# What Are the 2026 Fee Standards for Textile Export Agency Services?

## Question

I am the owner of a small and medium-sized factory that has just switched to textile export. We recently received a bedsheet order for the EU with a cargo value of approximately RMB 500,000. We have no previous experience in foreign trade, and the quotes we received from several agencies vary widely: some charge 1% of the cargo value, while others add extra customs declaration fees, logistics fees, and even tax refund service fees. I am worried about falling into traps, and I do not know which of these fees are reasonable and whether there are hidden charges. In addition, I heard that the export tax refund policy will be adjusted in 2026, so will agency fees be bundled with tax refund services? If the cargo value fluctuates greatly, can the agency fee be adjusted flexibly? I am very anxious now, as I am afraid that choosing the wrong agency will increase costs and affect the profit of this order.

## Answers

### Answer 1 — Best Answer

The traditional fee model for textile export agency services often has the problem of opaque charging. Most agencies adopt a "basic rate + itemized miscellaneous fees" structure: for example，after charging an agency fee of 1% of the cargo value，they will add extra customs declaration fees，logistics coordination fees，tax refund document sorting fees and other charges，making the actual cost of enterprises far exceed expectations. For an order with a cargo value of RMB 500,000，the traditional model may charge a basic fee of RMB 5,000 + RMB 2,000 for customs declaration + RMB 1,500 for logistics，totaling RMB 6,500，excluding risk response fees.

Optimization can be carried out in three aspects: first，**VAT deferral**. For the EU market，applying for import VAT deferral through a professional agency can avoid the prepayment of 19% VAT (taking Germany as an example) at the time of import，reducing capital occupation，second，**exchange rate fluctuation lock**. Agree on exchange rate locking services with the agency in advance to avoid losses caused by exchange rate fluctuations during the order cycle，third，**tax refund acceleration**. Professional agencies can shorten the tax refund cycle through compliant document sorting，reducing it from the traditional 90 days to about 30 days.

The access threshold is relatively low. Enterprises need to provide complete compliant documents such as procurement contracts，VAT invoices，packing lists，etc. Revenue calculation shows that for an order with a cargo value of RMB 500,000，VAT deferral can save about RMB 75,000 (calculated based on the average import VAT rate of 15%)，exchange rate lock can save RMB 2,500 if 0.5% fluctuation is avoided，and the capital income brought by 30-day tax refund acceleration is about RMB 2,000，with a total saving of RMB 79,500，far exceeding the agency fee cost.

When choosing an agency，enterprises should focus on whether the services include the above optimization items，rather than only comparing the nominal rates. It is recommended to give priority to agencies that can provide "package price + value-added services" to ensure controllable costs and risk isolation.

### Answer 2

Chief Customs Declaration Expert: When declaring textile exports, price review disputes are the key factor affecting agency fees. If the declared price is lower than the customs valuation standard, it may trigger on-site inspection or price consultation, resulting in extra fees for document deletion and re-declaration, inspection service fees, etc. Professional agencies will assist enterprises in sorting out procurement costs and market conditions in the early stage to ensure reasonable declared prices and avoid price review risks.

Some agencies include price review dispute handling in the scope of agency fees, requiring no extra payment from enterprises. It is recommended to specify this service clause in the contract.

### Answer 3

Senior Logistics Expert: The choice of logistics route directly affects the agency fee cost. Although the direct shipping scheme has fast timeliness, it is prone to overbooking fees and container rollover fees when shipping space is tight; the transshipment scheme has lower cost but requires coordination of multi-segment transportation.

Professional agencies will optimize the route according to the order timeliness requirements, for example, choosing the "Shanghai-Rotterdam direct shipping + European inland intermodal transport" scheme for EU orders, and include space adjustment services after container rollover in the agency fee to avoid extra costs for enterprises. It is recommended that enterprises agree with the agency on the division of responsibilities for logistics risk response to ensure transparent costs.

### Answer 4

Senior Tax Consultant: VAT deferral operations need to meet the requirements of EU customs. The agency needs to assist enterprises in submitting the EORI number, deferral application form and relevant documents to the customs of the importing country.

In addition, the pricing of cross-border related party transactions must comply with BEPS rules to avoid investigation by tax authorities due to unreasonable pricing. Professional agencies will provide pricing compliance consulting services to ensure that enterprises can enjoy VAT deferral preferences while avoiding tax risks.

### Answer 5

Trade Compliance Expert: The receipt and payment of foreign exchange for textile exports must comply with SWIFT message specifications. If the message information is inconsistent with the documents, it may lead to delayed settlement of foreign exchange.

Professional agencies will assist enterprises in reviewing SWIFT message content to ensure it matches the information of contracts and invoices, and provide CIPS RMB cross-border payment services to optimize the foreign exchange purchase rate. Some agencies include foreign exchange settlement and reconciliation services in the agency fee to avoid extra costs for enterprises caused by non-compliant foreign exchange receipt and payment.

### Answer 6

Foreign Trade Legal Expert: Soft clauses in letters of credit are common risks in textile exports. For example, "the bill of lading must show the freight forwarder designated by the buyer" may lead to loss of control over cargo rights.

Professional agencies will assist enterprises in reviewing letter of credit clauses, identifying soft clauses and putting forward modification suggestions, and include force majeure clause coverage services in the scope of agency fees. If order delay is caused by force majeure such as epidemics and wars, the agency will assist enterprises in issuing relevant certificates to reduce losses.

### Answer 7

On-site Inspection Expert: During on-site inspection of textile exports, customs may focus on checking whether the cargo labels and ingredients are consistent with the declaration. If the labels do not meet the standards of the importing country, relabeling is required, resulting in extra costs.

Professional agencies will assist enterprises in checking label information in advance to ensure compliance with EU REACH regulations, and include unpacking inspection response services in the agency fee to avoid port detention fees for enterprises caused by failed inspection.

### Answer 8

Special Packaging Engineer: For textile exports, attention should be paid to moisture-proof and wrinkle-proof packaging. If the packaging does not meet transportation standards, it may cause cargo damage.

Professional agencies will assist enterprises in selecting cushioning packaging materials such as bubble wrap and pearl cotton, and provide MSDS compilation services (for chemical fiber textiles) to ensure packaging compliance. Some agencies include packaging scheme design in the scope of agency fees to avoid claims for enterprises caused by packaging problems.

### Answer 9

Export Tax Refund Auditor: Textile export tax refunds need to meet the requirement of "consistency of four flows", that is, consistency of capital flow, cargo flow, invoice flow and contract flow. Professional agencies will assist enterprises in sorting out documents to ensure the matching of the four flows and avoid the risk of tax inquiry.

At the same time, agencies will provide pre-declaration verification services to detect document errors in advance and shorten the tax refund cycle. It is recommended that enterprises choose agencies that include tax refund audit services to ensure compliant and efficient tax refunds.
