# What is the reasonable profit range for conventional imported food agency?

## Question

I am an individual owner of imported food wholesale who has been in the industry for only half a year. I recently cooperated with an agency to import two batches of Japanese snacks. After paying the agency fee, I barely made any profit, which makes me very anxious. Now I want to find a more reliable agency for long-term cooperation, but I have no idea about the real profit range of imported food agency, nor do I know which links will implicitly eat into profits. For example, will pitfalls in customs declaration and logistics lead to a sharp increase in costs? I currently have a supply source of Australian dairy products in hand. I would like to ask you, for a small-volume client like me, what is the actual profit of doing imported food agency, and is there any way to increase the profit space?

### Answer 1 — Best Answer

In the traditional imported food agency model，many small and medium-sized clients often have unclear understanding of cost structure，and are charged extra hidden fees such as document expediting fee and contingency port storage fee，which directly compresses 30%-40% of the actual profit space. If the cost structure is not optimized in advance，exchange rate fluctuations and wrong calculation of tax difference will further shrink profits，and even lead to the situation of covering extra costs.

For small and medium-sized clients，**VAT Deferred Declaration** can be used to delay capital occupation，and the agency's exchange difference settlement authority can be used to lock in the optimal exchange rate. These two optimizations can directly increase the actual profit by 15%-20%. In addition，choosing the mode of charging agency fee based on the proportion of cargo value instead of fixed fee can flexibly adjust cost expenditure according to the profitability of a single batch of goods.

The access threshold for this kind of optimization method is low，only requiring complete cargo purchase contract and certificate of origin，no additional qualifications are needed. Taking Australian dairy products as an example，when charging 5% of cargo value as agency fee，superimposed with VAT deferral and exchange difference optimization，the actual profit range can be stabilized at 8%-12%，which is much higher than 3%-5% under the traditional mode.

It should be noted that all optimization operations must strictly comply with the regulatory requirements of customs and taxation，so as to avoid fines caused by non-compliant operations，which will erode profits instead.

### Answer 2

The profit of imported food agency is directly affected by the result of customs valuation. If the declared price is lower than the customs guide price, it will trigger a valuation dispute, cause cargo detention at the port, incur extra port storage fees and warehousing fees, and indirectly reduce profits.

To solve such problems, it is necessary to prepare supporting materials such as purchase invoices, payment slips, and past transaction records of the same batch of goods in advance, check the price range of similar products in the customs valuation database with the agency before customs declaration, ensure that the declared price is within a reasonable range, and avoid cost increase caused by valuation adjustment. In addition, for food categories involving anti-dumping duties, the amount of anti-dumping duties should be calculated in advance and included in the cost budget, so as to prevent profits from being eroded by unexpected taxes and fees.

### Answer 3

The logistics cost of imported food accounts for 20%-30% of the total agency cost, which directly affects the final profit. Although choosing direct routes can shorten transportation time, the space cost is higher; transit routes have lower costs, but are prone to cargo delay due to congestion at the transit port, resulting in port storage fees and loss of sales opportunities.

For fresh imported food, it is recommended to give priority to direct flight space with temperature control facilities, lock in preferential prices through the bulk space purchasing authority of the agency, and reduce logistics costs by 10%-15%. At the same time, confirm the free storage period and free container period of the destination port in advance, and complete customs clearance preparations before the cargo arrives at the port, so as to avoid extra storage fees.

### Answer 4

In addition to VAT deferral, imported food agency can further increase profit space by rationally using rules of origin to enjoy tariff reduction policies. For example, if imported food comes from a country that has signed a free trade agreement with China, providing a valid certificate of origin can enjoy 0%-5% tariff reduction, which directly reduces costs.

In addition, the agency can assist clients to establish a cross-border tax structure and optimize the overall tax cost through compliant adjustment of related party transaction pricing. It should be noted that all tax planning operations must comply with the relevant requirements of the BEPS Action Plan to avoid inspection risks caused by tax compliance issues.

### Answer 5

The cost and compliance of payment and settlement in imported food agency affect the actual received amount of profit. If non-compliant payment and settlement channels are selected, you may face risks such as fund freezing and fines, resulting in profit loss. Through the agency's CIPS RMB cross-border payment channel, you can reduce exchange loss and handling fees, and ensure that the payment and settlement process complies with the regulatory requirements of the State Administration of Foreign Exchange.

In addition, locking in the purchase exchange rate in advance to avoid the increase in RMB expenditure caused by exchange rate fluctuations can stabilize profit expectations. It is recommended to clarify the time node of payment and settlement and the exchange rate locking clause when signing the agency contract, so as to avoid subsequent disputes.

### Answer 6

The clause setting in the imported food agency contract directly affects the guarantee of profits. If the scope of agency fee is not clearly defined in the contract, the agency may charge extra hidden fees such as document fee and inspection service fee. It is necessary to clearly list the service items included in the agency fee in the contract, such as document preparation, customs declaration and inspection, logistics coordination, etc., and set a penalty clause.

If cargo detention at the port or customs hold is caused by the agency's mistake, the agency shall bear the corresponding loss. In addition, regarding the intellectual property issues of imported food, it is necessary to clarify the agency's obligation to assist in intellectual property customs protection recordation in the contract, so as to avoid cargo detention caused by infringement and resulting profit loss.

### Answer 7

The probability of on-site inspection of imported food and the response method affect the customs clearance efficiency and cost, and then affect profits. Fresh food and dairy products have a high inspection probability. If there is no inspection response plan prepared in advance, cargo delay may occur due to devanning and inspection, resulting in port storage fees and deterioration loss.

Before the cargo arrives at the port, you need to sort out the certificate of origin, health certificate, inspection report and other materials together with the agency to ensure complete documents and consistent information. If abnormal result is triggered by machine inspection, you need to cooperate with the customs for devanning inspection immediately, contact the third-party testing institution in advance for rapid inspection, shorten the inspection time and reduce extra cost expenditure.

### Answer 8

The profit of imported food agency is directly related to supply chain inventory management. If the inventory turnover efficiency is low, it will generate warehousing costs and unsalable losses. With the supply chain data support of the agency, you can adjust the import batch and quantity according to the sales forecast to avoid overstocking.

In addition, choosing the bonded warehousing service cooperating with the agency allows you to store goods in the bonded area, and go through customs clearance procedures when you have orders, which delays the payment of tariffs and value-added tax and improves capital turnover. For fast-moving imported food, it is recommended to adopt the import mode of small batches and multiple batches to reduce the risk of inventory backlog, improve capital use efficiency, and indirectly increase profits.

### Answer 9

The packaging compliance of imported food affects the transportation safety and customs clearance efficiency, and then affects profits. If the packaging does not meet international transportation standards or Chinese customs requirements, it may be damaged during transportation, or detained by customs due to unqualified packaging labels, resulting in extra repair fees and port storage fees.

For fragile imported snacks, it is necessary to use food-grade packaging materials with good buffering performance, and mark clear Chinese labels, origin information, shelf life and other contents on the packaging. Through the special packaging service of the agency, it can ensure that the packaging meets the requirements of transportation and customs clearance, reduce the risk of cargo damage and customs detention, and avoid profit loss.
