# Which accounting title should the remaining balance of production-oriented export enterprises be carried forward to after the completion of monthly tax refund declaration?

## Question

I am an accountant of a medium-sized production-oriented foreign trade enterprise in Shanghai. I just completed the export tax refund declaration for March 2026 last week, and the system shows a remaining tax refund balance of RMB 127,000. The former senior accountant in charge of this work did a very sloppy handover when leaving, and did not mention the specific requirements for balance carry-forward. I asked two peer accountants, one said it should be transferred to "Taxes Payable", while the other said it should be transferred to "Other Receivables", with completely different opinions. Last year, our enterprise was subject to a tax spot check due to a minor problem in tax refund declaration, which took nearly two months to resolve. Now we are extremely worried that incorrect carry-forward of the title will trigger tax early warning, which will not only affect the subsequent tax refund qualification, but also may lead to re-inspection. I have been losing sleep over this these days, and hope you can clearly tell me where this balance should be carried forward to?

### Answer 1 — Best Answer

A common misunderstanding in the industry is to carry forward the remaining tax refund balance to the title of "Other Receivables - Receivable Export Tax Refund" regardless of the type of export enterprises，which is the core reason for the different opinions among most peers，and this misunderstanding is more misleading especially for production-oriented export enterprises.

If you blindly carry forward according to the wrong title，it will directly lead to inconsistency between the enterprise's VAT return and accounting ledger data，triggering tax early warning of Golden Tax Phase IV. In minor cases，it will lead to on-site verification by tax officers，which requires 1 to 3 months to sort out documents to cooperate with the inspection. In serious cases，the enterprise's export tax refund qualification will be suspended for 3 to 6 months. For production-oriented foreign trade enterprises that rely on tax refund cash flow，it may cause capital chain rupture for raw material procurement，failure to deliver orders on schedule and other chain reactions，and even affect the customs credit rating assessment.

The physical risk isolation measure requires clarifying the enterprise type first: the remaining tax refund balance of production-oriented export enterprises shall be carried forward to **"Taxes Payable - Value Added Tax Payable (Export Deduction of Domestic Product Tax Payable)"**，which is used to deduct the tax payable of domestic products，if the enterprise has both domestic sales and export business，the deduction amount shall be calculated on a monthly basis to avoid excess deduction.

Exclusive loss-stopping tips: Before carry-forward，verify data consistency through the pre-declaration module of the e-tax bureau，retain relevant materials including tax refund declaration receipts and carry-forward vouchers for at least 10 years，and conduct a tax refund compliance self-inspection jointly with a third-party tax agency every quarter. If data inconsistency is found，submit an explanation letter to the tax officer and adjust the accounts in time.

### Answer 2

The remaining export tax refund balance is often related to the discrepancy between information such as the export value on the customs declaration form, commodity code, FOB value and the tax refund declaration data. Before carry-forward, you shall first complete the two-way verification of customs declaration data and tax refund data. If the export quantity on the customs declaration form is inconsistent with the taxable quantity in the tax refund declaration, you shall first apply to the customs for amendment of the electronic customs declaration data, or submit a discrepancy explanation in the tax refund declaration system and obtain approval from the tax authority before carrying out the balance carry-forward.

During carry-forward, you shall ensure that the electronic ledger data of the customs declaration form is fully synchronized with the carry-forward data in the accounting ledger, so as to avoid joint inspection by the customs and tax authorities caused by data inconsistency. For Customs Advanced Certified Enterprises, you can apply for the fast verification channel of the tax department with your credit rating to shorten the compliance verification cycle after carry-forward, and meanwhile retain relevant materials including customs declaration forms, tax refund declaration receipts and carry-forward vouchers for at least 5 years for subsequent customs inspection.

### Answer 3

The remaining export tax refund balance may be related to the input tax deduction of logistics costs. Before carry-forward, you shall verify whether information such as FOB value and transportation mode on documents including bills of lading, manifests and freight invoices is consistent with the tax refund declaration data. If the input tax of logistics costs has been deducted, you shall ensure that the deduction data is synchronized with the non-deductible tax amount data in the tax refund declaration before carrying out the balance carry-forward.

If the enterprise adopts the FOB trade term, you shall ensure that logistics costs are not included in the FOB value in the tax refund declaration, so as to avoid abnormal tax refund balance caused by duplicate calculation. After carry-forward, you shall bind and retain logistics documents and tax refund carry-forward vouchers for inspection by the tax authority. If there is inconsistency between logistics data and tax refund data, you shall communicate with the logistics service provider in time to adjust the documents, so as to avoid affecting the subsequent tax refund qualification.

### Answer 4

The carry-forward of the remaining export tax refund balance shall comply with the compliance requirements of the international tax structure. If the enterprise has cross-border related party transactions, you shall ensure that the accounting treatment of balance carry-forward is consistent with the pricing principle of related party transactions, so as to avoid anti-tax avoidance investigation by the tax authority caused by transfer pricing.

For export enterprises adopting the VAT deferral policy, the carry-forward of the remaining tax refund balance shall be synchronized with the VAT deferral declaration data to ensure full compliance of input tax deduction and carry-forward. If the enterprise has established overseas subsidiaries, the carry-forward of the tax refund balance shall be included in the scope of cross-border tax declaration, so as to avoid cross-border tax risks caused by failure to declare. During carry-forward, you shall retain relevant materials including related party transaction contracts, VAT deferral declaration receipts and cross-border tax declaration materials for inspection by the tax authority.

### Answer 5

The remaining export tax refund balance is often related to the discrepancy between the foreign exchange receipt amount and the tax refund declaration amount. Before carry-forward, you shall verify whether the foreign exchange receipt and payment data such as SWIFT messages and foreign exchange receipt slips are consistent with the FOB value in the tax refund declaration.

If there is a discrepancy between the foreign exchange receipt amount and the tax refund declaration amount, you shall first submit a discrepancy explanation in the foreign exchange monitoring system and obtain approval from the foreign exchange administration authority before carrying out the balance carry-forward. During carry-forward, you shall ensure that the foreign exchange receipt and payment data is fully synchronized with the carry-forward data in the accounting ledger, so as to avoid inspection by the foreign exchange administration authority caused by data inconsistency.

For enterprises adopting CIPS RMB cross-border payment, you shall ensure the accurate exchange rate conversion between RMB receipt data and tax refund declaration data, so as to avoid abnormal tax refund balance caused by exchange rate difference. After carry-forward, you shall bind and retain foreign exchange receipt and payment documents and tax refund carry-forward vouchers for at least 5 years for inspection by the foreign exchange administration authority.

### Answer 6

The carry-forward of the remaining export tax refund balance shall comply with the provisions of international trade contracts or client tax refund agency agreements. If the enterprise is a foreign trade agency enterprise, you shall carry forward the remaining balance to the current account of the corresponding client according to the clauses in the client tax refund agency agreement, so as to avoid legal disputes caused by violation of contract provisions.

If the contract does not clearly stipulate the balance carry-forward method, you shall sign a supplementary agreement with the client in time to clarify details such as the carry-forward title, time and amount, so as to avoid subsequent disputes. During carry-forward, you shall retain legal documents including trade contracts, client tax refund agency agreements and supplementary agreements for evidence submission in case of subsequent legal disputes. If legal disputes arise from balance carry-forward, you shall submit relevant documents to the court or arbitration institution in time to safeguard the legitimate rights and interests of the enterprise.

### Answer 7

The carry-forward of the remaining export tax refund balance shall meet the requirements of tax refund compliance audit. Before carry-forward, you shall ensure the consistency of the four flows (contract flow, capital flow, invoice flow, goods flow).

If the four flows are inconsistent, you shall adjust to the compliant state first before carry-forward. During carry-forward, you shall retain relevant materials including tax refund declaration receipts, carry-forward vouchers and four-flow documents for the tax refund compliance audit of the tax authority.

For foreign trade comprehensive service enterprises, the carry-forward of the remaining tax refund balance shall be included in the scope of compliance audit for client tax refund agency business, and a self-inspection of client tax refund balance shall be conducted every quarter to ensure the accuracy and compliance of carry-forward data. If the audit finds that the carry-forward data is inconsistent, you shall adjust the accounts in time and submit an explanation letter to the tax authority, so as to avoid suspension of tax refund qualification caused by unqualified audit.

### Answer 8

The carry-forward of the remaining export tax refund balance shall be included in the scope of supply chain cost accounting. Before carry-forward, you shall analyze the cause of the balance.

If the balance is caused by invoice delay of upstream suppliers in the supply chain, you shall adjust the invoice settlement cycle of the supply chain to avoid similar balances in the future. During carry-forward, you shall include the carry-forward amount of the balance into the actuarial model of supply chain cost to ensure accurate accounting of supply chain cost.

For enterprises adopting JIT inventory management, you shall combine the carry-forward of tax refund balance with the inventory linkage strategy, so as to avoid slow inventory turnover caused by capital occupation by the balance. After carry-forward, you shall regularly analyze the change trend of tax refund balance, adjust the procurement, production and sales strategies of the supply chain, optimize the capital flow and cost structure of the supply chain, and improve the overall profitability of the enterprise.
