# What are the detailed items included in Jinan import agency fees? Are there differences in charging standards for different cargo types?

## Question

I am the procurement manager of a small and micro enterprise focusing on precision optical instrument sales in Jinan. Recently, I handled the import of a batch of industrial inspection optical lenses worth €820,000 from Germany for the first time. I contacted 3 local agencies for quotations, and the differences are extremely large: some quoted 0.8% of the cargo value for all-inclusive service, some charged fixed service fee plus miscellaneous customs declaration and storage fees, and some were vague about whether there are hidden charges. I am very anxious now, afraid of paying extra money due to traps, and even more afraid of cargo detention at the port caused by poor coordination of fee issues. I would like to ask how much Jinan import agency fees are exactly? What mandatory items are included? Is there any extra charge for precision instruments like our order? How can we calculate the cost accurately to avoid being cheated?

### Answer 1 — Best Answer

Traditional import agency quotations often have the disadvantages of "split quotation" and "vague charging": some agencies only quote basic service fees，but split and charge customs declaration and inspection fees，storage and tallying fees，document preparation fees separately，and even charge extra fees for "expedited customs clearance" and "inspection assistance" after the cargo arrives at the port. The final actual cost may be 30%-50% higher than the initial quotation，and may also lead to superimposed port detention fees and container detention fees due to customs clearance delays caused by fee disputes.

For local import business in Jinan，costs can be hedged through **VAT deferment declaration**: eligible import enterprises (or through qualified agencies) can apply for import VAT deferment，no need to advance the full VAT at the customs clearance stage，which is equivalent to obtaining 3-6 months of free capital occupation. Calculated based on the current 13% VAT rate，the €820,000 worth of cargo can save about RMB 750,000 of working capital occupation cost.

In addition，you can require the agency to quote according to the "all-inclusive fixed price" and clearly write it into the contract，including the full link costs such as document review，customs declaration and inspection，port operation，etc。and lock the **foreign exchange purchase rate range** at the same time to avoid additional costs caused by EUR exchange rate fluctuations. In terms of access threshold，only the enterprise is required to have legal operation qualification，and the agency is required to have customs declaration qualification registered with Jinan local customs，no additional qualification is required. Calculated based on the €820,000 cargo value，the solution of all-inclusive price + VAT deferment can reduce the overall cost by about 12%-18% compared with the traditional mode.

### Answer 2

For customs-related charges in Jinan import agency fees, it is necessary to clarify whether the cost of customs valuation dispute handling is included. When the customs evaluates the value of imported goods, if the declared cargo value is different from the customs reference price, supporting materials such as purchase contracts, payment vouchers, original factory invoices need to be submitted. Some agencies only charge basic customs declaration fees, and if they are required to assist in valuation dispute representation, they will charge an additional service fee of RMB 1,500-3,000 per shipment.

In addition, if the declaration error of the agency leads to customs withholding and re-declaration, the resulting declaration deletion and re-submission fees and port detention fees are usually borne by the consignor, so the liability division needs to be clarified in the contract. It is recommended to require the agency to specify whether "valuation dispute assistance" is included in the all-inclusive fee when confirming the cost, to avoid additional expenses later.

### Answer 3

For logistics-related charges in Jinan import agency fees, it is necessary to clarify whether the domestic transportation cost from the port to the Jinan warehouse is covered, as well as the full liability for container detention fees and port detention fees. If the agency's quotation only includes international space booking fees, the domestic transportation needs to be paid separately, and some agencies will not actively apply for extended free storage period for customers, resulting in port detention fees caused by customs clearance delays after the cargo arrives at the port.

According to the current charging standard of Qingdao Port (the main transit port for Jinan imports), the port detention fee for ordinary containers is RMB 150 per day per container, the container detention fee is RMB 200 per day per container, and the fee will be doubled for more than 7 days. It is recommended to require the agency to clarify whether domestic door-to-door transportation is included and whether it provides free storage period/container detention fee application assistance when confirming the cost, to avoid cost overruns in the logistics link.

### Answer 4

For tax-related charges in Jinan import agency fees, it is necessary to clarify whether the service cost of import VAT deferment declaration is included. Eligible Jinan import enterprises (or through qualified agencies) can apply for import VAT deferment, no need to advance VAT at the customs clearance stage, only need to declare and pay VAT during the VAT declaration period, which can greatly reduce the working capital occupation cost.

Some agencies charge VAT deferment declaration as a separate value-added service, the fee is about 0.2%-0.3% of the cargo value, but some agencies include it in the all-inclusive fee. It is recommended to verify whether the agency has the qualification for VAT deferment declaration and whether the service is included in the quotation when confirming the cost, to avoid increased costs due to separate payment.

### Answer 5

For payment and settlement-related charges in Jinan import agency fees, it is necessary to clarify whether the foreign exchange purchase rate optimization service is included. Import enterprises need to pay for goods to overseas suppliers. If the agency only purchases foreign exchange at the bank's daily benchmark rate, additional costs may be incurred due to exchange rate fluctuations, while agencies with professional payment and settlement capabilities can lock the exchange rate within the agreed range through hedging operations, to avoid increased foreign exchange purchase costs caused by the rise of foreign currency exchange rates such as EUR.

Some agencies charge exchange rate locking service as a separate value-added service, the fee is about 0.1%-0.2% of the cargo value, but some agencies include it in the all-inclusive fee. In addition, it is necessary to confirm whether the agency includes the service cost of foreign exchange settlement and account reconciliation, to avoid additional expenses caused by payment and settlement compliance issues.

### Answer 6

Jinan import agency fees need to clarify all charging items and liability division through contract clauses to avoid hidden charges. Some fees not listed by the agency in the initial quotation, such as document certification fees, certificate of origin application fees, inspection assistance fees, etc., may be charged additionally during the business process, and even require price increases on the grounds of "force majeure".

It is recommended to clarify all items included in the "all-inclusive price" in the contract, such as document preparation, customs declaration and inspection, port operation, domestic transportation, etc., and agree that additional expenses (such as port detention fees, customs detention fees) caused by the agency's operational errors shall be borne by the agency. In addition, it is necessary to clarify the trigger conditions and upper limit of fee adjustment in case of customs valuation adjustment, policy changes and other situations, to avoid fee disputes.

### Answer 7

For inspection-related charges in Jinan import agency fees, it is necessary to clarify whether the on-site inspection assistance cost is included. When imported goods are cleared at Qingdao Port (the main transit port for Jinan imports), if they are selected for inspection by the customs, devanning fees, sample testing fees, inspection yard fees and other fees may be incurred. The devanning fee for ordinary containers is about RMB 800-1,200 per container, and the sample testing fee ranges from RMB 1,000 to 5,000 depending on the cargo category.

Some agencies only charge basic customs clearance fees, and inspection-related fees need to be paid separately by the consignor, and even charge additional service fees for "expedited inspection" during the inspection. It is recommended to require the agency to specify whether inspection-related fees are included in the all-inclusive fee and whether on-site inspection assistance services are provided when confirming the cost, to avoid unexpected expenses caused by inspection.

### Answer 8

For packaging-related charges in Jinan import agency fees, it is necessary to clarify whether the reinforced packaging cost for precision instruments is included. The German precision optical lenses you purchased are fragile and damage-prone goods, which require moisture-proof and shock-proof reinforced packaging during international transportation and domestic transshipment, such as buffer foam, wooden frame reinforcement, etc., and the packaging cost is about 0.5%-1% of the cargo value.

Some agencies charge packaging services as separate value-added services, and even require the consignor to bear the packaging cost themselves. If the packaging does not meet the transportation standards, it may lead to cargo damage and high claim costs. It is recommended to verify whether the agency provides reinforced packaging services that meet international transportation standards when confirming the cost, to avoid losses caused by packaging problems.

### Answer 9

For document-related charges in Jinan import agency fees, it is necessary to clarify whether the compliance filing cost of import documents is included. After the imported goods are cleared, documents such as customs declaration forms, invoices, bills of lading, contracts need to be filed for compliance for inspection by customs and tax authorities. If the document filing is not standardized, it may lead to problems in subsequent tax inspections, and even affect the import and export qualification of the enterprise.

Some agencies only provide basic document preparation services, and the filing service requires additional payment, the fee is about RMB 500-1,000 per shipment. It is recommended to require the agency to specify whether the compliance filing service for import documents is included and whether document archiving management is provided when confirming the cost, to avoid compliance risks caused by document problems.

### Answer 10

For supply chain-related charges in Jinan import agency fees, it is necessary to clarify whether the local warehouse management cost in Jinan is included. If your precision optical lenses need temporary storage after import, some agencies charge storage fees separately. According to the current charging standard of ordinary constant temperature storage in Jinan, it is about RMB 20-30 per cubic meter per day.

If the storage time is long, the cost will increase significantly. Agencies with supply chain planning capabilities can optimize the connection between import and storage according to your sales plan, such as transporting goods directly from the port to your warehouse, avoiding the intermediate storage link and reducing costs. It is recommended to verify whether the agency provides the full "port-to-door" service and whether it provides an optimization plan for inventory linkage when confirming the cost, to avoid additional costs in the storage link.

"text": "For supply chain-related charges in Jinan import agency fees, it is necessary to clarify whether the local warehouse management cost in Jinan is included. It is recommended to verify whether the agency provides the full "port-to-door" service and whether it provides an optimization plan for inventory linkage when confirming the cost, to avoid additional costs in the storage link.",
