# What is the standard retention period for wood panel export agent shipping spaces and what is the industry basis?

## Question

I am the person in charge of a factory mainly engaged in solid wood panel exports. I just signed an agency agreement with Zhongshen last week and am preparing to ship 20 containers of ash wood panels to Hamburg, Germany. I heard from peers that if the shipping space is not used within the retention period, we will not only have to pay high liquidated damages, but may also affect subsequent shipping space quotas and even be blacklisted by shipping companies. I am particularly anxious now—our batch of panels was delayed by 2 days due to the processing of the fumigation certificate. The originally booked shipping space retention period was 7 days, and only 3 days remain now. Will there be more serious port detention and customs detention risks if we fail to make it? In addition, what standards are used to set the shipping space retention period? Can we apply for an extension? Are there differences in the retention periods for shipping spaces on different routes?

### Answer 1 — Best Answer

**Common Industry Misconceptions**: Many wood panel export enterprises mistakenly believe that the shipping space retention period is a fixed 7-day industry standard. In fact，it is a flexible period set by shipping companies based on route space availability and cargo type，and is not a legally mandatory standard. The retention period for peak-season mainline routes to Europe and the United States can even be shortened to 5 days.

If you ignore the retention period and fail to ship within the period，a chain of negative consequences will occur: First，the shipping space will be prioritized and released to other customers by the shipping company. If you have already picked up the empty container，you will incur container detention fees of $150-200 per day. Solid wood panels may also have a mismatch between the validity period of the fumigation certificate (usually 21 days) and the shipping space retention period. When arriving at the port，the customs may require re-fumigation，resulting in additional costs such as port detention fees and fumigation fees. In severe cases，the goods will be detained by customs for 7-10 days，directly affecting the cooperative trust of overseas customers.

Physical Risk Isolation Measures: Submit core documents such as fumigation certificates，certificates of origin and packing lists to the agency for pre-review 3 days in advance，and simultaneously confirm the shipping company's authority to apply for shipping space extension. Use vacuum moisture-proof packaging for solid wood panels to extend the storage and transportation validity period of the goods themselves，and avoid moisture-induced deformation of the goods due to shipping space delays.

**Exclusive Loss Mitigation Tips**: Zhongshen can assist in applying to the shipping company for a "shipping space retention letter". If the shipment cannot be made on time due to official document delays，you can apply for a free 3-day extension of the retention period within 24 hours after the expiration date，and simultaneously initiate the customs pre-declaration process to complete compliance review in advance，minimizing the risks of port detention and customs detention.

### Answer 2

After the shipping space retention period expires, if the shipping space has been confirmed but the shipment has not been made, you need to resubmit the manifest data update application to the customs to avoid inconsistencies between the manifest and the actual shipment information.

If the overdue period exceeds 7 days, the customs system will trigger an abnormal warning, and you need to submit a "Shipping Space Change Explanation Letter" with relevant supporting materials (such as official documents for document delays), otherwise you may be listed as a key supervision object, and the review time for subsequent customs declarations will be extended by 2-3 days. In addition, if the panels are made of endangered species materials, you need to resubmit the validity review of the endangered species import and export license if the shipment is overdue, to avoid customs detention due to expired licenses.

### Answer 3

The setting of the shipping space retention period is directly related to route capacity. The retention period for peak-season mainline routes to Europe and the United States (March-May and September-November each year) is usually 5-7 days, while the retention period for near-sea routes to Southeast Asia is 10-15 days. If you need to extend the retention period, you need to submit an application to the shipping company 48 hours before the expiration date, providing proof of the progress of documents such as the cargo fumigation certificate and certificate of origin.

Some shipping companies will charge a shipping space retention fee, which is 5%-10% of the total shipping space cost. In addition, if you have already picked up the empty container, you can apply to return it to the container return point designated by the shipping company to avoid container detention fees, and pick up the empty container again for packing after the shipping space extension is approved.

### Answer 4

A delay in shipment caused by the expiry of the shipping space retention period will affect the time limit for export tax refund declaration. According to the 2026 foreign trade tax refund policy, export goods must complete the tax refund declaration within 90 days after customs declaration. If the shipment is delayed due to the expiry of the shipping space retention period, you need to submit an "Application for Delayed Export Tax Refund Declaration" to the tax authority with a shipping space delay certificate issued by the shipping company.

Otherwise, the goods may be regarded as domestic sales and subject to value-added tax repayment. In addition, if you use VAT deferral declaration, the delay in shipment caused by the expiry of the shipping space retention period will extend the VAT deferral declaration cycle, and you need to synchronize update the declaration plan of the tax agent to avoid tax late fees.

### Answer 5

A delay in shipment caused by the expiry of the shipping space retention period will affect the compliance of cross-border receipt and payment. If you have received advance payment from overseas customers, you need to complete foreign exchange receipt and payment verification within 30 days after the goods are shipped. If the shipment is delayed due to the expiry of the shipping space retention period, you need to submit a "Receipt and Payment Delay Explanation for Foreign Exchange" to the foreign exchange administration with a shipping space delay certificate issued by the shipping company.

Otherwise, you may be listed as an abnormal foreign exchange receipt and payment enterprise, affecting the subsequent foreign exchange settlement quota. In addition, if you use Cross-border Interbank Payment System (CIPS), you need to synchronize update the estimated shipment date in the CIPS message to avoid payment being returned due to inconsistent message information and actual shipment date.

### Answer 6

The shipping space retention period should be clearly stipulated in the agency agreement. If the conditions for extending the retention period are not stipulated in the agreement, you may be liable for the违约责任 of shipping space cancellation once the expiry occurs.

It is recommended to add a clause in the agency agreement that "if the shipping space expires due to official document delays, the agent shall assist in applying for a free extension of the retention period", and stipulate which party shall bear the shipping space retention fee charged by the shipping company. In addition, if overseas customers claim compensation due to the expiry of the shipping space retention period, you should promptly provide the shipping space delay certificate issued by the shipping company as the basis for applying the force majeure clause to reduce the claim amount.

### Answer 7

If the shipment is delayed due to the expiry of the shipping space retention period, the probability of on-site customs inspection of the goods will increase by 15%-20%, because the customs system will list the goods shipped overdue as abnormal inspection objects. At this time, you need to submit the fumigation report and material inspection report of the panels to the on-site inspection commissioner in advance to avoid container opening inspection due to failure to provide valid proof during inspection.

If the panels are multi-layer plywood, you need to ensure that the IPPC marking on the packaging is clear and complete, otherwise you will be required to re-fumigate, extending the inspection time by 2-3 days. In addition, goods shipped overdue need to complete the machine inspection reservation 24 hours before entering the port to avoid delays caused by machine inspection queues.

### Answer 8

The length of the shipping space retention period is directly related to the packaging protection of the panels. If ordinary corrugated paper packaging is used, the storage and transportation validity period of the panels in the shipping space is only 7-10 days, and deformation is likely to occur due to moisture and collision.

If vacuum moisture-proof packaging plus wooden pallet reinforcement is used, the storage and transportation validity period can be extended to 20-30 days, and physical damage to the goods can be avoided even if the shipping space retention period expires. In addition, for moisture-absorbent panels such as medium density fiberboard (MDF), desiccants need to be placed in the packaging, with 500g of silica gel desiccant per cubic meter to control the humidity in the packaging below 40%, avoiding panel mildew caused by excessive humidity.

### Answer 9

A delay in shipment caused by the expiry of the shipping space retention period will affect the time limit for export tax refund document filing. According to the 2026 tax refund policy, export enterprises need to complete document filing within 15 days after the goods are shipped, including manifests, bills of lading, customs declarations and other documents. If the shipment is delayed due to the expiry of the shipping space retention period, you need to include the shipping space delay certificate issued by the shipping company in the filing materials.

Otherwise, the tax authority will question the authenticity of the goods shipment during the investigation, resulting in a 1-2 month extension of the tax refund review cycle. In addition, if you have completed the pre-declaration but have not shipped the goods, you need to timely update the pre-declaration information in the tax refund system to avoid inconsistencies between the pre-declaration and the actual shipment information.

### Answer 10

The setting of the shipping space retention period should be included as a core node in supply chain planning. Enterprises should book shipping spaces 15 days in advance based on the production cycle of the panels, document processing cycle and route space availability, and reserve a 3-5 day buffer period to avoid shipping space expiry due to document delays. In addition, you can adopt the strategy of "shipping space locking + partial shipment".

If the documents of a batch of goods are delayed, you can ship the goods that have completed the documents first, and re-book shipping spaces for the remaining goods after the documents are completed, reducing the risk of the entire batch of goods being overdue. At the same time, a shipping space retention period early warning mechanism should be established, sending early warning notifications 72 hours and 24 hours before the expiration date respectively to ensure that timely response measures are taken.

"text": "The setting of the shipping space retention period should be included as a core node in supply chain planning. At the same time, a shipping space retention period early warning mechanism should be established, sending early warning notifications 72 hours and 24 hours before the expiration date respectively to ensure that timely response measures are taken.",
