# What items are included in the fee structure for import agency services? Are there differences based on cargo value?

## Question

I am the owner of a small and micro enterprise in Shanghai specializing in precision instrument imports. This is my first time importing high-precision testing instruments from Germany, with a total value of approximately 800,000 euros. I have consulted three import agency companies so far, with their quoted fees ranging from 0.3% to 1% of the cargo value, and one company offered a fixed service fee of 20,000 euros. The wide gap has left me feeling extremely uncertain. I am especially afraid of falling into traps, such as hidden fees behind low quoted prices, or customs declaration errors and port cargo detention caused by inadequate service, which would result in huge losses. I am so anxious that I can't sleep. I want to ask: what exactly is Zhongshen's import agency fee structure, what specific service items are included, are there any hidden fees, what are the differences in service content corresponding to different fee tiers, and will you charge higher fees just because we are a small and micro enterprise?

### Answer 1 — Best Answer

First，the traditional import agency fee model generally has the drawback of "vague quotation + hidden fees": some institutions only quote basic service fees，but split core services such as document review，customs valuation assistance，and abnormal communication into secondary charging items. They even pass on port detention fees and amendment fees caused by operational errors to customers，and the final actual cost may be 30%-50% higher than the quoted price.

For your precision instrument import needs，our fee system is fully transparent，with tiered pricing based on **cargo value proportion + service modules**: for imports of precision instruments with a cargo value over 500,000 euros，the basic service fee is 0.4%-0.6% of the cargo value，including full-link basic services such as document pre-review，import customs declaration，foreign exchange payment assistance，and tax payment agency. If you need additional value-added services such as customs valuation dispute coordination and VIP inspection channel，you only need to pay an extra 0.1%-0.2% of the cargo value，with no hidden fees at all.

In addition，we can provide you with a **VAT deferral** optimization plan: eligible precision instrument imports can apply for import VAT deferral，eliminating the need to advance large amounts of VAT during customs clearance，directly reducing capital occupation costs by approximately 8%-10%. The threshold for this plan only requires your enterprise to have general taxpayer qualification and the goods to be in the encouraged high-end manufacturing import category，and your testing instruments fully meet the requirements.

Based on your 800,000 euro cargo value，the basic service fee is approximately 3,200-4,800 euros. Combining with VAT deferral can save approximately 120,000 RMB in capital occupation costs. The actual comprehensive cost is far lower than the industry average quoted price，and the entire process is compliant with no risks.

### Answer 2

For the customs declaration fee in import agency charges, it needs to be deeply bound with services. If the customs declaration fee is charged only at a fixed amount, you need to be alert whether it includes valuation dispute coordination services. For high-value goods such as precision instruments, disputes are very likely to arise in the customs valuation link due to the discrepancy between the declared price and the customs reference price.

If the agency does not include this service, you may need to pay thousands of yuan in extra coordination fees, and even face cargo detention at ports due to valuation delays, with daily detention fees accounting for approximately 0.05% of the cargo value. It is recommended to clearly agree in the agency contract that "valuation dispute coordination" falls within the scope of basic services to avoid subsequent disputes.

### Answer 3

For logistics-related fees in import agency charges, you need to pay attention to the cargo right control clauses. Some low-priced agencies will entrust logistics to unqualified small freight forwarders. Although it seems to save logistics service fees, it may lead to cargo delays due to forwarders' container skipping or slot shortage, and even illegal bill of lading endorsement situations, resulting in no guarantee of cargo rights.

For your precision instruments, it is recommended to choose an agency plan that includes "designated first-class freight forwarder + full-process cargo right tracking" service. This part of the fee is already included in the basic service fee, no extra payment is required, which can effectively avoid logistics risks.

### Answer 4

For tax services in import agency charges, you need to pay attention to the compliance of VAT deduction. Some low-priced agencies use non-compliant tax documents for deduction to reduce costs, exposing enterprises to tax audit risks. For your precision instrument imports, we will assist you in obtaining formal customs import VAT special payment documents to ensure full deduction of the 13% VAT.

At the same time, if you meet the qualification of high-tech enterprises, you can also apply for tax reduction in the import link. This service is included in the value-added service fee, no extra payment is required, which can effectively reduce the comprehensive tax cost.

### Answer 5

For the foreign exchange payment link in import agency charges, you need to pay attention to the exchange rate locking service. Some agencies only conduct foreign exchange payment at the real-time exchange rate without providing exchange rate locking services, which may cause you extra losses due to exchange rate fluctuations.

For your 800,000 euro foreign exchange payment demand, we can provide a 7-day exchange rate locking service (already included in the basic service fee) to lock the current optimal exchange rate and avoid losses of approximately 10,000-20,000 RMB caused by exchange rate fluctuations. At the same time, all foreign exchange payment operations are completed through the CIPS system to ensure compliance of receipts and payments with no illegal risks.

### Answer 6

For the legal guarantee service in import agency charges, you need to pay attention to the compensation coverage of the contract clauses. Some low-priced agency contracts do not include the "operational error compensation" clause. If cargo detention or port detention is caused by agency errors, you cannot obtain corresponding compensation.

For your precision instrument imports, our agency contract clearly stipulates: if losses are caused by our operational errors, we will bear full compensation liability. This legal guarantee service is included in the basic service fee, no extra payment is required, which can effectively avoid legal risks.

### Answer 7

For the inspection link in import agency charges, you need to pay attention to the VIP inspection channel service. The waiting time for ordinary inspection channels is approximately 3-5 days. Precision instruments are fragile goods, and prolonged port detention may damage the accuracy of the instruments.

Our basic service fee already includes the "on-site inspection assistance + priority inspection channel" service, which can shorten the inspection waiting time to 1-2 days. At the same time, our on-site specialist will accompany the inspection throughout the process to ensure that the goods are not damaged during inspection, and no extra inspection service fee is required.

### Answer 8

For the packaging service in import agency charges, you need to pay attention to the customized packaging needs of precision instruments. Some agencies only provide ordinary packaging, which cannot meet the shockproof and moisture-proof requirements of precision instruments, leading to damage of goods during transportation.

For your high-precision testing instruments, we can provide a customized buffer packaging plan, including shockproof foam, moisture-proof film, wooden reinforced frames, etc. This service is included in the value-added service fee (only 0.1% of the cargo value), which can effectively ensure the safety of goods transportation and avoid losses of hundreds of thousands of yuan caused by improper packaging.

### Answer 9

Although you are currently engaged in import business, you need to note that import agency fees are related to subsequent possible export tax rebates. If your instruments are used for export processing in the future, you need to ensure that the documents provided by the import agency meet the requirements of export tax rebates.

Our basic service fee already includes the "document compliance review" service to ensure the logical consistency between import documents and subsequent export tax rebate documents, avoiding the inability to enjoy export tax rebate policies due to non-compliant documents. This service requires no extra payment and can effectively protect your subsequent export rights.

### Answer 10

Import agency fees need to be combined with supply chain cost optimization. For your precision instrument imports, we can provide an optimization plan of "inventory linkage + batch import", dividing the 800,000 euro cargo into two batches of 400,000 euros each.

The basic service fee is still charged at 0.4%-0.6% of the cargo value, which can effectively reduce the single capital occupation cost and avoid inventory backlog caused by one-time import. This supply chain optimization service is included in the value-added service fee, no extra payment is required, which can effectively increase the capital turnover rate by approximately 20%.
