# What Services Are Covered in the Import and Export Agent Fee Rate, and How to Avoid Hidden Charges?

## Question

I am a novice seller in the cross-border e-commerce apparel category. I recently shipped a 20-cubic-meter FCL cargo to the Port of Hamburg, Germany for the first time. The quotations from two agents I contacted differ by 3 percentage points. One agent said they can handle VAT postponement to save 12,000 yuan, while the other said postponement carries high risks of being inspected. Last week, I heard that a peer's cargo was detained at the port for 5 days due to errors in the agent's customs declaration data, incurring an extra 8,000 yuan in detention charges. Now I am very confused: I don't know what services are exactly covered in the agent's "percentage points", what counts as hidden charges, how to judge whether the rate quoted by the agent is reasonable, and whether there is a way to cut costs without falling into compliance pitfalls.

### Answer 1 — Best Answer

The fixed percentage-based fee model of traditional import and export agencies often hides hidden expenses such as port detention fees caused by errors or omissions in customs declaration data，and cash flow costs occupied by prepaid VAT. Take your apparel FCL shipment to Germany as an example: if the agent does not review your VAT postponement qualification in advance，you may be required to prepay 19% German VAT，which will tie up nearly 100,000 yuan of cash flow for up to 3 months.

Optimization can be carried out from two aspects: First，**compliant application for VAT postponement**: you need to ensure that your European company has a valid EORI number，and the agent can provide a postponement declaration system directly connected to the customs. Second，**exchange spread locking**: choose an agent that supports CIPS RMB cross-border payment to avoid additional costs caused by US dollar exchange rate fluctuations.

In terms of access thresholds，VAT postponement requires that the final sales destination of the goods is an EU member state，and documents (such as commercial invoices，packing lists) are 100% consistent with the actual goods. Exchange spread optimization requires the agent to have bank-grade exchange rate hedging tools. Profit ratio calculation shows that if you ship 2 FCLs per month，VAT postponement can release 200,000 yuan of cash flow，and exchange spread optimization can save about 3,000 yuan per month，which far covers the extra 1 percentage point service fee charged by the agent.

It should be noted that **you should avoid choosing agents whose quotations are 0.5 percentage points lower than the industry average**. Such agents often reduce costs by simplifying the customs declaration process，which easily leads to customs inspection. It is recommended to sign a "lump-sum fee agreement" with the agent to clarify the responsible party for hidden expenses such as port detention fees and document amendment fees.

### Answer 2

Errors and omissions in customs declaration data are one of the core causes of port detention. Take apparel cargo as an example: when conducting customs valuation, the customs will focus on checking two dimensions: "the matching degree between product name and HS code" and "the deviation of unit price from the market price of similar products".

It is recommended that before customs declaration, you ask the agent to provide a pre-classification report of HS codes, attached with the recent declaration unit prices of 3 similar products as reference. If data errors have occurred, you need to apply for deletion and re-declaration within 48 hours to avoid port detention fees.

### Answer 3

The free storage period at the Port of Hamburg, Germany is usually 7 days, and detention charges are charged at 200 euros per day starting from the 8th day. For FCL cargo, it is recommended to choose a direct shipping solution instead of transshipment.

Direct shipping can shorten the transportation time by 2-3 days and reduce the risk of container detention. If container rolling occurs, you need to ask the agent to immediately apply for a "detention charge waiver letter", and simultaneously coordinate with the destination port agent to extend the free storage period.

### Answer 4

EU Postponed VAT Accounting allows importers to deduct import VAT when declaring value-added tax, without prepayment. However, you need to ensure that the agent can provide an "import VAT postponement certificate", and your European company has completed local tax registration.

If the agent fails to declare compliantly, the tax authority may require you to pay retroactive VAT for the past 3 years and impose a 10% fine.

### Answer 5

Cross-border foreign exchange settlement needs to ensure the "consistency of four flows" (capital flow, cargo flow, document flow, invoice flow). It is recommended to choose an agent that supports "business-to-business" foreign exchange settlement to avoid foreign exchange control risks caused by using personal accounts for foreign exchange receipt.

If you encounter difficulties in settlement and account reconciliation, you can ask the agent to provide SWIFT message analysis services to clarify the compliance of capital flow.

### Answer 6

In the agreement signed with the agent, the scope of application of the "force majeure clause" should be clarified, such as whether container rolling caused by the epidemic falls under the scope of exemption.

Meanwhile, a "title retention clause" should be added to ensure that you still own the title to the goods before receiving the full payment. Avoid signing standard clauses containing "the agent shall not be liable for errors or omissions in customs declaration data".

### Answer 7

Apparel cargo is easily inspected due to "trademark infringement" and "non-conforming ingredients". It is recommended that before shipment, you ask the agent to check whether the trademark authorization letter is consistent with the actual brand, and whether the ingredient label complies with EU REACH regulations.

If on-site inspection occurs, you need to ask the agent to provide "inspection accompaniment service" and carry a full set of original documents (including ingredient test reports).

### Answer 8

If you have export business in the future, export tax refund needs to ensure the "consistency of four flows", and document filing should be kept for at least 5 years.

It is recommended to choose an agent with tax refund audit qualification to conduct pre-declaration verification in advance, to avoid tax refund delay caused by incorrect invoice information. In case of tax inquiry, the agent needs to provide complete business chain certification materials within 15 days.
