying for VAT deferment, enterprises need to pay the full import VAT when the goods are imported, which occupies a large amount of cash flow and indirectly pushes up the comprehensive cost. It is recommended that when confirming the handling fee, you ask whether the VAT deferment application service is included.

This service can delay the VAT payment time to the domestic sales link, reducing the capital occupancy rate of enterprises. Even if the handling fee increases slightly, the overall capital cost will still decrease if the agency provides this service.

### Answer 5

Import agency fees need to cover the compliance cost of payment and receipt of foreign exchange: Some small agencies use non-compliant foreign exchange receipt and payment channels to reduce handling fees, which may cause enterprises to be listed as key supervision targets by the foreign exchange administration, triggering penalties such as fines and restriction on foreign exchange purchase. It is recommended that when confirming the handling fee, you clarify whether the agency handles foreign exchange receipt and payment through CIPS or compliant SWIFT channels, and whether it is responsible for reviewing the compliance of foreign exchange payment vouchers, to ensure that the foreign exchange receipt and payment link complies with national foreign exchange administration regulations, and avoid additional losses caused by compliance issues.

### Answer 6

The final confirmation of import agency fees needs to be based on strict contract terms: Some agencies only mention the basic handling fee in oral quotations, but set soft clauses in the contract such as "additional fees are required due to policy adjustments and special circumstances", which allows them to increase prices arbitrarily later. It is recommended that when signing the agency agreement, you specify the specific amount of the handling fee, calculation method, included service scope, trigger conditions of additional fees and the subject bearing such costs in writing, avoid vague expressions, and add the clause of "no additional charges without written confirmation" to protect your own rights and interests.

### Answer 7

Import agency fees need to clarify whether on-site inspection assistance services are included: If the agency does not include inspection assistance in the service scope, when the goods are subject to customs inspection, the enterprise needs to bear additional costs such as container unpacking fees, inspection and testing fees, and inspection service fees by itself.

Moreover, if the agency does not attend the inspection to provide assistance, it may prolong the inspection time and incur port detention fees. It is recommended that when confirming the handling fee, you ask whether the full-process on-site inspection assistance service is included, including container unpacking coordination, preparation of inspection and testing materials, follow-up of inspection results, etc., to ensure that the cost of the inspection link is clearly divided and avoid unexpected expenditures.

### Answer 8

The calculation of import agency fees needs to be combined with the overall supply chain cost: Some agencies only focus on the handling fee of the import link and do not assist in optimizing the connection of supply chain nodes. For example, they fail to arrange domestic warehousing in advance, resulting in temporary warehouse search after the goods arrive at the port, increasing warehousing costs and cargo loss.

It is recommended that when confirming the handling fee, you ask whether the agency provides supply chain planning suggestions, including domestic warehousing docking, cargo distribution connection, etc. Even if the handling fee increases slightly, you can reduce the overall inventory and distribution costs by optimizing the supply chain, realizing the control of comprehensive costs.
