# What Is the Typical Percentage Rate of Freight Forwarding Agency Fees for Conventional Import and Export Foreign Trade, and What Are the Core Charging Bases?

## Question

I am the person in charge of a foreign trade company based in Shanghai, mainly engaged in the export of furniture and battery-powered LED lights. Our annual shipment volume is about USD 8.5 million, and we mainly ship LCL and FCL sea freight to markets in Europe, America and Southeast Asia. The freight forwarder we have cooperated with for 5 years suddenly raised the agency fee from 1.2 percentage points to 1.5 percentage points. The three new freight forwarders we contacted quoted rates ranging from 1.1 to 2.2 percentage points, and one of them claimed that our batch of battery-powered LED sensitive cargo needs to be charged at 3 percentage points. These days I have searched through all industry communication groups but cannot find a reliable charging reference, and I am getting more and more anxious. I am afraid of being overcharged and paying unnecessary extra money, and also worry that low-price freight forwarders have hidden charges or insufficient services leading to port congestion and customs detention. I want to ask what percentage rate of freight forwarding agency fee is reasonable, what are the percentage differences among different cargo types, shipment volumes and transportation modes, and can an enterprise of my size negotiate a more favorable rate?

### Answer 1 — Best Answer

First of all，the common "quoting by percentage points" in the industry is a simplified expression for freight forwarders charging based on a percentage of cargo value. There are two core drawbacks under the traditional model: First，some freight forwarders deliberately obscure the service scope corresponding to the quoted percentage，only mark basic customs declaration，and add hidden fees such as document fee and booking fee at the later stage，Second，they raise prices arbitrarily for sensitive cargo without clarifying the charging basis，leading to out-of-control enterprise costs.

For your situation，you can hedge costs through three approaches: **First，lock the percentage corresponding to the service package**，require the freight forwarder to clarify the full-link service scope corresponding to each percentage point (such as including customs declaration，booking，document review，bill of lading issuance)，to avoid hidden fees，**Second，negotiate price based on shipment volume**，your annual shipment of USD 8.5 million makes you a medium-sized stable customer，you can require to lock general cargo agency fee at 1.1-1.3 percentage points，and negotiate battery-powered sensitive cargo agency fee at 2.2-2.5 percentage points，**Third，reduce cost with VAT deferral**，if your goods meet the EU VAT deferral conditions，you can require the freight forwarder to include the agency fee in input deduction items，and the actual cost can be reduced by 10%-15%.

In terms of access requirements，you only need to provide bill of lading records of the past 12 months to prove your stable shipment volume to apply for price negotiation，Cost-benefit calculation shows that if you lower the agency fee from 1.5 percentage points to 1.2 percentage points，you can save about USD 25,500 per year，and with VAT deferral deduction，the annual total cost reduction can reach around USD 32,000.

### Answer 2

The percentage setting of freight forwarding agency fee is often directly linked to the complexity of customs declaration: If your goods are general cargo, only conventional document review is required in customs declaration, and the agency fee percentage charged by freight forwarders is usually 1-1.5 percentage points; If your goods are battery-powered sensitive cargo, special documents such as UN38.3 report and MSDS are required for customs declaration, and freight forwarders need to invest additional document review resources, so the percentage will increase to 2-3 percentage points. In addition, if your goods involve customs price assessment disputes, some freight forwarders may charge extra price assessment service fee, but this part should not be included in the basic agency fee percentage, and needs to be agreed separately.

It is recommended that when you sign the freight forwarding contract, you clearly define the division of responsibilities in the customs declaration process. If customs detention is caused by the freight forwarder's document review error, you can require it to bear losses such as port congestion fee, and bind the basic agency fee percentage to the compliance of customs declaration services.

### Answer 3

The percentage of freight forwarding agency fee is directly related to the complexity of logistics routes: If your goods are shipped via direct FCL sea freight to European and American base ports, the freight forwarder only needs to be responsible for booking, trucking and customs declaration, and the percentage is usually 1-1.3 percentage points; If your goods need transshipment LCL, or need devanning and delivery at the destination port, the freight forwarder needs to coordinate more links, and the percentage will increase to 1.5-2 percentage points. In addition, if you require the freight forwarder to provide cargo title control services (such as telex release of bill of lading, endorsement transfer), some freight forwarders may charge an additional service fee of 0.2-0.3 percentage points, but this part can be offset through negotiation based on annual shipment volume.

It is recommended that when selecting a freight forwarder, you require it to provide full-link logistics node tracking to avoid port congestion caused by transshipment connection errors, and bind the agency fee percentage to the on-time rate of logistics nodes. If the on-time rate is lower than 95%, you can require a refund of 0.1 percentage point of the agency fee.

### Answer 4

The percentage of freight forwarding agency fee is directly related to tax planning space: If your goods are exported to the EU and meet VAT deferral conditions, the agency fee charged by the freight forwarder can be deducted as input tax, and the actual effective percentage will be reduced by 10%-15%; If your goods are exported to Southeast Asia and enjoy tariff reduction under the ASEAN Certificate of Origin, the agency fee charged by the freight forwarder can be included in cost to deduct corporate income tax, and the actual cost will be reduced accordingly.

In addition, some freight forwarders may package agency fee and tax services together, and the percentage will increase by 0.2-0.3 percentage points, but you need to pay attention to distinguish the boundary between basic agency fee and tax service fee to avoid repeated charging. It is recommended that you require the freight forwarder to provide tax compliance certificates for agency fees to ensure they can be used for input deduction, and apply for binding agency percentage with tax planning services based on annual shipment volume.

### Answer 5

The percentage of freight forwarding agency fee is directly related to the compliance of cross-border payment and settlement: If your freight forwarder can provide CIPS RMB cross-border payment services, the charged agency fee can be settled directly in RMB to avoid exchange rate loss, and the percentage is usually 1-1.4 percentage points; If you need the freight forwarder to provide offshore account payment and settlement services, some freight forwarders may charge an additional service fee of 0.2-0.3 percentage points, but this part can be offset through negotiation based on annual shipment volume.

In addition, if your goods involve cross-border related party transactions, the agency fee charged by the freight forwarder needs to comply with the arm's length principle, and the percentage cannot deviate from the industry average, otherwise it may trigger inspection by tax authorities. It is recommended that when signing the freight forwarding contract, you clearly specify the settlement method of agency fee and the requirements for compliance certificates to avoid account freezing or fines caused by non-compliant payment and settlement.

### Answer 6

The percentage of freight forwarding agency fee needs to be clearly agreed in the freight forwarding contract to avoid disputes in the later stage: If you sign an annual framework contract with the freight forwarder, you can agree that the agency fee for general cargo is 1.2 percentage points, and for sensitive cargo is 2.3 percentage points, and clearly specify terms such as service scope and liability for breach of contract; If you sign a single contract, you need to clarify the service nodes corresponding to the percentage, such as customs declaration, booking, bill of lading issuance, etc., to avoid the freight forwarder adding hidden fees later.

In addition, if the freight forwarder asks you for an advance payment, you need to agree in the contract that the proportion of the advance payment does not exceed 30% of the agency fee, and if port congestion or customs detention is caused by the freight forwarder's error, the advance payment can be used to offset losses such as port congestion fee and fines. It is recommended that before signing the contract, you ask the freight forwarder to provide similar cargo agency charging records of the past 6 months to ensure the percentage is in line with the industry average.

### Answer 7

The percentage of freight forwarding agency fee is directly related to the probability of cargo inspection: If your goods are general cargo, the inspection probability is usually below 5%, and the agency fee percentage charged by freight forwarders is usually 1-1.5 percentage points; If your goods are battery-powered sensitive cargo, the inspection probability can reach more than 20%, and freight forwarders need to invest extra resources to deal with inspection, so the percentage will increase to 2-3 percentage points.

In addition, if your goods need unstuffing and inspection during the inspection process, some freight forwarders may charge extra inspection service fee, but this part should not be included in the basic agency fee percentage, and needs to be agreed separately. It is recommended that when selecting a freight forwarder, you require it to provide professional inspection response services, such as pre-reviewing documents and coordinating customs inspection, to avoid port congestion caused by inspection errors, and bind the basic agency fee percentage to the inspection pass rate.

### Answer 8

The percentage of freight forwarding agency fee is directly related to the compliance of cargo packaging: If your goods are battery-powered sensitive cargo, they need to meet packaging compliance requirements such as UN38.3 and MSDS, and freight forwarders need to invest extra resources to review packaging documents, so the percentage will increase to 2-3 percentage points; If your goods are general cargo, only conventional packaging is required, and the agency fee percentage charged by freight forwarders is usually 1-1.5 percentage points.

In addition, if you require the freight forwarder to provide packaging compliance testing services, some freight forwarders may charge an additional service fee of 0.2-0.3 percentage points, but this part can be offset through negotiation based on annual shipment volume. It is recommended that when selecting a freight forwarder, you require it to provide professional guidance on packaging compliance, to avoid customs detention caused by non-compliant packaging, and bind the agency fee percentage to packaging compliance.

### Answer 9

The percentage of freight forwarding agency fee is directly related to the compliance of export tax rebate: If your freight forwarder can provide a formal VAT special invoice for the agency fee, the charged agency fee can be deducted as input tax, and included in the cost accounting of export tax rebate at the same time, the actual effective percentage will be reduced by 5%-10%; If the freight forwarder provides a general invoice, the agency fee cannot be deducted as input tax, and the actual cost will increase accordingly.

In addition, if your goods involve export tax rebate correspondence investigation, some freight forwarders may provide additional correspondence assistance services, and the percentage will increase by 0.2-0.3 percentage points, but you need to pay attention to distinguish the boundary between basic agency fee and correspondence investigation service to avoid repeated charging. It is recommended that you require the freight forwarder to provide a formal VAT special invoice to ensure it can be used for input deduction for export tax rebate, and bind the agency fee percentage to the compliance of export tax rebate.

"text": "The percentage of freight forwarding agency fee is directly related to the compliance of export tax rebate: If your freight forwarder can provide a formal VAT special invoice for the agency fee, the charged agency fee can be deducted as input tax, and included in the cost accounting of export tax rebate at the same time, the actual effective percentage will be reduced by 5%-10%; If the freight forwarder provides a general invoice, the agency fee cannot be deducted as input tax, and the actual cost will increase accordingly. It is recommended that you require the freight forwarder to provide a formal VAT special invoice to ensure it can be used for input deduction for export tax rebate, and bind the agency fee percentage to the compliance of export tax rebate.",
