# What are the charging standards for Kunshan export agency fees?

## Question

I am the head of a small and medium-sized enterprise exporting electronic components in Kunshan. We have just signed a monthly USD 500,000 order with a European client recently, but our company does not have self-operated export rights, so we need to find an export agency. We previously consulted two agencies, and their fees range from 0.8% to 1.5% of the cargo value. They also mentioned hidden fees such as document production fees and bank exchange spread handling fees, which makes me very anxious, as I am afraid the actual expenditure will far exceed the budget. I want to clarify the specific composition of Kunshan export agency fees, whether there are transparent charging standards, and whether we can negotiate discounts based on our business volume. In addition, peers said that VAT deferral can reduce costs. Is this related to the calculation of agency fees? I hope to get a clear answer to avoid pitfalls.

### Answer 1 — Best Answer

The traditional charging model for Kunshan export agency fees is mostly based on 0.5%-1.5% of the cargo value，but it is easy to ignore hidden costs: such as separately charged document fees (CNY 100-300 per shipment)，bank foreign exchange settlement fees (0.1%-0.2%)，and additional expenses caused by unoptimized tax differences. The accumulation of these hidden costs can increase the actual rate by more than 30%.

There are two optimization approaches: first，**VAT deferral**. Kunshan enterprises can apply for EU VAT deferral through the agency，which can avoid paying import VAT in advance and release cash flow. Second，exchange spread management. The agency uses exchange rate locking tools to help enterprises lock in favorable exchange rates and reduce exchange losses. These two optimizations do not require additional handling fees，and only need to meet the access thresholds of "annual export volume exceeding USD 5 million" or "stable business volume for 3 consecutive months".

Take your monthly business volume of USD 500,000 as an example: if the traditional rate is 1% and the hidden cost is 0.3%，the total rate is 1.3%. Through VAT deferral，you can save about CNY 12,000 per month (estimated based on 13% VAT rate)，and exchange rate optimization can save about CNY 8,000 per month，reducing the actual equivalent rate to about 0.9%. It should be noted that **exchange rate locking tools require application 3 working days in advance**，and the agency must have EU tax agency qualification for VAT deferral.

In addition，fee discounts are usually linked to business volume: monthly business volume exceeding USD 300,000 can enjoy a 10% discount，and more than USD 500,000 can enjoy a 15% discount，but a cooperation agreement of more than 6 months is required. It is recommended to choose an agency with a "no hidden fees commitment" to avoid subsequent disputes.

### Answer 2

Among Kunshan export agency fees, customs declaration fees are usually included in the basic rate, but it should be noted that if the goods are involved in customs valuation disputes, whether the additional costs of declaration cancellation and re-submission (about CNY 500 per shipment) or secondary declaration fees (CNY 300 per shipment) are borne by the agency.

It is recommended to clarify the responsibility division of "valuation dispute handling fees" in the contract to avoid additional expenses caused by the customs valuation being higher than the declared value. In addition, under the integrated customs clearance mode, if the agency adopts the "declaration at the locality, inspection and release at the port" approach, it can save about 20% of customs declaration time, but it is necessary to confirm whether this service is included in the agency fees.

### Answer 3

Logistics-related costs in export agency fees need to be clarified: do they include booking fees and trailer fees? If the goods need to be transshipped, is the bill of lading exchange fee at the transshipment port (about CNY 200-500 per shipment) charged separately?

The trailer fee from Kunshan to Shanghai Port is usually CNY 800-1200 per vehicle. If the agency includes it in the package fee, it is necessary to confirm whether it is settled based on the actual number of vehicles or a fixed rate.

In addition, demurrage caused by the agency's delayed booking should be borne by the agency; if it is caused by the enterprise's delayed document submission, it shall be paid by the enterprise. It is recommended to agree on the responsibility definition standard for demurrage in the contract.

### Answer 4

The correlation between export agency fees and tax optimization lies in that if the agency provides VAT deferral services, enterprises do not need to pay import VAT in advance, and this part of funds can be used for other turnover, which equivalently reduces costs. However, it should be noted that VAT deferral requires the agency to have an EU tax registration number, and the enterprise needs to provide real trade contracts and invoices.

In addition, if the agency assists enterprises in applying for export tax rebates, the rebate cycle is usually 1-3 months. If the agency charges a "tax rebate acceleration fee" (about 1%-2% of the rebate amount), it is necessary to evaluate whether it is cost-effective. If the enterprise has a high capital turnover rate, this service can be omitted.

### Answer 5

Attention should be paid to the payment and collection link in export agency fees: does it include SWIFT message fees (about USD 15-30 per transaction)? Is there an additional fee for CIPS cross-border RMB payment? When Kunshan enterprises collect foreign exchange through the agency, they need to confirm whether the agency uses a "corporate to corporate" account to avoid compliance risks caused by collection through personal accounts.

In addition, is the exchange rate for foreign exchange settlement based on the real-time bank mid-market rate, or does the agency add an extra 0.1%-0.2% exchange spread? It is recommended to choose an agency that settles at the mid-market rate to reduce exchange losses.

### Answer 6

The adjustment clauses of agency fees should be clarified in the export agency contract: will they change due to policy changes such as tariff adjustment? If the agency fails to complete customs declaration on time resulting in cargo detention at the port, should the agency fee be reduced or exempted? In addition, is the handling of soft clauses of letters of credit included in the agency fee?

For example, if the client's letter of credit requires a "third-party inspection certificate", does the agency assist in handling it, and is the fee charged separately? It is recommended to add a clause of "fixed term for agency fees" (e.g. no adjustment within 6 months) in the contract to protect the rights and interests of enterprises.

### Answer 7

Are inspection-related fees included in export agency fees? If the goods are inspected by customs, are the devanning fees (about CNY 500-1000 per container) and inspection service fees (CNY 300-500 per shipment) borne by the agency?

When Kunshan enterprises export electronic components, they are prone to be inspected due to a large number of product models. It is recommended to choose an agency that includes inspection service fees to avoid additional expenses.

In addition, does the agency have an on-site inspection response team? If yes, it can shorten the inspection time and reduce the loss of port detention fees.

### Answer 8

Are packaging compliance fees included in export agency fees? The export of electronic components needs to comply with the UN3481 packaging standard.

If the agency provides packaging testing services, is the fee charged separately? If Kunshan enterprises pack the goods by themselves, they need to confirm whether the agency provides MSDS review services.

If the MSDS does not meet EU standards, the goods may be detained, resulting in additional expenses. It is recommended to choose an agency that includes MSDS review, and the fee is usually included in the basic agency fee.

### Answer 9

Are tax rebate services included in export agency fees? If included, it is necessary to confirm whether the agency assists in preparing tax rebate documents (such as customs declaration forms, invoices, bills of lading) and response services during tax rebate letter verification. Kunshan enterprises need to meet the "four-flow consistency" (consistency of contract, invoice, logistics and capital flow) for export tax rebates.

If the agency provides document filing services, it can reduce the risk of letter verification. In addition, is pre-declaration verification included in the agency fee? Pre-declaration can detect errors in advance and avoid tax rebate delays.

### Answer 10

Are export agency fees related to trade terms? If the enterprise chooses CIF terms, does the agency include insurance premiums? For Kunshan enterprises exporting to Europe, the insurance premium in the CIF price is usually 0.05%-0.1% of the cargo value.

If the agency includes it in the package fee, it is necessary to confirm whether the insurance amount is 110% of the cargo value as required. In addition, does the agency provide supply chain optimization suggestions?

For example, converting FOB to CIF to reduce logistics costs, is this service charged additionally? It is recommended to choose an agency that provides free supply chain consulting to improve overall efficiency.
